If that does not clear the problem, work through cache, network, file and drive checks specific to your platform. This order separates an outage or full disk from a local fault before you change advanced settings.
The steps below cover Steam on PC, PlayStation 5 and 4, and Nintendo Switch. They also explain why a preload can appear idle, why a download can fail at 99 percent, and when a different install drive or portable USB SSD is a sensible fix rather than an expensive guess.

Start with a five-minute triage
- Check service status. If the platform reports an outage or maintenance, wait for service to return before repeatedly restarting the download. A client cannot complete a preload while its authentication or content service is unavailable.
- Check free space for the whole job. Open the platform’s storage screen and compare available space with the game’s required install size. Leave additional room for a day-one patch, temporary unpacking files and the file-system overhead used during installation. A title that reaches 99 percent can still fail when it needs a final extraction or patch operation.
- Look at the queue state. A paused item, scheduled download or waiting update can make a new release appear broken. Pause it, wait a few seconds and resume. If it still will not start, use the platform’s cancel-and-redownload procedure rather than leaving a corrupted queue entry in place.
- Test the connection. Run the built-in network test. If every download is slow, compare a wired connection or another network with the current path. If only one title is affected, suspect that title’s content server, entitlement or local files before replacing network hardware.
These checks are deliberately conservative. They preserve a partial download where possible and identify whether the bottleneck is platform-side, storage-related, network-related or limited to one game.

What makes a new-release download slow or stuck?
Platform or content-server congestion
Launch-day traffic can overload a platform service or a particular content server even when your home internet connection is healthy. Steam uses content servers in many locations; the server region selected in the client determines which endpoint supplies the files. A nearby region is usually a good starting point, but a busy regional server can be slower than a nearby alternate.

Displayed units can be misleading
Steam may display transfer rates in bytes per second while an internet provider advertises bits per second. One byte equals eight bits. For example, a 50 MB/s Steam reading corresponds to roughly 400 Mb/s before protocol overhead. Compare like with like before concluding that the client is underperforming.
Writing and unpacking can limit the rate
Large releases are downloaded in compressed chunks and written, verified and unpacked on the install drive. A fast network can therefore sit idle while a hard drive, nearly full SSD or antivirus scanner processes those files. A progress bar that pauses while disk activity remains high is usually storage or file processing, not a loss of internet speed.
Cached state, filtering and local files
A damaged download cache, an incomplete manifest or a security tool inspecting every packet can stop a queue from advancing. Activision notes that corrupted cached data can cause connectivity problems, freezes, or slow or unsuccessful game loads. Steam also identifies packet filtering, proxies and third-party network-monitoring applications as possible causes.
Steam on PC: a complete recovery sequence
1. Confirm the region and units
- Open Steam > Settings > Downloads.
- Check the selected Download Region. Try a nearby alternate region if the current content server is slow or appears overloaded, then restart the download.
- Read the rate with the correct unit. Multiply a bytes-per-second value by eight when comparing it with an ISP’s bits-per-second plan.
- Make sure a bandwidth limit is not enabled in the same Downloads panel. Remove a limit temporarily for troubleshooting, then restore one if other household traffic needs priority.
Changing region does not increase the speed of your internet line; it changes the content server and network path used by Steam. Keep the region that gives a stable result rather than switching repeatedly during a single transfer.

2. Clear Steam’s download cache
- Go to Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Sign in again when Steam restarts, then begin the download.
Valve describes this action as flushing locally cached configuration data and acquiring it from Steam’s servers again. Installed games are not removed, but the client requires another sign-in. Clearing the cache is useful when a download will not start, loops at a small percentage or shows inconsistent rates.
3. Repair the library and verify files
- Exit Steam and restart both the client and the computer. This releases file handles and resets a stalled service.
- In Steam’s storage or library settings, use the option to Repair Steam Library Folder for the affected drive.
- For an installed or partially installed game, open its properties, choose Installed Files, and run Verify integrity of game files.
Verification compares local files with Steam’s manifest and reacquires damaged pieces. It is different from clearing the download cache: cache clearing resets client download state, while verification checks the game data already on the drive.
4. Remove network and security interference
- Check Windows Firewall and antivirus rules for Steam and the game. Do not leave protection disabled permanently; create an allowed rule or test briefly with the software’s documented troubleshooting mode.
- Temporarily bypass a proxy, VPN or packet-filtering utility if one is in use.
- Close traffic shapers, overlay tools and other network-monitoring applications that inspect or throttle Steam connections.
- Try another network, such as a phone hotspot, only as a diagnostic. If the alternate network works, investigate the router, ISP path or filtering on the original connection.
A different network result distinguishes a Steam installation problem from a path-specific problem. It does not prove that the alternate network is suitable for the full download; mobile data caps and carrier congestion still apply.

If downloads repeatedly fail during installation, or the same drive produces write errors while another drive works, create or select an alternate Steam library on a healthy drive and retry. The result points to the original drive, its file system or its available headroom. Keep the alternate library only after checking the original drive’s health and capacity; moving files alone does not repair a failing disk.

