It expired at 8 p.m. local time on July 26, so it can no longer be claimed. Pokémon GO’s Help Center says Meteorites can be obtained through Special Research, but it does not confirm that a new Meteorite assignment is currently available. Check your in-game Research list and official event announcements for the next opportunity.
How to get a Meteorite now
Open the in-game Research view and look for a current Special Research assignment that lists a Meteorite as a reward. The Pokémon GO Help Center identifies Special Research as an acquisition route, but does not name an active assignment or promise when another will appear.
If you do not see a Meteorite reward, there is no confirmed current route in the official information available. Watch the official Pokémon GO event news for future research opportunities. Past event rewards cannot be claimed retroactively, and the cited announcements do not establish a current Meteorite raid drop.
What to do with the Meteorite
A Meteorite teaches Rayquaza the Charged Attack Dragon Ascent. Use the Meteorite from the Items menu after selecting Rayquaza; Charge TMs and Elite Charge TMs cannot teach Dragon Ascent. Rayquaza must know Dragon Ascent to Mega Evolve, and you also need Rayquaza Mega Energy. The Meteorite satisfies the move requirement, not the Mega Energy requirement.

Past official Meteorite opportunities
These are expired event rewards, not ways to obtain a Meteorite today. Their history shows that Niantic has offered Meteorites through event research, including both free and ticketed research.

Why the Meteorite matters
Mega Energy alone is not enough to Mega Evolve Rayquaza: Rayquaza must first know Dragon Ascent. The Help Center states that Dragon Ascent can only be learned using a Meteorite, so neither a regular Charged TM nor an Elite Charged TM is a substitute. After teaching the move, you still need the required Rayquaza Mega Energy to Mega Evolve it.
