When Outlook is not working, start by identifying whether you use new Outlook for Windows or classic Outlook. Then work from the least disruptive checks—close a stuck process or hidden dialog, install updates, and test in Safe Mode—before creating a profile, repairing a PST or OST file, or repairing Office. If several people cannot send or receive mail, the fault may be a Microsoft 365 or Exchange service incident rather than your computer. The procedure below separates those cases and gives you a recovery path for Outlook that will not open, freezes on “Processing,” stops responding, or cannot send and receive messages.
Which Outlook version is installed?
The repair steps differ between new Outlook for Windows and classic Outlook. Microsoft’s current guidance covers new Outlook and classic Outlook included with Microsoft 365, Outlook 2024, Outlook 2021, Outlook 2019, and Outlook 2016.

| A modern Microsoft Store-style interface and a switch or prompt to try the “new Outlook” experience | New Outlook for Windows | End the Microsoft Outlook task in Task Manager, reopen it, and reinstall from the Microsoft Store if necessary on a supported Windows 10 build. |
| The traditional desktop ribbon with File, Home, Send/Receive and classic add-in controls | Classic Outlook | Check for a hidden dialog, wait for a legitimate long-running operation, then test outlook.exe /safe, a new profile, data-file repair and Office repair. |
If you cannot tell, note whether File > Options > Add-ins is available and whether the interface offers a new-Outlook toggle. Do not apply classic Outlook commands such as scanpst.exe until you have confirmed that you are troubleshooting the classic desktop client.
A quick way to classify the failure
- Only one computer is affected: prioritize the local process, add-ins, profile, data file and Office installation.
- Several users are affected: check Microsoft 365 Service health before making destructive local changes.
- Outlook opens only in Safe Mode: investigate COM add-ins first.
- A new profile works: the old profile is probably damaged or misconfigured.
- Both the old and new profiles fail: continue with data-file, Office, Windows-environment or service checks.
This sequence prevents a common mistake: rebuilding a profile when Outlook was merely waiting for a dialog, finishing a large operation or recovering from an update.

What should I check before changing profiles or files?
Begin with actions that do not alter mail data. A temporary process, an unseen confirmation box or an update in progress can look exactly like a crash.
Close and reopen new Outlook
- Press Ctrl+Shift+Esc to open Task Manager.
- On the Processes list, select Microsoft Outlook.
- Choose End task and confirm that Outlook has closed.
- Start Outlook again from the Start menu.
If new Outlook still will not start, Microsoft says it can be uninstalled and reinstalled through the Microsoft Store on supported Windows 10 builds. Reinstalling the application is a later step than simply ending a stuck process. Use this path only for new Outlook; classic Outlook is repaired through the Office installation and classic profile tools.
Look for a hidden classic Outlook dialog
Classic Outlook may be waiting for an answer in a window behind another application. Press Alt+Tab repeatedly and look for a confirmation, password or error dialog. Complete or dismiss it, then test Outlook again. A dialog hidden on another monitor or virtual desktop can produce the same “not responding” appearance.
Decide whether Outlook is actually busy
Read the status bar before force-closing classic Outlook. Sending or receiving a very large attachment, running AutoArchive or processing a large batch of messages can make the window appear frozen while work continues. If the status text shows an active operation, allow it to finish when practical rather than immediately rebuilding the profile. Interrupting that work can leave a message, archive operation or local data file in an incomplete state.
Install current updates
Apply pending Windows updates and Microsoft 365 or Office updates, then restart Windows. Microsoft notes that updates replace outdated files, address vulnerabilities and can resolve Outlook performance problems. Do this before profile or data-file repairs so that you are not repairing an older program build. If Outlook began failing immediately after an update, record that timing for your administrator instead of repeatedly reinstalling files.
How can Safe Mode show whether an add-in is causing the freeze?
Safe Mode starts classic Outlook without its normal COM add-ins. If Outlook opens there but fails normally, an add-in conflict is a strong suspect. Safe Mode is a diagnostic test, not a permanent working mode, because it omits normal extensions and startup components.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Press Windows key+R to open the Run dialog.
- Enter
outlook.exe /safeand press Enter. - If Outlook opens, select File > Options > Add-ins.
- At the bottom, set Manage to COM Add-ins and select Go.
- Clear every add-in checkbox and restart Outlook normally.
- Re-enable add-ins one at a time, restarting after each change, until the failure returns.
Disable the add-in that reproduces the problem; you do not need to delete it. Microsoft describes add-ins as a possible source of conflicts with classic Outlook. If Outlook also fails in Safe Mode, move on to profile and data-file tests instead of repeatedly changing add-ins. If Safe Mode itself cannot launch, that result points away from a simple add-in conflict and toward the profile, data file, Office installation or Windows environment.

