RSCNOL22.DLL appears to be a legacy BasicScript OLE 2.0 Automation library, not a normal Windows system file. A third-party file index associates version 2.25.298, an x86 build measuring 35,840 bytes, with Summit Software Company, while IBM’s Rational Rose 2002 release notes list rscnol22.dll among the product’s Core Rose files. Those clues are not proof that every copy belongs to Rational Rose or that an unsigned copy is safe. The dependable fix is to identify the application that needs the file, repair or reinstall that application from original media, then use Microsoft’s DISM and System File Checker sequence if Windows corruption is also suspected. Do not begin by downloading a loose DLL from a search result.
What is RSCNOL22.DLL, and why does Windows report it?
RSCNOL22.DLL is not identified in Microsoft’s Windows DLL documentation as an operating-system component. The strongest available identification comes from a third-party binary index, which describes it as “BasicScript OLE 2.0 Automation,” attributes it to Summit Software Company, and reports version 2.25.298, x86 architecture, a 35,840-byte file size, and an unsigned analyzed copy. Treat each of those details as a lead to check against the software that originally installed the file, not as a trusted specification or a reason to download that exact binary.

IBM’s Rational Rose 2002 release notes include rscnol22.dll in the product’s Core Rose files. That makes Rational Rose, or another older application built around BasicScript, a plausible parent program. It does not establish that every file with this name belongs to Rational Rose. The application named in your error, its installation folder, and the other files beside the DLL are more useful than the filename alone.
Windows displays a missing, not-found, loading, or “not designed to run on Windows” message when an application cannot load a required dependency. Microsoft describes several common causes: the dependency may have been removed, overwritten, replaced during an upgrade, or made incompatible with the application’s version or architecture. A damaged application install can produce the same symptom even when Windows itself is healthy.

What should I check before changing anything?
Read the complete message and identify the program that generated it. The title bar, the shortcut you used, and the path shown in the message can distinguish a legacy design tool from a different program that happens to request a file with the same name.
- Right-click the application shortcut, choose Properties, and note the Target path.
- Open the program’s installation directory and look for nearby BasicScript, Rational Rose, or vendor-specific files. A neighboring executable and its configuration files can confirm which installation is involved.
- Record whether the problem occurs when launching one application or many unrelated programs. A single-program failure usually points to that application’s installation; failures across Windows suggest a broader component or malware problem.
- Do not delete, rename, or replace the existing DLL before you have recorded its folder and preserved any original installation media.
If the error appeared immediately after an upgrade, migration, cleanup, or antivirus quarantine, note that event. A dependency that was overwritten or removed during one of those changes should be restored by repairing the parent application rather than by inserting a file from an unrelated source.
How do I repair the application that needs RSCNOL22.DLL?
Use the original installer, disc, deployment image, or a verified archive supplied for the same application edition. Application repair is the safest first-line fix because it restores the DLL together with the files, registry entries, and version relationships that the program expects.
- Close the affected program. End any remaining process for it in Task Manager before starting a repair so files are not locked.
- Try the built-in repair option. On current Windows editions, open Settings > Apps > Installed apps, select the application, open its additional options, and choose Repair when that option exists. For older desktop software, open Control Panel > Programs and Features, select the program, and choose Change or Repair. The labels differ by installer.
- If no repair option exists, run the original installer. Choose the same edition, language, and installation architecture as the copy already on the computer. If the installer offers to repair, select that instead of removing the program first.
- Restart Windows and launch the application. Test the exact operation that produced the message, not just the program’s splash screen.
The file index’s x86 report matters when you verify the package: an x86 DLL normally belongs to a 32-bit application build. Do not force it into a Windows system folder or substitute it for a DLL from a different release. A 32-bit application may require the 32-bit version of several related components even when Windows itself is 64-bit.
Should I run DISM and System File Checker?
Yes, when Windows corruption is plausible, but run them in Microsoft’s stated order: DISM first, then System File Checker. These tools repair Windows components; they are not a substitute for reinstalling a legacy application that owns RSCNOL22.DLL.

1. Run DISM from an elevated Command Prompt
- Open the Start menu, type Command Prompt, right-click it, and choose Run as administrator.
- At the elevated prompt, enter:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for the operation to reach completion. DISM checks and repairs the Windows component store and can supply the files that System File Checker needs. Do not close the window merely because progress pauses for several minutes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors2. Run System File Checker after DISM finishes
In the same elevated Command Prompt, enter:
sfc /scannow
Microsoft states that this command scans protected system files and replaces corrupted files with a cached copy. Allow the scan to finish, record the result it reports, and restart Windows before testing the original application again.
3. Interpret the result
- If SFC reports that it found no integrity violations, Windows’ protected files were not the immediate problem. Return to the parent application’s repair or reinstall path.
- If SFC repaired files, reboot and retest. A repaired Windows component can resolve a general loading failure, but it will not necessarily recreate a third-party DLL.
- If SFC cannot repair some files, repeat the application verification and confirm that the error is Windows-wide before considering recovery media or a Windows reinstall. Microsoft identifies reinstallation as a later option when SFC cannot repair damaged files.
Why is downloading a standalone DLL risky?
A loose DLL from a search result has no reliable relationship to your application’s build, language, architecture, or expected installation path. The file-specific index described above reports an unsigned analyzed copy and promotes standalone downloads, so it is not a trusted replacement source. Even a file with the right name and byte count can be modified, incompatible, or bundled with unwanted code.
Microsoft warns that loading a DLL without a fully qualified path can enable a DLL preloading attack. In that scenario, an attacker places a malicious file in a location the application searches first, and the application executes it with the user’s privileges. Copying an unknown DLL into a program folder can therefore create a security problem while appearing to fix the message.
Use a signed, original application installer or an installation image whose provenance you can verify. If the original package contains a hash or digital signature, compare the restored file with that reference. If you cannot establish where a copy came from, do not use it merely because its filename matches.

