A phpMyAdmin “permission denied” message on Fedora is a clue, not a diagnosis. A 403 while opening the page, a PHP include error, an SELinux AVC, and “Access denied for user” after login occur at different layers and need different fixes. Start by recording the complete message and status code, then use the matching log and make one narrowly scoped change at a time. Fedora’s packaged configuration is normally under /etc/phpMyAdmin/, not the lower-case Debian path often shown in generic guides.

Identify which permission is failing
Do not change database grants to solve an Apache 403, and do not run chmod -R 777 because a database password was rejected. Capture the browser text, HTTP status, URL, and the time of the failed request. The wording usually tells you which subsystem to inspect first.

A page that loads proves only that the web application was delivered. It does not prove that the database account is valid or permitted to use a particular schema.
Confirm Fedora’s package and configuration paths
Fedora distributes phpMyAdmin as a package, and the distribution-maintained configuration can differ from upstream examples. The phpMyAdmin documentation specifically warns that Fedora’s configuration is maintained in /etc/phpMyAdmin/. A guide that tells you to edit /etc/phpmyadmin/ may therefore be describing a different distribution.

Verify the package actually installed
Run the package query before changing files. If it returns no package, you may be looking at a manually unpacked copy with a completely different layout.
rpm -q phpMyAdmin
rpm -ql phpMyAdmin | lessThe second command lists files owned by the RPM, allowing you to locate the application directory, configuration, templates, and documentation instead of guessing a path. Keep distribution-owned files distinguishable from local overrides; an update can replace files that you edited directly.

Find the active web and PHP services
Fedora deployments commonly use Apache HTTP Server with either its PHP module or PHP-FPM. Check what is running and which configuration is loaded:
systemctl status httpd php-fpm
apachectl -S
ps -eo user,group,comm,args | egrep '(httpd|php-fpm)'The process listing identifies the account that must traverse and read the application. Do not assume it from a blog post: a site can use a dedicated PHP-FPM pool, a different virtual host, or a changed service account. The account shown by the active configuration is the one to test.
Repair Unix ownership and directory traversal safely
Unix permissions apply to every directory in a path. A file can be world-readable while a parent directory denies execute (traverse) permission, producing a 403 or a PHP “permission denied” error. Conversely, granting broad write access to the entire application tree creates a larger security problem than the original failure.
Inspect the complete path
Use namei to display each component and then inspect the application tree:

find /path/to/phpMyAdmin -maxdepth 2 -printf '%M %u:%g %pn' | lessReplace the example path with the path reported by rpm -ql phpMyAdmin or the web-server configuration. Every parent directory needs execute permission for the service account (or one of its groups); files need read permission, and only documented runtime directories should be writable.
Test as the actual service account
After identifying the account, test the exact file that the error names. For an Apache worker running as apache, an example is:
sudo -u apache test -r /path/to/phpMyAdmin/index.php && echo readable
sudo -u apache test -x /path/to/phpMyAdmin && echo traversableIf PHP-FPM uses a pool account other than apache, substitute that account. A failed test is useful evidence: fix the owner, group, or mode on the smallest affected path, then repeat the test.
Apply the least-privilege ownership change
The phpMyAdmin FAQ gives this ownership pattern: “All your phpMyAdmin files should be chown -R phpmy.apache, where phpmy is a user whose password is only known to you, and apache is the group under which Apache runs.” That is an example, not a command to copy blindly on Fedora. First confirm the real service group and whether your installation uses a dedicated application owner. Then change only the paths that need correction, preserving package conventions and administrator access.
stat -c '%U %G %a %n' /path/to/phpMyAdmin
getfacl -p /path/to/phpMyAdminUse chown or chmod only after the inspection shows which attribute is wrong. Do not recursively assign ownership to a guessed user, and never make the whole tree writable by everyone. A temporary directory that phpMyAdmin is documented to use may need write permission for the PHP account; application code, configuration, and libraries generally should not.
Check access-control lists as well as mode bits
An ACL can deny or grant access that is not obvious from the familiar three-digit mode. If ls -l looks correct but the service-account test fails, inspect the ACL with getfacl and remove or adjust only an incorrect entry. Retest after each change so you know which modification solved the problem.

Check PHP include paths, open_basedir, and authentication forwarding
A PHP error can look like a filesystem problem while the underlying restriction is PHP configuration. The phpMyAdmin FAQ names both include_path and open_basedir as causes of files that cannot be included.
Read the effective PHP settings
CLI PHP settings are not always identical to PHP-FPM settings, so compare the configuration used by the web request. Start by locating declarations:

php -i | grep -E 'include_path|open_basedir'
grep -R -nE '^(include_path|open_basedir)' /etc/php.ini /etc/php.d /etc/httpd 2>/dev/nullIf the browser error names a path outside the allowed open_basedir list, correct the restriction in the appropriate FPM or virtual-host configuration rather than copying files into random locations. If include_path omits a directory that the packaged application expects, use the package configuration and PHP-FPM pool settings to restore the intended path. Restart or reload only the PHP service whose configuration changed, then reproduce the request.
Preserve the Authorization header when Apache proxies to PHP-FPM
Some installations put HTTP Basic authentication in front of phpMyAdmin while Apache proxies PHP requests to PHP-FPM. If the login or authentication state fails even though the files are readable, verify that the Authorization header reaches PHP. The phpMyAdmin setup documentation gives this Apache directive for that case:
SetEnvIf Authorization "(.*)" HTTP_AUTHORIZATION=$1Place it in the applicable Apache configuration, validate the syntax, reload Apache, and test again. This addresses header forwarding; it does not create database privileges and should not be used as a substitute for checking the database account.
Diagnose SELinux denials instead of disabling SELinux
SELinux can block Apache or PHP-FPM even when Unix owner and mode bits appear permissive. Treat an audit record that names the request process and phpMyAdmin path as decisive evidence, not as noise.

