There is no currently listed official native Windows release of Grand Theft Auto: Liberty City Stories. The simplest way to play it on a PC is to install PPSSPP, then load a legally usable dump of your own PSP copy in ISO, CSO, or supported CHD format. If you specifically want the PS2 edition, use PCSX2 instead.
Can you install Liberty City Stories directly on Windows?
Not through Steam, the Rockstar Games Launcher, or a standard Windows installer. Rockstar’s current support and PC listings cover other Grand Theft Auto releases, but do not list a supported native Windows version of Liberty City Stories. Check Rockstar’s current support hub for platform-specific information.

Do not confuse this game with Grand Theft Auto IV: Episodes from Liberty City. They are different products: Liberty City Stories is a PSP/PS2/mobile game, while Episodes from Liberty City is a GTA IV expansion product.

- Playstation portable game
- Grand Theft Auto: Liberty City Stories
Recommended method: PSP version with PPSSPP
What you need
- A Windows PC
- PPSSPP from its official website
- Your own PSP copy of GTA: Liberty City Stories and a game dump you are legally permitted to use
- A game file in
.iso,.cso, or, with a sufficiently recent PPSSPP version,.chdformat - An XInput-compatible controller, preferably
PPSSPP does not require a PSP BIOS. That requirement is commonly confused with PS1 and PS2 emulation.
1. Download and install PPSSPP
Download PPSSPP from its official site. Most current Windows PCs should use the Windows 64-bit installer. A portable ZIP version is useful if you want to run the emulator without a conventional installation. Windows-on-ARM users should choose the native ARM64 build when it is offered.
For the installer, open the downloaded file and follow the setup wizard. For the portable version, extract it to a folder such as:
C:GamesPPSSPP
Keep the emulator and game files in separate folders so they are easier to back up.
2. Prepare your PSP game file
PPSSPP’s official game guide explains that PSP software must be converted to a usable file. A UMD can be dumped using a PSP and USB connection; a legitimate PSP/PSN download can be copied from the appropriate PSP system. Copyright and game-copying rules vary by jurisdiction, so check the law where you live.
Place your own dump in a straightforward folder, for example:

- Grand Theft Auto: Liberty City Stories

Do not download a random ISO and do not assume that owning a disc automatically makes downloading any copy lawful. PPSSPP can load ISO and CSO files directly, and recent versions document direct CHD loading. Do not extract a file from an archive unless it is your own dump.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →3. Load the game
- Open PPSSPP.
- Select File → Load.
- Browse to your ISO, CSO, or CHD file and select it.
Alternatively, open the Games tab, browse to the folder containing the game, and select its icon or file. These menu labels can vary slightly between PPSSPP releases.
4. Configure controls
Connect your controller before launching the game, then open PPSSPP’s controls or input settings. Bind the left analog stick, D-pad, face buttons, shoulder buttons, Start, and Select. If available, map the PSP camera controls to the controller’s right analog stick. Keep a keyboard fallback for menus and troubleshooting.
Keyboard-only play is possible, but a controller is generally more comfortable for this game.
5. Start with safe graphics settings
Use PPSSPP’s defaults first. If you need to set them manually, begin with:
- The default recommended graphics backend
- 1× PSP rendering resolution
- Default texture filtering
- Frameskip disabled
- Speed hacks and fast-memory options left at their defaults
Once the game is stable, increase the internal resolution gradually. Do not assume a particular frame rate or perfect compatibility: results depend on the PC, PPSSPP version, game revision, and graphics backend.