PlayStation 5 and PlayStation 4: queue, storage and Safe Mode
1. Check status, software and storage
- Check the PlayStation service-status page for an outage affecting downloads, account services or the store.
- Install any pending system-software update, then restart the console.
- Open the game’s listing to see its required space and compare it with Settings > Storage. Delete or move unneeded games, captures or applications if the free-space figure is too low.
- Run Settings > Network > Connection Status > Test Internet Connection to confirm that the console can reach the service.
Reserve room beyond the number shown in the listing when a large launch patch is expected. The console may need temporary working space while it installs or copies an update.
2. Reset a stalled queue item
- Open Downloads/Uploads.
- Pause the affected download, wait briefly and select resume.
- If it still will not start, cancel and delete the queue item.
- Find the game in your library and start the download again.
This removes a stuck queue record without changing your purchase. A fresh queue entry can reacquire the manifest when the original entry was incomplete.
3. Use Safe Mode only when the support flow calls for it
PlayStation Safe Mode includes Clear Cache and Rebuild Database. Use the console’s documented Safe Mode instructions and select the option recommended for the symptom. Rebuilding the database reorganizes local content indexes; it is not a faster-internet setting and should not be the first response to a normal slow transfer.
4. Separate storage, entitlement and license problems
Some launch or loading problems occur when a game is on USB extended storage. Move the game data to the console’s internal storage and retry. This is a platform-specific remedy for storage and launch compatibility, not a universal download-speed fix.

A padlock icon, missing download button or license message requires a different branch. Confirm that you are signed into the purchasing account, review transaction history or subscription entitlement, and use the console’s Restore Licenses function. Reinstalling files cannot correct an account that does not hold the entitlement.

Retry an active or paused download
- Close the running software and save your progress.
- Return to the Home menu and retry the download.
- If progress remains paused or stuck, restart the console and begin the download again.
- Run the console’s internet-connection test if the transfer is unusually slow.
A game left running in the foreground can compete for system resources or prevent the download from proceeding as expected. Restarting clears that temporary state without changing your account or purchase.
Make sleep-mode downloads possible
For a download to continue in sleep mode, the Switch must remain online and either system memory or the inserted microSD or microSD Express card must have enough free space. Check the storage screen before putting the console to sleep. If space is insufficient, delete or archive software, remove captures, or expand capacity with Nintendo-supported storage.

Use a card that the console supports and format it through the Switch when prompted. A card that is full, unsupported or failing can make a preload appear to stop even though the network connection is fine.

Use the symptom to choose the next test

Storage: when a different drive is the right fix
Storage is part of the download pipeline, not merely a place to keep finished games. The client must write data continuously, reserve temporary space, unpack archives and sometimes replace older files atomically. A drive with very little free capacity, a damaged file system or sustained write errors can therefore look like a network failure.
Diagnose before buying hardware
- Check free space and remove enough data for the install plus patch and temporary working room.
- Observe whether the problem follows one drive. If the same title installs on another drive, inspect the original drive’s health, cable and file system.
- On Steam, create an alternate library and repeat the install. On PlayStation, move affected game data to internal storage when USB storage is implicated.
- On Switch, verify that the microSD or microSD Express card is supported and has free capacity.
When a portable USB SSD helps
A portable USB SSD can be a practical install location when the internal drive is full or consistently limits writes. Choose a model compatible with the platform’s USB and storage requirements, use the platform’s own format procedure, and leave free capacity for updates. On consoles, not every game can be played from every type of external storage; check whether the title must be moved to internal storage for launching. On PC, confirm that the drive remains connected and has a stable file-system mount before assigning it a Steam library.
An external SSD will not fix an outage, an incorrect Steam region, a blocked firewall rule or a missing PlayStation license. Use it after the storage test shows that the original drive is the variable changing the result.

Prevent problems before the next launch
- Keep a deliberate buffer of free space on the system and game-install drive instead of filling it to the listed install size.
- Leave automatic updates enabled only when the console or PC can remain powered and online during the preload window.
- Record the working Steam download region so you can switch back after testing an alternate.
- Keep Steam, the console system software, router firmware and storage-card firmware current.
- Exclude the game-library folder from aggressive real-time scanning only through a documented, security-conscious rule; never disable protection without a reason.
- Use a wired connection or a stable wireless band for large transfers, and avoid running other heavy uploads at the same time.
- After a failed install, remove the failed queue entry and verify or repair files before starting multiple overlapping retries.
When to stop troubleshooting
Stop and wait when the platform status page confirms an outage; repeated retries add no information. Contact platform support when the service is healthy but the same account cannot download any title after a cache reset and network test, or when an entitlement and transaction record do not match. Replace or service a drive when installation errors follow it across different games and a known-good alternate drive succeeds. Those boundaries prevent destructive reinstalls from masking an account, service or hardware fault.
