Dr. Diane Garrow is held in solitary confinement at Skethermoor Prison. The lower-risk route described by walkthroughs is to complete the first objective in Captain Sims’s lead to gain access, then decide whether to free her or take the Signal Redirector and leave her imprisoned. Freeing her is reported to make Protocol soldiers hostile. Her prison rescue is only the start of the lead: later, you can choose whether to reveal her location to Holder, and a separate Data Storage decision involves GEN ERA or GEN MOVE.
Where is Dr. Garrow in Atomfall?
Walkthroughs place Garrow in the solitary confinement area of Skethermoor Prison, in the southern part of Skethermoor. Neoseeker gives the map reference as 41.1E, 70.8N and describes the entrance as being behind the Protocol Camp. Treat those coordinates as that guide’s reference, not as an officially verified in-game coordinate system. (Neoseeker; Windows Central)

How do you reach the prison?
Use Captain Sims’s lead
Neoseeker recommends completing the first objective in Captain Sims’s lead to gain prison access rather than fighting through the prison’s forces. PC Gamer also describes a step in Sims’s lead as a way to obtain access. This is walkthrough advice, not a guaranteed result for every playthrough or difficulty. (Neoseeker; PC Gamer)
Use the Interchange route if you already have the tool
Neoseeker also describes an alternative approach through the Interchange and its Detention Quarters, which requires the Signal Redirector. It may suit you if you already have the device; it is not the default route suggested for a player approaching the prison without it. (Neoseeker)

Should you free Dr. Garrow?
That depends on whether you want only the Signal Redirector or want to pursue Garrow’s character lead. Windows Central reports that you can take the Signal Redirector without freeing her. The same guide reports that freeing her makes Protocol soldiers attack on sight, so expect immediate hostility if you choose the rescue. These are guide-reported consequences. (Windows Central)

- Want to follow Garrow’s lead: free her, while accounting for the reported Protocol hostility.
Where to find Garrow after the rescue
After leaving the prison, continue to the Interchange Central Processor. Gamer Guides places Garrow there and also directs players to her Research Notes there. Read the relevant Finding and Lead text in your journal as you proceed; Atomfall uses clues and conversations to develop Leads rather than relying on conventional objective markers in every situation. Should you tell Holder where Garrow is?
Once Garrow is free, Holder later asks where she has moved. You can disclose her location or withhold it. Gamer Guides places Holder in the Wyndham Village church cellar. PC Gamer notes that completing Garrow’s tasks provides a route to an early escape; the available guide reporting does not establish that revealing her location locks out every ending, so do not treat that as a confirmed universal consequence. Later, the Casterfell Dam Data Storage lead presents another choice. Gamer Guides says Garrow gives you a keycard and asks for GEN ERA, while Joyce Tanner asks for GEN MOVE. Its walkthrough describes GEN ERA as erasing the bunker data and GEN MOVE as transferring it, with different outcomes for Garrow and Joyce. This choice happens later and is distinct from deciding whether to free Garrow or tell Holder where she is. (Gamer Guides)
