Run Startup Repair from the Windows Recovery Environment (WinRE): choose Troubleshoot > Advanced options > Startup Repair, select Restart if Windows asks, and let the scan complete. The tool is designed for boot failures caused by problems such as damaged system files, corrupted Boot Configuration Data (BCD), a damaged master boot record, incompatible drivers, or certain registry errors. It is not a general disk-repair or file-recovery utility, and it cannot fix every startup failure.

The supplied title’s “Windows 88 1” appears to mean Windows 8.1. The current Microsoft recovery instructions and labels are documented for Windows 10 (and newer releases), so Windows 8.1 may show different wording. Windows 8.1 support ended on January 10, 2023, and Windows 10 support ended on October 14, 2025; those end dates do not by themselves disable Startup Repair.

What is Startup Repair, and when should I use it?

Startup Repair is a WinRE tool for a computer that cannot start Windows normally, repeatedly returns to a loading screen, or enters an automatic-repair loop. Microsoft describes it as a recovery tool that can fix certain system problems that prevent Windows from starting. It examines boot-critical components and applies known repairs automatically.

Use it when the main symptom is failure to reach the Windows sign-in screen. A failed update, a driver change, damaged boot files, or an interrupted shutdown can all leave the startup process unable to continue. Startup Repair is most appropriate before you try a reset or reinstall because it is targeted at boot configuration rather than a wholesale replacement of Windows.

Do not treat the tool as a promise of success. If it cannot repair the computer, Microsoft says WinRE provides a report of the problems it found. The report can help you choose the next recovery action, but it does not guarantee that the underlying hardware, storage device, or every software problem has been fixed.

What should I do before running Startup Repair?

A short preparation check prevents avoidable interruptions and protects your recovery options.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Find the BitLocker recovery key if the drive is encrypted. Microsoft warns that the key may be required to complete recovery tasks. If the device is managed by an employer or school, the organization may hold the key; otherwise check the location where you normally store Microsoft account recovery information.
  • Disconnect nonessential peripherals. Leave the keyboard, mouse, display, and power connected, but remove external drives, docks, and accessories that are not needed to start the computer. This reduces the chance that WinRE examines the wrong boot device.
  • Keep the computer on reliable power. A repair that is interrupted by a flat battery or a loose power connection can leave the machine in the same startup state.
  • Back up important files when Windows can still start. Startup Repair is separate from Reset and reinstall choices, but Microsoft cautions that some recovery paths can result in data loss. If Windows starts intermittently, copy irreplaceable files before selecting more disruptive options.
  • Prepare recovery media if WinRE is inaccessible. A recovery drive or Windows installation USB gives you another route into the same recovery tools.

How can I open the Windows Recovery Environment?

Choose the least disruptive route available. WinRE can start automatically after repeated failed boots, from Windows settings, through a restart command, with a hardware recovery control on some PCs, or from recovery or installation media.

Let automatic recovery appear

After Windows fails to start correctly several times, it may enter WinRE on its own and display Automatic Repair. Microsoft also documents a fallback in which you interrupt normal startup twice by turning the computer off during boot; on the third start, Automatic Repair should appear. Use this forced-shutdown method only when ordinary recovery routes are unavailable, because cutting power during startup is inherently disruptive.

Use Windows 10 Settings

If you can reach the Windows 10 desktop, open Settings > Update & Security > Recovery > Advanced startup > Restart now. The computer restarts into WinRE rather than the normal desktop. Menu names vary by Windows release. The current Microsoft page does not verify every Windows 8.1 consumer screen, so do not assume this Windows 10 path is identical on 8.1.

Use Shift+Restart

From the Windows sign-in screen or Start menu, hold Shift while selecting Restart. If that option is available on the installation, Windows should reboot directly to the recovery menus. This route is useful when Windows still responds but you do not want to navigate through Settings.

Use a hardware recovery control

Some computers include a manufacturer-specific recovery button or key combination. Its location and behavior differ by model; consult the computer’s own documentation rather than guessing. The goal is to reach WinRE, not a factory-reset utility, so read each screen before confirming an action.

Use Windows installation media

On a working PC, create Windows installation media on a USB drive, then connect it to the computer that will not start. Microsoft specifies a USB drive of at least 8 GB for Windows installation media. Creating a recovery drive erases the USB drive’s existing contents, so use an empty drive or copy its files elsewhere first.

  1. Insert the installation USB into the nonfunctional computer.
  2. Start the computer and choose the USB device in its boot menu. The key used to open that menu depends on the computer.
  3. At Windows Setup, choose Repair my PC rather than beginning an installation.
  4. Continue into WinRE, then select Troubleshoot and Advanced options.

Installation media can be created on a separate, working computer, which is useful when the affected machine cannot reach its desktop or Settings.

How do I run Startup Repair in WinRE?

Once the blue WinRE menu is visible, follow this exact sequence. Labels can vary slightly by release, but the Startup Repair location is the same in Microsoft’s current workflow.