When should I create a new Outlook profile?
Create a new profile when updates and Safe Mode do not resolve the problem, or when the existing profile produces connection, startup or send/receive failures. A profile stores account and application settings, so a clean profile tests that configuration without immediately deleting the old one.
Create and test the profile
- Close Outlook completely.
- Open the Windows Control Panel, search for Mail, and open the Mail setup dialog.
- Select Show Profiles, choose Add, and follow the account prompts to create a new profile.
- Set Outlook to prompt for a profile, or select the new profile as the one to use, and start Outlook.
- Test opening folders, sending a small message and receiving mail.
Test more than startup. Open the folders you use every day, confirm the account signs in, and perform a small send/receive operation. If the new profile works, the original profile is likely corrupted. Keep the old profile available until you have confirmed that required accounts and data are present. Removing a profile can delete offline cached content; back up relevant data files before removing anything.
Do not create multiple replacement profiles without recording which one is working. Keeping several nearly identical profiles makes later support harder and can cause Outlook to open with the wrong account configuration.
How do I repair a damaged PST or OST file?
Classic Outlook uses PST and OST data files for messages, meetings, contacts and tasks. Use the Inbox Repair Tool only after Outlook is closed and after you have identified the file associated with the affected account. A profile problem and a data-file problem can produce similar symptoms, so a successful scan does not eliminate the need to test the profile or Office installation.
Run the Inbox Repair Tool
- Exit Outlook and confirm in Task Manager that no Outlook process remains.
- Locate
scanpst.exein the Office installation. The exact folder varies by Office version and installation type; searching Windows forscanpst.exeis usually the quickest method. - Open the tool, browse to the relevant PST or OST file, and select Start to scan it.
- When prompted, create a backup of the scanned file, then choose Repair.
- Start Outlook and check the folders and actions that previously failed.
Do not overwrite your only copy before the repair. If the scan reports no errors but Outlook still fails, the profile or Office installation may be the problem rather than the data file. If a business account uses centrally managed Exchange or Microsoft 365 data, ask the administrator which file is appropriate before repairing or moving it.
How do I repair the Office installation?
Use Office repair when classic Outlook program files may be damaged, especially after updates or repeated crashes. Quick Repair is the least disruptive option; Online Repair is the deeper fallback when Quick Repair does not help.
- Open Settings > Apps > Installed apps in Windows, or open Control Panel > Programs and Features on an older Windows layout.
- Select your Microsoft 365 or Microsoft Office installation and choose Modify or Change.
- Run Quick Repair, allow it to finish, restart Windows and test Outlook.
- If the issue remains, return to the same dialog and run Online Repair, then restart and test again.
Office repair addresses the installed program. It does not replace the separate profile and PST/OST checks above, so continue with those if the repair completes without changing the symptom. Close other Office applications before starting, and save unsent work because repair can interrupt running applications.

What can I do when Outlook cannot send or receive email?
Outdated software and corrupted Outlook profiles are two common causes of send/receive failures. First complete the update, Safe Mode and profile checks; then separate a one-computer problem from a Microsoft 365 or Exchange service problem.
Check the local client
- Confirm Outlook is not in an offline state and that the account password or sign-in prompt is not waiting behind another window.
- Send a small test message after the new-profile test or Office repair.
- Check whether only one account or every account in Outlook is affected.
- Compare the account in the organization’s supported web access or on another managed computer when available. If web access works while one desktop fails, focus on that computer.
Use Microsoft connectivity diagnostics
For Microsoft 365 or Exchange accounts, use Microsoft’s Outlook User Connectivity diagnostics. These tests examine account and service connectivity beyond what the Outlook window can reveal. Save the result or reference number for your administrator rather than repeating the same local repairs.
Check for an organization-wide incident
If several people lose sending or receiving at the same time, ask a Microsoft 365 administrator to check Service health for an Exchange Online incident. A service outage cannot be repaired by rebuilding one user’s profile, and repeated local changes can make recovery harder once the service returns. Record when the incident began and whether web access is also affected.
What advanced causes should I investigate only after the basic repairs?
When updates, Safe Mode, a new profile, data-file repair and Office repair have not resolved the failure, investigate environmental causes with an administrator or qualified technician.
Large or overloaded mailboxes
A very large mailbox can prolong startup, indexing and send/receive operations. Allow visible processing to finish where possible and review mailbox size and retention practices with your organization before deleting messages. Do not assume that deleting random mail will fix a damaged profile or a service outage.
Redirected AppData
Classic Outlook expects parts of its working configuration under the Windows AppData path. A redirected or unavailable AppData location can prevent normal startup; this is an environment-level change that should be checked by an administrator rather than guessed at in the registry. Confirm that the path is reachable and available to the affected Windows account.
Security software and external content
Outdated or conflicting antivirus software, external content loading and another program competing for Outlook resources are documented possibilities. Keep security software current, test whether the failure occurs with external content blocked, and coordinate any temporary security-software change with your administrator. Do not leave protection disabled as a permanent workaround. If another program launches at startup, a technician can compare behavior after that conflict is isolated.

