Outlook error code 3399811147, often shown with Error Tag: 7ita9 and “Something went wrong [1001],” is usually a Windows or Microsoft 365 desktop authentication failure. It does not, by itself, prove that your mailbox is damaged. The fastest path is to restart Windows, check whether Outlook on the web still works, identify whether the problem affects other Microsoft 365 apps, and repair the Windows Web Account Manager (WAM) package that matches your account type. If that fails, investigate security software and migrated-profile problems, then try account or Windows-profile cleanup with care. Keep using web or mobile Outlook while a tenant administrator escalates persistent cases to Microsoft.

What does Outlook error code 3399811147 mean?

Microsoft has not published a dedicated definition that maps decimal code 3399811147 to one universal root cause. In Microsoft 365 sign-in reports, the value appears with Error Tag 7ita9 and “Something went wrong [1001].” The practical interpretation is a failure in the local Windows authentication path used by desktop Outlook, especially when Outlook on the web continues to open normally.

That distinction matters. A working browser session indicates that your account and mailbox may still be usable, while the desktop client is failing to obtain or refresh a local authentication token. It is an evidence-based working hypothesis, not a definitive diagnosis: web access can also be affected by service outages, conditional-access policies, expired credentials, or a separate account problem.

  • Desktop-only symptom: Outlook for Windows cannot complete sign-in, while browser Outlook works.
  • Shared desktop symptom: Teams, Word, or another Microsoft 365 app also asks for credentials or shows a similar [1001] failure.
  • Account-wide symptom: Browser, mobile, and desktop access all fail, pointing you toward credentials, policy, service health, or an account issue rather than only local WAM state.

Microsoft’s documentation associates the matching [1001] scenario with damaged WAM packages, interference from security software, and identity data that was copied, roamed, or migrated between Windows installations. Those scenarios explain why the same decimal code can require different remedies on different computers.

What should I check before changing anything?

Start with low-risk checks that establish the scope of the failure. They prevent you from deleting an account or profile when a restart or a temporary web fallback would have solved the immediate problem.

Restart Windows completely

Choose Start > Power > Restart, not merely sleep, hibernation, or closing the laptop lid. Microsoft says rebooting often mitigates this [1001] issue because authentication components and token brokers are reloaded. After Windows starts, open Outlook before launching a large number of other applications and test sign-in again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test Outlook on the web

Open your organization’s Outlook on the web address in a browser and sign in with the same account. If web Outlook works but desktop Outlook does not, record that fact; it makes a local authentication problem more likely. If web access fails as well, check whether the credentials, account status, multifactor prompt, conditional-access policy, or Microsoft 365 service health is the real blocker before repairing Windows packages.

Test another desktop app

Try a second Microsoft 365 desktop application, such as Word or Teams, with the same account. Outlook alone failing suggests a client-specific state, whereas several applications failing together points to a shared Windows authentication component. Write down exactly which applications fail and whether they show the same error tag.

Capture the diagnostic details

Before dismissing the dialog, copy or photograph the correlation ID, timestamp, decimal error code, and Error Tag: 7ita9. Support engineers use the time and correlation value to locate the corresponding authentication event. Do not post those identifiers publicly; keep them for your administrator or Microsoft support request.

How do I repair the Windows authentication package?

Repair the WAM package that matches the type of Microsoft account you are using. Microsoft Learn identifies Microsoft.AAD.BrokerPlugin for work or school accounts and Microsoft.Windows.CloudExperienceHost for personal Microsoft accounts such as Outlook.com or Hotmail.

1. Identify the account type

  • Work or school: an account managed by an organization in Microsoft Entra ID (formerly Azure Active Directory), normally using an organizational email address.
  • Personal Microsoft account: an Outlook.com, Hotmail, Live, or similar consumer account that is not managed by your employer or school.

If Outlook contains both kinds of accounts, repair the package for the account that produces the error. An administrator-managed device may impose additional restrictions, so coordinate with IT before changing system authentication components.

2. Open the appropriate PowerShell window

Microsoft’s support material and Learn guidance differ on whether the registration command should run in a normal user PowerShell session or in an elevated (Run as administrator) window. Follow the privilege instruction on the Microsoft page you are using. Do not assume that elevation is always required, and do not claim success until the command returns without an error.

To open PowerShell, use Start, search for PowerShell, then select the mode specified by the documentation or your administrator. Close Outlook and other Microsoft 365 applications first so the package can be registered without an active sign-in process.

