If Windows says “Microsoft Defender SmartScreen can’t be reached right now,” first confirm that Windows has internet access, then check the SmartScreen setting and whether a VPN, proxy, firewall rule, or work or school network is blocking the check. Until SmartScreen can complete its check, treat the file as unverified—not as safe. Get it from a trusted source and verify its publisher before opening it.
What does “SmartScreen can’t be reached” mean?
Microsoft Defender SmartScreen uses reputation information to check websites and downloaded apps or files for signs associated with phishing, malware, and potentially unwanted content. Windows and Microsoft Edge have SmartScreen protections, and checks can also be initiated through third-party browsers and email clients.

It is not the same as a warning that a particular file is malicious—and it is not an all-clear. A file with little or no established reputation may prompt a warning even when that warning alone does not prove it is malware. Conversely, an unavailable check says nothing reassuring about the file.
The exact wording and cause can differ by Windows version and by the app or action that triggered the check. There is no single fix established for every instance of this message, so work through the checks below in order.

What should I check first?
Start with the scope of the problem. If other internet services are unavailable too, investigate the connection first. If the internet works but SmartScreen checks fail, move on to the Windows or Edge setting and the network path.
1. Confirm Windows can reach the internet
- Try opening a familiar, trusted website or using another internet-connected service on the same device.
- If those services also fail, restore the connection before changing SmartScreen settings. Windows Security includes a Network and Internet troubleshooter in the Firewall & network protection area.
- Once general connectivity is working, retry the original download or file action.
Use more than one ordinary service for this check when possible. A single website can be temporarily unavailable, while a second service may show that the connection itself is working. The purpose is not to prove that every Microsoft security endpoint is reachable; it is to separate a broad internet outage from a SmartScreen-specific failure.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIf other services work normally, that does not rule out a network rule or proxy that affects SmartScreen specifically. Continue with the setting and network-path checks instead of repeatedly restarting the same download.
2. Check the Windows SmartScreen setting
- Open Windows Security.
- Go to App & browser control > Reputation-based protection.
- Review Check apps and files, the Windows setting for checks on downloaded apps and files.
This is the Windows control that matters when a downloaded application or file triggers the message. A setting that is turned off, unavailable, or controlled by policy can change what Windows does, but turning a protection off should not be used as a way to make an unverified file run. If the setting is already enabled, leave it enabled and continue investigating connectivity or policy.
Do not assume that every protection shown on the Reputation-based protection page controls the same check. SmartScreen has different contexts, and the wording of the prompt can depend on whether Windows is evaluating a downloaded file, a website, or an action initiated by another application.
3. Check Edge separately when the message appears in the browser
If the warning appears while opening a website or downloading through Microsoft Edge, review Edge’s browser-specific SmartScreen setting in Edge’s privacy and security settings. The Edge control and the Windows control are related, but they are separate settings. Checking one does not establish the state of the other.
This distinction explains why a problem can appear in Edge but not when you open a file from Windows, or the reverse. The two surfaces may initiate checks in different contexts and may encounter different network paths. Record where the message appears before changing anything: Edge, Windows when opening a downloaded file, or both.
Could a VPN, proxy, or work network be blocking SmartScreen?
Possibly. If the message occurs only on a work or school connection, while connected to a VPN, or when using a proxy, the network path may be involved. Ask the network administrator to check the proxy configuration and whether outbound access is being restricted rather than changing managed settings yourself.
A useful comparison is to note whether the same device behaves differently on another permitted connection. For example, if a check works on a normal home connection but fails on the organization’s network, that pattern points toward network configuration or policy rather than proving that the Windows setting is wrong. It still does not identify the exact blocked service, so an administrator may need to review the network controls.
For some configurations using Microsoft Defender network protection, Microsoft names .smartscreen.microsoft.com and .smartscreen-prod.microsoft.com as service domains that a network may need to allow. These domains are relevant to that network-protection guidance; allowing them is not a guaranteed fix for every SmartScreen dialog. Do not present an allow-list change as a universal repair, and do not add broad firewall exceptions without the administrator’s approval.

That guidance concerns network protection and should not be treated as a universal instruction to change proxy settings on an individual PC. Proxy behavior can be intentional on a managed network, so have the administrator assess the setup and apply any required configuration centrally.
What information should I give an administrator?
Provide the exact message, the application that displayed it, and the action that triggered it. Say whether ordinary websites and other internet services work, whether the device was connected to a VPN or proxy, and whether the problem occurs on home and organization networks alike. Also identify whether the failure is in Edge, Windows file opening, or both. This context helps the administrator distinguish a general outage from a browser-specific, operating-system, or policy-controlled path.
Should I turn off Windows Firewall to make the check work?
No. Keep the firewall enabled. Microsoft recommends allowing a necessary app through Windows Firewall rather than turning the firewall off. Disabling the firewall removes a layer of protection while doing nothing to establish that the SmartScreen service is reachable.
If you suspect a firewall rule is interfering, use the appropriate allow-app option or ask the administrator responsible for the device or network to review the rule. The correct change depends on the application and the organization’s policy; randomly creating rules can leave the computer less protected or still fail to address the blocked path.

On an organization-managed PC, policy may control firewall settings. A setting that cannot be changed, or that returns after you change it, may be policy-enforced rather than broken. Do not bypass those controls; contact your IT administrator so they can check the device policy and network path.
What should I do with the file while SmartScreen is unavailable?
Do not treat the missing check as permission to run the file. Obtain the download from the software publisher’s legitimate website or the Microsoft Store, and inspect the publisher or digital signature where available. A familiar file name, a search-engine result, or an email attachment is not proof of a trustworthy origin.
If you already downloaded the item, keep it unopened while you investigate. Confirm that the web address belongs to the publisher, compare the publisher information shown by Windows with the publisher you expected, and look for a signature when one is available. These checks support a safer decision, but they do not turn an unavailable SmartScreen result into a positive security verdict.