Damaged data or a broader Windows conflict
If a repaired data file and a new profile both fail on one computer, compare the same account in Outlook on another managed computer or through the organization’s supported web access. A difference between computers points toward the local Windows environment; identical failures across users point toward the service or account.

When should I stop troubleshooting and escalate?
Escalate when Outlook fails after the documented repair sequence, when several users are affected, or when the next step could delete cached content or alter a business mailbox.
- Record the Outlook edition, Windows version, exact error text and the time the failure began.
- Note whether Outlook opens in Safe Mode, whether a new profile works and whether
scanpst.exereports errors. - Give your Microsoft 365 administrator the affected account, user count and Service health findings.
- Before removing a profile or data file, preserve backups and confirm which content is local cache versus the mailbox held by the service.
- For business environments, a managed Microsoft 365 or Outlook support partner may be appropriate after the administrator has checked Service health and connectivity diagnostics.
If Windows itself has wider inconsistencies beyond Outlook, Outbyte PC Repair is an optional shortcut that can attempt fixes for common Windows issues and settings problems. It complements antivirus software, does not replace it, and results vary; use the manual Outlook profile, PST/OST, Office and service checks above for Outlook-specific faults.
You do not need a special cable, replacement part or generic hardware accessory to perform these repairs. The relevant remedies are software settings, updates, profiles, data-file checks, Office repair and service diagnostics.
How do I prevent the problem from returning?
Keep Windows and Microsoft 365 or Office current, review newly installed COM add-ins after major updates, and avoid interrupting large send/receive or archive operations. Maintain backups of important PST files before profile changes, and have your administrator monitor Microsoft 365 Service health when multiple users report the same symptom. Record which profile and add-ins are approved so a future change can be identified quickly.

Frequently Asked Questions
Can I remove the old Outlook profile immediately after creating a new one?
No. Keep it until you have verified every account, folder and required local data in the new profile. Removing a profile can delete offline cached content, so preserve data-file backups first.
Why does Outlook open in Safe Mode but not normally?
Safe Mode bypasses the normal COM add-in load. That result narrows the cause to an add-in or another normal-startup component; re-enable add-ins individually to identify the one that brings the failure back.
What information should I give my Microsoft 365 administrator?
Provide the affected account, the number of users affected, the exact start time, whether Outlook works in Safe Mode or with a new profile, and any Service health or connectivity-diagnostic result. This helps distinguish a local profile fault from an Exchange Online incident.

Is a PST repair the same as an Office repair?
No. Inbox Repair Tool checks a specific Outlook data file, while Quick Repair and Online Repair replace or correct Office program components. A clean result from one does not rule out a problem addressed by the other.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteShould I keep waiting if Outlook says it is not responding?
Check the status bar and use Alt+Tab first. A large attachment, AutoArchive or batch message operation may still be running. If there is no active operation and the process remains stuck, close it and continue with updates or Safe Mode rather than repeatedly force-closing it.
Does Safe Mode test new Outlook for Windows?
The outlook.exe /safe procedure is for classic Outlook. New Outlook uses the Task Manager restart and, when necessary, Microsoft Store reinstall path instead.
Should I disable antivirus permanently to fix Outlook?
No. Outdated or conflicting security software can contribute to freezes, but coordinate any temporary test with an administrator and restore protection afterward. Keep security software current.
Do I need to buy a hardware product to repair Outlook?
No. The documented fixes involve Windows and Office updates, add-ins, profiles, PST/OST files, Office repair and Microsoft 365 diagnostics. A generic accessory is not a substitute for those steps.
The Bottom Line
Bottom line: Identify new versus classic Outlook, close temporary processes or hidden dialogs, update Windows and Office, and use Safe Mode to isolate add-ins. Then test a new profile, repair the relevant PST or OST file, and run Office repair. If multiple users are affected, check Microsoft 365 Service health before making local changes.