3. Register the package for a work or school account

For an organizational account, run this command exactly as shown:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Add-AppxPackage -Register "$env:windirSystemAppsMicrosoft.AAD.BrokerPlugin_cw5n1h2txyewyAppxmanifest.xml" -DisableDevelopmentMode -ForceApplicationShutdown

The command re-registers the Microsoft Entra WAM broker and requests shutdown of applications using the package. It does not remove your mailbox or delete messages. If PowerShell reports that the manifest cannot be found, that package may be missing or damaged; save the complete error text for IT rather than repeatedly running the command.

4. Register the package for a personal account

For a personal Microsoft account, use:

Add-AppxPackage -Register "$env:windirSystemAppsMicrosoft.Windows.CloudExperienceHost_cw5n1h2txyewyAppxmanifest.xml" -DisableDevelopmentMode -ForceApplicationShutdown

This targets the Windows package used for consumer Microsoft account sign-in. Do not substitute it for the Entra broker on a work or school account unless Microsoft support specifically directs you to do so.

5. Restart and retest

After a successful registration, restart Windows. Open Outlook, allow the sign-in window to appear, and complete multifactor authentication if prompted. Then test the other Microsoft 365 applications you checked earlier. If the original symptom returns immediately, note whether the command produced a warning, whether security software blocked a package operation, and whether the failure occurs for every Windows user on the device.

Could security software be blocking Outlook sign-in?

Yes. Microsoft lists security software interference with the WAM plug-in as a scenario for the matching [1001] error. Endpoint protection, web filtering, application control, or an update to those products can prevent the broker from launching or communicating with Microsoft authentication services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a controlled troubleshooting conversation with your security administrator or vendor. Ask them to review events at the time of the correlation ID and to test an approved policy exception or diagnostic mode. Do not permanently disable antivirus, endpoint detection, firewall, or multifactor protections simply to make Outlook open. A temporary test should be authorized, time-limited, and reversed immediately.

If the error started directly after a security-product installation or policy change, that timing is useful evidence. If nothing changed in security controls, do not assume they are the cause; WAM package registration and profile identity state remain plausible explanations.

How can a migrated or roaming Windows profile cause this error?

Copying a Windows profile to a new computer, roaming identity folders, or restoring user data from a backup can leave authentication state inconsistent with the new device. Microsoft specifically warns that identity data under %localappdata%, including WAM and TokenBroker locations, can become invalid after migration. Outlook may then fail even though the same account works in a browser.

Do not manually delete random folders under %localappdata%. Those locations contain account and token state used by Windows and Microsoft 365 applications, and indiscriminate deletion can create additional sign-in prompts or affect other applications. Have IT identify the affected profile locations and preserve logs before making changes. A profile repair should be planned, not performed as a blind cleanup.

Should I disconnect my Work or School account?

Disconnecting and reconnecting the organizational account is a community-reported workaround, not a guaranteed Microsoft fix. Users have reported success through Settings > Accounts > Access work or school, selecting the affected connection, choosing Disconnect, restarting, and then selecting Connect to add it again.

Use this option only when the WAM repair has not resolved the problem and you understand the local consequences. Disconnecting can remove device registration, management association, certificates, or access needed by organization policies. On a company-managed computer, obtain administrator approval first; your organization may require a specific enrollment process rather than the generic Settings workflow.

  1. Open Settings > Accounts > Access work or school.
  2. Expand the connection associated with the failing organization.
  3. Confirm with IT that disconnecting will not remove required management or compliance enrollment.
  4. Select Disconnect and complete the confirmation prompts.
  5. Restart Windows.
  6. Return to the same page, select Connect, and complete the organization’s sign-in and multifactor steps.
  7. Open Outlook and verify that the correct work or school account is selected.

If the connection is controlled by your employer or school, stop when Windows asks for administrative credentials or enrollment approval. Repeatedly removing and adding the account can make the device’s registration state harder for support to diagnose.

Would creating a new Windows profile fix the problem?

A clean Windows profile has resolved the sign-in failure for some users, particularly after a copied profile or migration. It is an escalation workaround, not proof that the old profile is the universal cause. A new profile changes local settings, application data, certificates, and file permissions, so it should be tested before the old profile is deleted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test safely

  1. Ask the device administrator to create a temporary local or organizational Windows user according to company policy.
  2. Sign in to that profile without copying the old profile’s AppData or token folders.
  3. Install or open the existing Microsoft 365 applications as permitted by the device’s licensing and management rules.
  4. Add the affected account and test Outlook.
  5. Compare the result with the original profile and document which applications, policies, and account types were tested.

If Outlook works only in the new profile, preserve the original profile for investigation. Have IT migrate documents and approved settings selectively instead of copying all hidden identity data. Deleting the old profile before backup can destroy logs and make it impossible to determine what failed.