If you cannot establish that the file comes from a trustworthy source, wait and retry the check instead of opening it. When SmartScreen becomes reachable, pay attention to the result it returns. A reputation warning can reflect a lack of established reputation rather than a confirmed malware finding, so assess the source and publisher rather than assuming either that every warning proves an infection or that every unavailable check is harmless.
Which troubleshooting path fits my situation?
Use the pattern of the failure to decide what to investigate next. These clues help narrow the scope; they do not identify a cause with certainty.
| What you observe | Likely scope to investigate | Next step |
|---|---|---|
| Other internet services also fail | General connectivity | Restore internet access and use the Windows Network and Internet troubleshooter in Windows Security’s Firewall & network protection area. |
| Internet services work, but a Windows file or app check fails | Windows SmartScreen setting or the network path | Review Check apps and files, then retry. If the problem persists, consider VPN, proxy, firewall, or network restrictions. |
| The problem occurs in Edge while browsing | Edge’s browser-specific SmartScreen control or its network path | Review the SmartScreen setting in Edge’s privacy and security settings, separately from the Windows setting. |
| The problem occurs only on a work or school network, VPN, or proxy | Network configuration or organization policy | Ask the administrator to review outbound access, proxy configuration, and applicable policy. |
| The message appears on both home and organization networks | Device setting, Windows state, or a broader service issue | Confirm Check apps and files, document the exact context, and retry later rather than disabling protections. |
| Only one browser or email client reports the problem | That application’s SmartScreen integration or network path | Note the application and check its own security settings while keeping the Windows setting under review. |
Common mistakes to avoid
- Confusing an unavailable check with a clean result. “Can’t be reached” means SmartScreen did not finish its check. It is not evidence that the file passed.
- Disabling protection as a first response. Turning off Check apps and files or the firewall may remove safeguards without fixing the underlying connection.
- Assuming one setting controls every context. Windows and Edge have related but distinct SmartScreen controls.
- Changing a managed proxy or firewall rule without approval. Work and school policies can intentionally enforce these settings, and local changes may be blocked or reversed.
- Treating a reputation warning as a definitive malware diagnosis. New or uncommon software can have little established reputation. Verify the publisher and source, then consider the complete result.
- Allowing domains as a guaranteed cure. The SmartScreen domains named in Microsoft’s network-protection guidance apply to some configurations and are not a universal fix for every dialog.
What if SmartScreen still cannot be reached?
If connectivity and the relevant setting look correct but the check remains unavailable, do not infer that the file has passed inspection. Retry later, and continue to verify the download’s source and publisher before deciding whether to open it. A temporary service or network-path problem can clear without a local setting change, while a persistent failure on one network may require administrator investigation.
If the failure is limited to a managed network or device, give the administrator the exact message and explain whether it occurs in Windows, Edge, or both; that context helps distinguish the affected check and network path. Ask them to review outbound access, proxy handling, firewall policy, and any applicable network-protection configuration. Do not work around a policy by using an unapproved connection or disabling security controls.
The cause cannot be determined from the message alone. It may depend on the Windows version, connection, proxy, firewall rules, or whether the device is controlled by organizational policy. Keep a short record of what you tested—ordinary internet access, the Windows setting, the Edge setting if relevant, and the network context—so the next person helping you does not repeat the same steps.

Frequently Asked Questions
Does “SmartScreen can’t be reached” mean my PC has a virus?
No. The message describes an unavailable check, not a diagnosis of the PC or the file. It also does not establish that the file is safe; assess where it came from and who published it.
Why does SmartScreen show a warning for a legitimate new game or app?
A warning can appear when an item has little or no established reputation. That warning alone does not prove the item is malicious, so verify the publisher and obtain the download from its legitimate source.
Can I download a file while SmartScreen is unavailable and check it later?
Downloading does not make an unverified file safe to run. If you keep the file, wait to open it until you can assess its source and publisher and, where possible, complete the SmartScreen check.
Why does the message appear in Edge but not when I open a file in Windows?
Edge and Windows expose related but distinct SmartScreen controls and may initiate checks in different contexts. A problem in one surface does not by itself show that the other control is disabled or affected.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I disable Windows Firewall if SmartScreen cannot connect?
No. Keep the firewall enabled. Microsoft recommends allowing a necessary app through Windows Firewall instead of turning the firewall off. Ask an administrator to review rules on a managed device.
Where is the Windows setting for downloaded-file checks?
Open Windows Security, choose App & browser control, then Reputation-based protection. The relevant control is Check apps and files.
Do I need to allow SmartScreen domains on my home computer?
Not as a universal step. Microsoft names .smartscreen.microsoft.com and .smartscreen-prod.microsoft.com for some Defender network-protection configurations. An administrator should determine whether an allow-list change applies to your network.
Why does SmartScreen work at home but fail at work or school?
The organization’s proxy, VPN, outbound-access rules, or policy may affect the network path. Give the administrator the exact message and explain where it appears rather than changing managed settings yourself.

What if the Check apps and files setting is locked?
A locked or reverting setting may be controlled by organizational policy. Do not bypass it; contact the administrator and provide the device context and exact SmartScreen message.
Is a SmartScreen reputation warning proof that a file is malware?
No. A warning can reflect little or no established reputation. Verify the publisher and legitimate source, while remembering that an unavailable check is not a safety clearance either.
The Bottom Line
Restore general connectivity first, then review Windows Security’s Check apps and files setting and Edge’s separate SmartScreen control when relevant. Investigate VPN, proxy, firewall, and managed-network restrictions without disabling the firewall. Until SmartScreen completes its check, verify the file’s source and publisher and treat it as unverified.
