Read the title bar, the text behind the dialog, and the shortcut or launcher you used. A game started from Steam may have a different installation path from a copy installed from optical media. An old utility may keep its libraries in a Release folder. The parent program determines the correct file set, architecture and patch level.
Why does Windows say the DLL is missing?

2. Restore a known-good folder
For a program copied from another disk or restored from backup, replace the entire application directory with a complete, trusted copy made from the same release. In that case, use the installer’s own Repair option if present, or run the installer again over the same directory using the original disc or a legitimate installer retained in your archive. Will Windows Update supply this DLL?