What can I use while desktop Outlook is broken?

Microsoft’s documented workaround is to use Outlook on the web, Office web applications, or mobile applications. These options use a different client path and can keep you productive while the local Windows authentication issue is investigated.

  • Outlook on the web: use a browser to read, send, search, and manage mail when browser authentication succeeds.
  • Office web applications: open documents in the browser if desktop Word or Excel is also blocked by the same authentication problem.
  • Mobile Outlook: use an organization-approved mobile app and device-management configuration.

Keep the desktop error details even if the web client works. A successful web session does not repair the Windows broker, and the desktop problem may return after a password change, device restart, or token expiration.

How do I decide which troubleshooting path fits my symptoms?

Use the symptom pattern to choose the least disruptive next step. The table describes working hypotheses, not definitive diagnoses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Observed pattern Most relevant next step What it suggests
Outlook desktop fails; Outlook on the web works Restart, test another desktop app, then repair the matching WAM package Local desktop authentication state is more likely than a broken mailbox
Outlook and several Microsoft 365 desktop apps fail Repair WAM and review security-software events A shared Windows authentication component may be affected
Web and desktop clients both fail Check credentials, multifactor, conditional access, and service status; involve the tenant administrator The issue may be account-, policy-, or service-wide
Failure began after endpoint-security changes Ask the security administrator to inspect and test the WAM plug-in path Security controls may be interfering
Failure began after moving or roaming a profile Preserve logs and have IT assess WAM and TokenBroker identity data Copied authentication state may not match the device
WAM repair fails or the manifest is missing Save the PowerShell output and escalate The package may be damaged, missing, or restricted by policy

When should a Microsoft 365 administrator escalate the case?

Escalate when the restart and account-appropriate WAM registration do not restore desktop sign-in, when several users or devices are affected, or when web access also fails. A tenant administrator should open a support request through the Microsoft 365 admin portal rather than having each user create separate, incomplete reports.

Include the following in the request:

  • Decimal error code 3399811147 and Error Tag 7ita9.
  • The exact message, including “Something went wrong [1001].”
  • Correlation ID and the precise time zone-aware timestamp.
  • Windows version, Outlook edition, device-management status, and whether the device was recently migrated.
  • Whether Outlook on the web, mobile Outlook, Teams, or Word works.
  • Whether the affected identity is a work/school Entra account or a personal Microsoft account.
  • PowerShell registration output and any security-product events, if permitted by policy.
  • Relevant diagnostic logs requested by Microsoft support.

Do not send passwords, authentication codes, access tokens, or full mailbox contents in a support request. Correlation IDs and logs should be shared through the secure support channel supplied by your administrator.

What should you avoid while troubleshooting?

  • Do not assume the decimal code has one fixed cause. Microsoft has not assigned a single public root-cause definition to 3399811147.
  • Do not run a consumer-account repair blindly on a work device, or vice versa. The WAM package depends on account type.
  • Do not permanently disable security protection. Use an approved diagnostic test with the security team.
  • Do not delete profile folders or the old Windows profile first. Preserve evidence and back up user data.
  • Do not repeatedly disconnect a managed account. Device registration and compliance controls may depend on that connection.
  • Do not treat a successful browser login as a complete diagnosis. It narrows the likely path but does not rule out policy or service issues.

The practical sequence is therefore: restart, establish whether web and other desktop apps work, repair the WAM package for the correct account type, investigate security and profile history, use account or profile workarounds only with appropriate approval, and escalate with complete diagnostics if the failure persists.

Frequently Asked Questions

Will reinstalling Microsoft 365 or Outlook fix error 3399811147?

A reinstall is not the documented first remedy for this code. The reported [1001] scenario is tied to Windows authentication components and local identity state, so reinstalling the application may leave the underlying WAM problem untouched. Repair the account-appropriate package and collect diagnostics before considering an application reinstall.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I lose emails by repairing the WAM package?

The registration commands re-register Windows authentication components; they do not delete mailbox data stored in Microsoft 365. You may see new sign-in or multifactor prompts afterward, and locally cached settings can behave differently, so keep your credentials and recovery methods available.

Does error 3399811147 indicate that my Microsoft account was hacked?

The code alone is not evidence of compromise. It describes an authentication failure, and the same message can result from a damaged broker, security control, or migrated profile. If you also see unfamiliar sign-ins or password-reset notices, report those separately through your organization’s security process.

Why does Outlook on the web work when the Windows app does not?

The browser and desktop applications use different local authentication paths. A browser can obtain a valid session even when the Windows Web Account Manager package or its cached identity data is damaged, which is why web success is useful diagnostic information rather than a contradiction.