Find the AVC for the failed request
Run the audit search soon after reproducing the error:
sudo ausearch -m AVC,USER_AVC -ts recent
sudo journalctl -t setroubleshoot --since '10 minutes ago'Read the denied operation, source process, target type, and complete pathname. An AVC involving php-fpm and a phpMyAdmin file points to a different remedy than an AVC involving an unrelated service. Keep the timestamp aligned with your browser retry so you do not fix an old, unrelated event.
Inspect and restore labels on the named path
Compare the security context of the failing file and its parents:
ls -Zd /path/to/phpMyAdmin /path/to/phpMyAdmin/temp
ls -Z /path/to/phpMyAdmin/tempFedora’s package has expected labels for its installed locations. If a file was copied from another directory, extracted from an archive, or restored from a backup, its label may no longer match. Where the package policy defines the location, restore the expected context with restorecon and then retest:
sudo restorecon -Rv /path/to/phpMyAdminUse the exact path reported by the AVC; do not relabel unrelated directories. If the denial concerns a custom location, decide whether moving the file into the package’s labeled path is safer than writing a local policy. A local policy should be considered only after confirming the operation is required and the context is correct.
Understand the documented failure mode
Red Hat Bugzilla 1584811, published June 6, 2018, records an AVC in which PHP-FPM was denied map access to a compiled Twig file under /var/lib/phpMyAdmin/temp. That incident demonstrates why a permissive-looking mode such as 0644 does not rule out SELinux. It is evidence of a failure mode, not a statement about current prevalence or a reason to turn enforcement off.

Do not “fix” an AVC by disabling SELinux globally or leaving it permissive. Those actions remove a security boundary and conceal the path that needs correction. Restore labels or adjust a narrowly justified policy, then confirm that the new audit search is clean for the request.

When the login form submits and the message reads Access denied for user ... (Using password: YES), the web server has usually delivered phpMyAdmin successfully. Investigate the MySQL or MariaDB account instead of changing application-file permissions.

Database accounts include both a user name and a host. 'report'@'localhost' is a different account from 'report'@'127.0.0.1' or 'report'@'%' . The host selected by the connection, socket, or database-server configuration must match the account that has the password and grants.
mysql -u root -p -e "SELECT User,Host FROM mysql.user;"
mysql -u root -p -e "SHOW GRANTS FOR 'report'@'localhost';"Replace report and localhost with the exact values shown in the error and connection configuration. If the account exists under a different host, correct the connection or administer the intended account; do not grant broad access simply to make the error disappear.
Verify the password and privileges separately
A wrong password and a missing database grant can produce related login failures but are separate checks. Authenticate with the same account outside phpMyAdmin when possible, then inspect its grants. Give only the schemas and operations the account requires. phpMyAdmin’s setup documentation is explicit: “phpMyAdmin does not apply any special security methods to the database server. It is still the system administrator’s job to grant permissions on the MySQL databases properly.”
Changing a database password or grant can affect other applications that use the same account. Record the existing grants before editing them, make one deliberate change, and test the phpMyAdmin login again.

Once you have identified the layer, make one targeted change and reproduce the same URL or login action. A controlled retry prevents a stack of simultaneous edits from hiding the actual cause.
- Record the baseline. Save the exact browser error, timestamp, requested path, and whether the response was a 403, a PHP error page, or a database rejection.
- Watch the relevant evidence source. For Apache, inspect the configured access and error logs (often under
/var/log/httpd/) or usejournalctl -u httpd -f. For PHP-FPM, usejournalctl -u php-fpm -fand the pool’s configured log. For SELinux, runausearcharound the retry. For a database rejection, inspect the server’s authentication error and account definition. - Change only the implicated layer. Correct a parent-directory traverse bit, a package label, an FPM setting, or a specific database account—not all of them at once.
- Reload the affected service only when needed. A PHP-FPM configuration change requires PHP-FPM to reload; an Apache directive requires Apache to reload. A file-mode or label correction normally needs no broad system restart.
- Repeat the identical request. Compare the new status and log entry with the baseline. A changed error is progress: it may show that the first gate is fixed and reveal the next independent problem.
- Keep a rollback note. Write down the original owner, mode, context, or grant before changing it so you can reverse an unsuccessful experiment.
Do not confuse syslog or the system journal with Apache’s own access and error logs. phpMyAdmin documentation notes that syslog is not the same logging stream as Apache; inspect the stream that actually recorded the failed operation.

Fedora phpMyAdmin permission checklist
- Copy the complete browser message and status code.
- Confirm whether the failure is HTTP/PHP, SELinux, or database authentication.
- Verify the RPM and use
/etc/phpMyAdmin/for Fedora-maintained configuration. - Identify the actual Apache and PHP-FPM service accounts from the running configuration.
- Trace every parent directory for read and execute permission; test access as that account.
- Inspect ACLs when ordinary mode bits do not explain the result.
- Check
include_pathandopen_basedirfor PHP include errors. - If Basic authentication is proxied to PHP-FPM, confirm the
Authorizationheader is forwarded. - Search for a matching AVC and inspect or restore SELinux labels on the named path.
- For a post-login rejection, verify the exact database user, host, password, and grants.
- Watch Apache, PHP-FPM, database, and audit logs separately during one controlled retry.
- Record the original state and keep every change as narrow and reversible as possible.
Once the layer-specific check passes, phpMyAdmin should move beyond the original error without weakening Fedora’s file permissions, database authorization, or SELinux enforcement.
