Download from a source whose rights and release status you can verify. A pack can be technically valid yet unsuitable for a public server if its license does not authorize redistribution or server use.

How should the EUP resource folders be arranged?

Keep each resource in its own folder and keep the manifest at that resource’s top level. A typical layout looks like this:

Check the resource name and startup line

The folder name in resources must match the name in the ensure line. If the folder is nested, renamed, or still inside an unextracted archive, FiveM cannot start it.

Check the release-specific dependency

NativeUI and ox_lib are not interchangeable instructions. Confirm which library the menu README names, ensure that library is present, and place its startup line before the menu line. Read the first console error after a clean restart; dependency errors often identify the exact missing resource.