Does regsvr32 repair RSCNOL22.DLL?
Not as a general rule. Registering a DLL does not recreate a missing dependency, repair an incompatible build, or restore files removed by an installer. Many DLLs are not self-registering, and forcing regsvr32 on one can create a second error without addressing the original cause.
Use registration only when the original vendor’s documentation explicitly requires it, and only with the file restored from verified installation media. If the vendor provides a specific command, follow its documented 32-bit or 64-bit registration procedure rather than guessing which copy of regsvr32.exe to run.
When should I suspect malware instead of a damaged installation?
Location and behavior can change the diagnosis. A copy of the DLL in an unexpected %AppData% directory, a randomly named companion DLL, or a suspicious entry under Windows’ startup Run locations deserves a malware investigation, especially if the error appeared with pop-ups, unexplained network activity, or other unfamiliar processes.
- Disconnect the affected device from sensitive networks when practical. Avoid signing in to banking, work, or other high-value accounts until the system has been checked.
- Run Windows Security or another current antimalware product with its definitions updated. A normal scan is appropriate for an initial check.
- For a deeper check, use Microsoft Defender Offline, which scans before the normal Windows environment loads.
- Microsoft’s Malicious Software Removal Tool can remove specific prevalent malware families, but Microsoft recommends a current antimalware product for comprehensive protection. MSRT is not a replacement for ongoing antivirus protection.
Do not assume that an unsigned DLL is malicious solely because it is unsigned; older legitimate software can lack a modern signature. The combination of an unexpected path, persistence entry, unexplained companion files, and suspicious behavior is what warrants escalation.

Pick the symptom - the matching free tool is one click away.
Which repair path should I choose?
Choose the narrowest verified repair that matches the symptom. Repairing the application preserves the rest of Windows; DISM and SFC address Windows component corruption; recovery media is a later step when those approaches and a verified reinstall do not resolve a system-wide failure.

| Path | Scope | Source and provenance | Architecture check | Use it when |
|---|---|---|---|---|
| Application repair or reinstall | One legacy program and its dependencies | Original vendor installer, disc, or verified installation image | Match the application’s build; the indexed file is reported as x86, but verify your package | The error names one program or began after that program was changed |
| DISM followed by SFC | Protected Windows components and the component store | Windows servicing sources; no third-party DLL download is involved | Windows supplies the appropriate system files | Multiple Windows functions show corruption or system integrity problems |
| Recovery or installation media | Windows installation or repair environment | Official Windows media or a verified recovery source | Use media appropriate to the installed Windows edition and architecture | Repair tools fail and the problem is confirmed to be Windows-wide |
Do not use Windows recovery media as a substitute for the original legacy application installer. Recovery media can repair Windows, but it may not contain a proprietary BasicScript component that belonged to an older program.

Confirm that the same program is being launched
Old shortcuts can point to a removed directory while a newer installation lives elsewhere. Check the shortcut target and launch the executable from the freshly repaired installation folder. Remove or update obsolete shortcuts only after confirming which copy contains the verified files.
Check edition, language, and architecture
A repair made with a different language pack, product edition, or 64-bit/32-bit build may leave the application looking for a dependency that is not included. Reinstall the exact edition used by the project or document that created the files, and verify that the installer completed without an error.

Look for quarantine or cleanup actions
If security software removed the file, review its quarantine history and the application’s expected installation path. Restore a file only when you have verified that it came from the original package and that the application is legitimate; otherwise reinstall from clean, trusted media.
Separate an application failure from a Windows failure
Test a few unrelated Windows applications. If they work normally and only the legacy program fails, keep the investigation focused on that program. If several unrelated programs report missing or damaged system components, preserve your data and complete the DISM/SFC sequence before considering Windows recovery.

Escalate carefully
When SFC cannot repair damaged Windows files, Microsoft lists Windows reinstallation as a possible next step. Back up personal files, verify that the failure is Windows-wide, and use official installation or recovery media. A reinstall can remove applications and settings, so it should follow—not replace—the verified parent-application repair and the DISM/SFC checks.

The filename points to a legacy application dependency, not to a standard Windows component. The most reliable repair is to identify the parent program and restore its files from verified original media, then run DISM followed by sfc /scannow if Windows corruption is also suspected. Avoid random DLL downloads and unneeded registration commands; investigate unexpected locations or startup entries for malware before trusting the file.
Frequently Asked Questions
Can DISM or SFC restore RSCNOL22.DLL itself?
Usually not. Those tools repair protected Windows components and the Windows component store, while RSCNOL22.DLL appears to be a third-party application file. Restore it through the verified installer for the program that needs it.
Why did RSCNOL22.DLL start failing after a Windows update?
An update can expose an existing dependency mismatch or overwrite a file that an older application expected. Reinstall the same application edition and architecture first, then use DISM and SFC if other Windows components also show errors.
Is an unsigned RSCNOL22.DLL automatically malware?
No. Legacy software may have been distributed without a modern digital signature. An unexpected folder, random companion filenames, startup persistence, or suspicious behavior is more significant than the signature status alone; scan the system before restoring a questionable copy.

What should I do if I no longer have the original installer?
Look for an archived disc, an organization’s verified deployment image, or the software publisher’s authenticated support channel. Do not substitute a download from a generic DLL site, because you cannot verify its provenance, version, architecture, or integrity.
