The achievement for the encounter awards the scrap; the documented requirement does not say you need the final blow.
How to earn Haunted Metal Scrap
- Join a game where the Horseless Headless Horsemann appears. The boss is associated with Halloween content, so it may not be available in every game or at every time.
- Hit the Horseless Headless Horsemann with a melee weapon.
- Survive until the boss is defeated. You do not need to land the killing blow.
Completing the encounter requirement awards the Haunted Metal Scrap achievement and item. Valve’s historical Team Fortress 2 Halloween event coverage describes the achievement and the scrap’s crafting context. No current event schedule or patch information is established here, so availability may depend on the game’s active Halloween content.

What Haunted Metal Scrap is used for
Haunted Metal Scrap is a crafting ingredient for special Halloween items, including the Horseless Headless Horsemann’s Headtaker. The Headtaker recipe also requires other in-game materials; the scrap alone is not enough. The Team Fortress Wiki crafting reference lists the scrap in Halloween recipes.

A Steam Community guide comment suggests checking crafting filters that may hide items with special qualities. Treat this as a troubleshooting check rather than a guaranteed fix: it is community advice, and the interface may change. The same community guide says the item cannot be earned twice, but current official repeat-award or deleted-item recovery rules are not established. Do not assume a second copy is available or that a deleted item can be restored.
