First identify what you mean by “NPCs”: friendly town residents moving into houses and enemies appearing in the world follow different rules. For a town NPC, check for a vacant, suitable house and then confirm that character’s arrival requirement. For enemies, troubleshoot the rules for the location you are in; nearby town residents can affect enemy spawn rates.
First, identify which NPCs are missing
Are you waiting for a friendly character such as a merchant to move into town, or are you looking for enemies to appear around you? These are separate systems. A town NPC’s housing problem will not explain why monsters are absent, and enemy spawn conditions do not determine whether a resident moves in. If a town NPC is not moving in
1. Check the intended house with the housing query
Use the in-game housing query on the room you expect the character to use. If the room is unsuitable, the query’s feedback can help identify what needs correcting. Also check that the house is vacant and assigned as intended; a valid room does not help if it is already occupied or assigned to someone else. See the house requirements reference.
2. Verify that character’s arrival requirement
Housing is necessary for residents who move into homes, but it is not the whole checklist. Each town NPC has an individual unlock or arrival condition, and some characters have special spawn rules. Look up the specific character in the NPC reference and confirm that you have met its requirement. Do not assume that building another house alone will trigger every NPC.

3. If the NPC died, provide a vacant suitable house
A killed town NPC can return, but if the character has no home, it will not move back in until a new suitable house is available. Check for a vacant room and allow for the character to return under the game’s conditions. The NPC reference describes town NPC behavior.

Use the rules for enemy spawning in the location where you are playing rather than changing town housing. Enemy spawns depend on the area and its conditions; nearby friendly town NPCs can also affect spawn rates. Consult the spawn-rate reference for the relevant location and conditions. A lower enemy spawn rate near town residents is not evidence that a town NPC has failed to move in.

When the basic checks do not solve it
- For a missing town resident, recheck the room’s suitability and vacancy, then verify the character’s specific requirement.
- For an NPC that died, make sure a suitable vacant house is available for its return.
- For missing enemies, check the spawn rules for your current location and account for nearby town residents.
