Microsoft does not provide one universal standalone “Windows 11 repair tool” for every failure. Repair functions are already included in Windows RE and in Windows commands such as DISM and SFC. The official download that can help when a PC cannot start is Windows 11 installation media created with Microsoft’s Media Creation Tool.
Windows RE is a set of built-in troubleshooting tools. It can start automatically after repeated failed boots, or you can open it manually. Available options can include Startup Repair, System Restore, Reset this PC, Command Prompt and removal of recent updates. A device encrypted with BitLocker may request its recovery key before some recovery actions continue, so locate that key before you begin.

How do I open Windows Recovery Environment when Windows still starts?
If you can sign in, use the built-in route before creating USB media.

- After the restart, choose Troubleshoot and then Advanced options to see repair tools.
You can reach the same environment by holding Shift while selecting Restart from the Start menu or sign-in screen. Some computers have a manufacturer recovery button or key. A recovery drive or repair disc can also launch Windows RE.
How do I repair Windows 11 system files with DISM and SFC?
Run these commands when Windows starts but reports damaged components, crashes during ordinary use or behaves as if core files are missing. Microsoft’s order matters: DISM repairs the component store first, then SFC verifies and replaces protected system files.
- Save open work and connect the PC to the internet if possible.
- Open Start and type Command Prompt.
- Right-click Command Prompt and choose Run as administrator. Approve the User Account Control prompt.
- Enter
DISM.exe /Online /Cleanup-image /Restorehealthand press Enter. Let it reach completion; closing the window early can leave the repair unfinished. - When DISM finishes, enter
sfc /scannowand press Enter. Wait for verification to reach 100% before closing Command Prompt. - Restart Windows and check whether the original problem remains.
DISM normally obtains replacement files through Windows Update. If the Windows Update client itself is broken, Microsoft documents using an alternate, valid repair-source path with DISM. The source must contain compatible Windows files; do not invent a drive letter or point DISM at an unrelated installation.
What if SFC reports that it could not perform the requested operation?
Restart and try the scan again from an administrator Command Prompt. If Windows cannot remain running long enough, open Command Prompt from Troubleshoot > Advanced options in Windows RE; offline repairs require identifying the correct Windows drive letter in that environment because it may not be C:.

How do I use Startup Repair when Windows 11 will not boot?
Startup Repair is designed for failures that stop Windows from starting, such as damaged boot configuration or certain startup files. It is not a general fix for every crash or hardware fault.
- Enter Windows RE. If automatic repair appears after repeated failed starts, choose Advanced options. Otherwise use Settings > System > Recovery > Advanced startup > Restart now, Shift+Restart, a manufacturer recovery control or recovery media.
- Select Troubleshoot.
- Select Advanced options.
- Choose Startup Repair and select the Windows 11 installation if prompted.
- Provide the BitLocker recovery key if requested, then allow the diagnostic and restart to finish.
If Startup Repair reports that it cannot repair the PC, return to Advanced options. Uninstall a recent update, use System Restore or open Command Prompt rather than repeatedly forcing power-offs.

How can I create Windows 11 installation media for repair?
Use a separate working Windows PC when the affected computer cannot reach Windows RE. Microsoft’s Media Creation Tool creates a bootable USB installer from the official Windows 11 download page.
What you need
- A working PC with an internet connection.
- A blank USB flash drive with at least 8 GB of capacity.
- Permission to erase the USB drive. Creating the media deletes its existing contents, so copy anything important off it first.
- The affected PC and, if it uses device encryption, its BitLocker recovery key.
Creation steps
- On the working PC, open Microsoft’s Windows 11 download page.
- Download and run the Media Creation Tool.
- Accept the license terms and choose the option to create installation media for another PC.
- Confirm the language, Windows edition and 64-bit architecture when prompted, or use the recommended options.

- Insert the created USB drive into the affected PC.
- Turn it on or restart it. Open the manufacturer’s one-time boot menu or firmware setup using the key shown on screen; the key varies by model.
- Choose the USB storage device. If the computer starts Windows Setup instead, change the boot order according to the manufacturer’s instructions and try again.
- At Windows Setup, select the language, time and keyboard preferences, then continue.
- Do not select Install now if you only want repairs. Select Repair my PC.
- Choose Troubleshoot to enter Windows RE, then select Startup Repair, System Restore, update removal, Reset this PC or Command Prompt.
Installation media may ask for a product key during a reinstall. On a previously activated PC, the license is commonly associated with the device, but edition selection still matters; choose the same Windows edition that was licensed.
What should I try after Startup Repair?
Uninstall a recent update

Use System Restore
Open Troubleshoot > Advanced options > System Restore and select a restore point dated before the problem. System Restore changes Windows system files, drivers and settings but does not remove personal documents, photos or other personal files. Applications or drivers installed after the selected restore point may be affected.
Use Command Prompt from Windows RE
Command Prompt can run diagnostics when normal Windows will not load. Drive letters can change in recovery mode, so use commands such as dir on candidate volumes to locate the folder containing Windows before attempting offline repair. If encryption is enabled, unlock requirements may appear first.
Should I use Reset this PC or reinstall Windows 11?
Use Reset this PC when you want Windows to rebuild itself through a guided recovery process. Use installation-media reinstall when the installed environment is too damaged for Reset, when you need explicit preservation choices or when you are deliberately performing a clean installation.
Reset this PC choices
- In Windows RE, select Troubleshoot > Reset this PC.
- Choose Keep my files or Remove everything.
- Review the apps and settings that will be removed, then confirm only after backing up data you cannot replace.
Keep my files preserves personal files but removes installed applications and resets settings. Remove everything also deletes personal files. Follow the on-screen cloud or local reinstall choice carefully; either route can take substantial time.

Reinstall from installation media
Boot from the USB, select Install now and follow setup only after confirming the desired preservation option. Depending on how setup is started and which option is available, you may be able to keep personal files and apps, keep personal files only, or keep nothing. A clean install removes personal files, applications, manufacturer customizations and settings. Back up first and verify that you have installers, license information and needed drivers.
When is manufacturer recovery media better than Microsoft installation media?
Generic Microsoft media provides a clean Windows installation and recovery environment. A PC manufacturer’s recovery media may include model-specific drivers and factory applications that are absent from generic media. If you need the original factory configuration or hardware-specific software, check the computer maker’s official support site for the exact model and recovery-media availability.
OEM recovery options vary by manufacturer, model and region. Do not assume that every PC offers downloadable factory media, and do not use media intended for a different model unless the manufacturer explicitly says it is compatible.
What should I back up and check before a reset or reinstall?
- Copy documents, saved games, photos and browser data to external storage or cloud storage while Windows still starts.
- Export authentication codes and locate recovery keys, especially the BitLocker key.
- Record the Windows edition and make a list of applications you will need to reinstall.
- Confirm that the USB drive contains no files you still need; media creation erases it.
- Disconnect unnecessary external drives during a clean install so you do not select the wrong disk.
- After recovery, run Windows Update and obtain model-specific drivers from the PC manufacturer if devices are missing.
Why does the Windows 11 repair download fail?
The USB is not detected
Try another USB port, recreate the media on a different blank drive and use the computer maker’s boot-menu key. If firmware starts Windows Setup from the USB but not the installed system, review boot order and UEFI settings using the manufacturer’s documentation.
The Media Creation Tool cannot create the drive
Check the internet connection, run the tool with administrator permission and ensure the USB has at least 8 GB free capacity. Recreate the drive after backing up its contents; the tool must format or overwrite it.
Recovery asks for a BitLocker key