- An all-new, epic adventure set in Liberty City, the 3-island metropolis from Grand Theft Auto 3. the game features a fully 3D experience exactly similar to the PS2 Grand Theft Autos.
- An astounding technical achievement, Liberty City Stories pushes the PSP to its absolute limit, resetting the public's understanding and expectations of what is possible on a hand-held gaming system.
- Amazing visuals on the PSP due to enhanced draw distance, new lighting and shading models, as well as real-time reflections.
- A massive non-linear storyline penned by Rockstar's award-winning writing team.
6. Test saving
Use the game’s normal save menu as soon as you reach a save point. Close and reopen PPSSPP to confirm the save remains available.
Save states are convenient, but in-game saves are safer for long-term use. Save states can become unreliable after changing emulator versions, settings, or game files. Back up PPSSPP’s save-data folder before switching between installed and portable builds.
Alternative: PS2 version with PCSX2
Use PCSX2 if you specifically want the PS2 edition, already use PCSX2, or own a PS2 disc that you can dump. This route is more involved than PPSSPP.
Recommended Free Tools
Requirements
- PCSX2 from its official project distribution
- A BIOS dump made from your own PS2 console
- Your original PS2 copy or a legally created game image
- A controller and adequate storage
PCSX2 requires the user’s own BIOS dump and original game. Do not download BIOS files from third-party sites.
Basic setup
- Install PCSX2 and complete its first-run configuration.
- Add your dumped BIOS and select the appropriate region if prompted.
- Insert the original disc or select your own game image.
- Configure the controller.
- Boot the game using default graphics settings.
- Increase resolution only after confirming stable gameplay.
Choose PPSSPP for the shortest setup. Choose PCSX2 when the PS2 version is specifically important to you or you already have a working PS2 emulation setup.
What about the Android or iPhone version?
Rockstar released a mobile version with updated lighting, textures, draw distance, controls, and cloud-save features, as described in its official announcement. The mobile edition is not a native Windows installation, and buying it on iOS or Android does not automatically provide a Windows license.
Running the Android edition on a PC requires a separate Android environment and may not be supported by Rockstar or that environment’s developer. It is therefore not the main PC solution. Mobile pricing and availability also vary by country and can change; the US App Store listing is here.

PPSSPP does not detect the game
- Confirm the file ends in
.iso,.cso, or supported.chd. - Use File → Load and select the file directly.
- Move it to a simple folder such as
C:GamesPSPISO. - Check that it is a PSP image, not a PS2 image or an archive.
- Try a fresh dump and update PPSSPP from its official source.
Black screen or crash
Restore PPSSPP’s defaults, disable frameskip and speed hacks, lower rendering to 1×, and try another graphics backend. If the problem continues, test a clean portable PPSSPP folder and a known-good personal dump. Consult the official FAQ for version-specific issues.
The game runs slowly
Close background applications, use the 64-bit build, lower internal resolution, and disable expensive texture effects. Avoid maximum-quality settings on integrated graphics. Do not change several performance options at once; it makes the cause harder to identify.
The game runs too fast or audio is distorted
Restore the frame limiter and speed settings to their defaults. Disable experimental cheats or hacks, and avoid changing the emulated clock unless a game-specific guide supports it.
The controller does not work
- Connect it before launching PPSSPP.
- Confirm that Windows detects it.
- Bind each control manually.
- Use XInput mode where supported.
- Disable conflicting controller remappers.
- Test the keyboard to separate a controller issue from an emulator issue.
The save is missing
Check that you are using the same PPSSPP user-data directory, especially if you switched between portable and installed versions. Confirm that you saved through the game’s menu, not only with a save state. Also check whether you changed the game region or revision.

PCSX2 asks for a BIOS
This is expected. PCSX2 needs a BIOS dump from your own PS2. Do not use a downloaded BIOS.

Is downloading an ISO legal?
That depends on the law where you live and the circumstances of the copy. The safest general guidance is to use an original PSP or PS2 copy and create your own dump where permitted. PPSSPP explains its personal-game workflow in its dumping documentation, while PCSX2 documents its own-game and BIOS requirements in its FAQ. Emulation software and unauthorized game downloads are separate issues; do not obtain game files or BIOS images from untrusted sites.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCan I play with a keyboard and mouse?
You can configure keyboard controls, but a controller is generally more comfortable. Mouse support is not a substitute for every PSP control.
Can I play at 1080p or 4K?
Possibly, depending on your hardware and settings. Start at 1× PSP resolution, confirm stability, then raise the internal resolution gradually.
Can I install a fan-made native PC port?
