Start that service, restart Windows, and retry the installation first. What does 0xC80070422 mean?
Microsoft maps 0xC80070422 to ERROR_SERVICE_DISABLED. In this context, an installer or servicing operation is trying to use Windows Update, but the Windows Update service is not running. Microsoft describes the condition as occurring when “the Windows Update service stops working or isn’t running.” The code therefore points first to Windows servicing rather than proving that .NET Framework itself is damaged.

A game launcher can display the error when it attempts to add or repair a .NET Framework component, but the problem is in Windows’ servicing path. The same code can appear during a manual .NET installation or while an existing application is being repaired.
What should I check before changing Windows services?
Save open work and sign in with an administrator account. Service settings, cache folders, DISM, and SFC all require elevated rights. Disconnecting from the internet is not helpful for the normal repair sequence because Windows Update is the first source Windows uses for servicing files.

- Note whether the message appears during .NET setup, Windows Update, a game installation, or application startup.
- Confirm that the Windows drive has free space and that Windows can normally restart.
- If the computer belongs to an organization, a policy may intentionally control Windows Update. Do not change a managed setting without the administrator’s approval.
How do I enable the Windows Update service?
This is the recommended first fix because 0xC80070422 commonly occurs when the service is disabled or stopped.
- Press Win+R, type
services.msc, and press Enter. - In the Services window, find Windows Update.
- Double-click it to open Properties.
- Set Startup type to Automatic.
- If Service status shows Stopped, click Start.
- Click Apply, then OK.
- Restart Windows.
- After signing in again, open Windows Update and check for updates, or rerun the .NET Framework installer that produced the error.
If the service starts and the installation succeeds, no cache reset or .NET repair is necessary. If the Start button fails, immediately stops, or the error returns, continue with the next repair rather than repeatedly launching the installer.

A damaged update cache can prevent a service that is now enabled from completing the .NET operation. Resetting the cache removes its contents; Windows recreates the folder when the service runs again.
- Open
services.mscwith Win+R. - Right-click Windows Update and choose Stop. Leave the Services window open.
- Open File Explorer and navigate to
C:WindowsSoftwareDistribution. - Delete the contents of SoftwareDistribution. Do not delete the parent
C:Windowsfolder. - Return to Services, right-click Windows Update, and choose Start.
- Restart Windows, check for updates, and retry the .NET installation or the application that needs it.
Windows may refuse to delete a file if the service did not actually stop. In that case, stop Windows Update again and make sure no File Explorer window or installer is holding the folder open. If the folder still cannot be cleared, move on to component-store repair instead of deleting unrelated system files.
How do I repair Windows components with DISM and SFC?
Use Microsoft’s documented order: repair the component store with DISM, then verify protected system files with SFC. Open Command Prompt as administrator and run each command separately.

- Open Start, type Command Prompt, right-click it, and select Run as administrator. Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth - Wait for DISM to finish. Do not close the window because the percentage can remain unchanged for a while.
- When DISM returns to the prompt, run:
sfc /scannow - Let SFC reach 100 percent. Restart Windows if requested, then retry Windows Update or the .NET operation.
DISM repairs the Windows component store that servicing relies on; SFC checks and replaces protected system files using that repaired store. If either command reports that it could not complete, record the exact message before trying the installation again. Repeating the same installer without resolving a failed repair normally produces the same service error.

DISM normally obtains required files through Windows Update. If Windows Update is unavailable or the online source is incomplete, Microsoft documents a matching working Windows installation as an alternate source. This can be a network share, a USB flash drive, or a Windows DVD.
The source must match the installed Windows edition and build closely enough for DISM to use its files. An unrelated ISO or a source from a different edition can fail just as decisively as having no source. Use the source option documented for your Windows version, point DISM to the matching installation media, and include the limit-to-offline-source option when appropriate. After DISM completes, run sfc /scannow again and restart.
A USB drive is therefore optional: it is useful only when Windows Update cannot supply repair files and you have matching installation media. It is not required for the ordinary 0xC80070422 service fix.
How do I repair .NET Framework itself?
If Windows Update is running and DISM/SFC complete but the .NET installation or application still fails, use Microsoft’s .NET Framework Repair Tool. Microsoft states that the tool can repair a .NET Framework installation and provides recommended fixes for common setup and configuration problems.

The Microsoft Support release note identifies the current Support entry as .NET Framework Repair Tool version 1.5, file version 4.8.4739.15, released by Microsoft in 2024 and updated on August 1, 2024. It lists support for .NET Framework 4.8 and earlier versions. Microsoft’s Download Center also contains an older version 1.4 entry published July 15, 2024; prefer the later Support entry when both are visible.
The repair tool addresses the .NET installation. It cannot correct every fault in an application that uses .NET. If the tool completes without resolving an application startup problem, the application publisher may need to investigate the application itself.

What should I do if the error appears in a game or launcher?
Close the game and its launcher, complete the Windows repairs, restart, and then run the launcher again. If the launcher offers a “repair,” “verify,” or “install prerequisite” action, use it only after Windows Update and .NET servicing are healthy. A launcher can be the program reporting the failure even though Windows Update is the component that was disabled.
If the .NET Repair Tool reports no issue and the game alone still fails, test whether another .NET-dependent application starts. A problem limited to one title points toward that title’s files, configuration, or publisher support rather than a universal .NET failure. Preserve the launcher’s exact error text when contacting its publisher.

Does Windows 10 support change the repair options?
Microsoft says Windows 10 support ended on October 14, 2025. That end date means free Windows Update software updates, technical assistance, and security fixes are no longer provided under normal Windows 10 support. Existing service-repair steps can still help an installation that has stopped working, but they do not restore ongoing support or future security servicing. If the computer remains on Windows 10, treat the operating-system upgrade or an organization-approved support plan as a separate decision from fixing this immediate .NET error.
