Ordinary Conjure Atronach spells last only 60 seconds; Thrall effects are represented in the game data as 999 days, making them permanent for gameplay purposes.
How to unlock the Thrall spells

Raise Conjuration to the Master tier, then complete the Conjuration Ritual Spell quest at the College of Winterhold. Flame Thrall is listed as the quest reward.

After completing the quest, buy Frost Thrall and Storm Thrall from Phinis Gestor. The Prima Games guide also describes the acquisition route.

Cast the Thrall spell for the elemental atronach you want. These are Master-level spells, so plan for their high skill requirement and Magicka cost; the exact cost can vary with your character’s perks and effects.

Which permanent atronach should you choose?
The three choices are Flame, Frost, and Storm Thrall. Choose according to the elemental type and combat role that suits the encounter, as well as the Magicka cost for your build. The available reference information does not establish a comparative damage test or a universally strongest option.

Why ordinary atronach summons are not permanent
Conjure Flame Atronach, Conjure Frost Atronach, and Conjure Storm Atronach each summon their atronach for 60 seconds. The UESPWiki Conjuration reference distinguishes these temporary spells from the Thrall spells, whose effects are listed as 86,313,600 seconds (999 days) and treated as permanent in gameplay.

What Atromancy and Twin Souls do

Atromancy doubles the duration of conjured atronachs. It extends temporary summons, but it does not turn an ordinary Conjure Atronach spell into a permanent Thrall.

Twin Souls lets you have two atronachs or reanimated zombies at once. It is a separate capacity perk, listed at Conjuration 100; it is not required to make a Thrall permanent.

Vanilla game and mods
The three Thrall spells are the core-game answer. Add-on content and mods can offer or alter other summon options, but mod behavior and compatibility depend on platform and game version; there is no single recommendation established for every setup.