  1. Select Troubleshoot.
  2. Select Advanced options.
  3. Select Startup Repair.
  4. If WinRE asks you to choose an operating system or account, select the Windows installation that fails to boot and provide the requested credentials. An encrypted installation may request the BitLocker recovery key.
  5. Select Restart when prompted.
  6. Leave the computer connected to power while Startup Repair scans and attempts its repairs. Do not force a shutdown just because the screen does not change immediately.

When the process ends, Windows either starts normally or returns to WinRE with a report. If the desktop appears, restart once more normally to confirm that the boot problem is not immediately recurring. If Startup Repair reports that it could not repair the PC, keep the report available while deciding on the next option.

Which problems can Startup Repair fix?

Startup Repair focuses on components required during the early boot sequence. Microsoft lists these examples:

  • Missing or damaged Windows system files.
  • Corrupted Boot Configuration Data (BCD), which tells Windows how to locate and load the installation.
  • A damaged master boot record (MBR) on systems that use it.
  • Incompatible drivers that prevent the operating system from loading.
  • Certain registry errors that affect startup.

The tool chooses the repairs automatically; it does not present a general-purpose file browser or a manual disk-maintenance console. It is therefore unsuitable as a data-recovery method, and success with one category of boot problem does not establish that the storage hardware is healthy. If the report points to an issue Startup Repair cannot resolve, move to a recovery option that matches the change or symptom.

What if Startup Repair fails?

Do not repeatedly run the same scan without changing the diagnosis. Use the recent history of the computer and the availability of recovery points or media to select the least destructive next step.

Situation Recovery choice to consider Effect on personal files and settings
Windows stopped starting after a recent system change and a restore point exists System Restore Rolls back system files and settings; Microsoft describes it as not affecting personal files.
The failure followed a Windows update Uninstall updates Removes the applicable update rather than replacing the whole installation; exact availability depends on the recovery environment.
WinRE is available but normal startup remains impossible Use the remaining Advanced options and the recovery guidance for the specific symptom Impact varies; read each confirmation screen.
System files or the installation are too damaged for targeted recovery Reset or reinstall Windows More disruptive. Depending on the choice, applications, settings, and personal files can be removed.
The internal recovery tools cannot be reached Boot from a recovery drive or Windows installation media Media creation is separate from repairing the installation; creating a recovery drive erases the USB’s existing contents.

System Restore is the usual next experiment when a restore point predates the failure. It changes system files and settings back to that point while preserving personal files, but it is useful only if a suitable restore point exists. If an update immediately preceded the boot failure, the uninstall-update option is more directly related to that cause.

Reset and reinstall choices require extra caution. They can remove applications and settings, and some choices can remove personal files. Read whether the selected option keeps or removes files, and make a backup whenever Windows or another recovery environment still allows one.

How do I handle common Startup Repair obstacles?

WinRE never appears

Try the Windows 10 Advanced startup path if the desktop is reachable, then Shift+Restart. If neither works, create installation media on another working PC and use Repair my PC after booting from the USB. A computer-specific recovery button may also exist. Because Windows 8.1 screens are not fully documented by the current consumer WinRE page, rely on the labels shown on that machine instead of forcing a Windows 10 menu sequence.

BitLocker asks for a recovery key

This is an expected security check on an encrypted device, not evidence that Startup Repair itself damaged the installation. Microsoft warns that the recovery key may be needed for recovery tasks. Stop and locate the correct key before choosing actions that require it; repeated guesses will not substitute for the key.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The computer returns to Automatic Repair

Allow the automatic attempt to finish once, then note whether it opens WinRE and produces a report. If it does, run Startup Repair from Troubleshoot > Advanced options. A repeated loop means the targeted repair did not resolve the cause; use the report and recent changes to decide between System Restore, uninstalling an update, recovery media, or a more disruptive reset or reinstall.

Startup Repair says it cannot repair the PC

Record the report’s wording and any named file or component. Do not infer that every boot problem is a BCD problem or that reinstalling is immediately necessary. Match the next action to the evidence: restore a prior system state when a restore point exists, remove a suspect update, or use installation media when the local recovery environment is damaged.

Windows starts once and then fails again

Use the successful start to back up important files and identify what changed before the next failure. A one-time boot does not prove the original fault is gone. If the machine is running Windows 10 or 8.1, also plan for an operating-system upgrade because both versions are beyond their standard support periods.

Does Startup Repair work the same way on Windows 8.1 and Windows 10?

The recovery concept is the same: enter WinRE and choose the Startup Repair tool. The exact consumer screens, labels, and Settings paths may differ, and Microsoft’s current Startup Repair and WinRE pages are written for Windows 10 and 11 rather than serving as complete Windows 8.1 documentation. On an 8.1 computer, use the options actually displayed and prefer installation or recovery media if the built-in route is unavailable.

Windows 8.1 support ended on January 10, 2023. Microsoft says those computers can continue to function, but they no longer receive standard security updates or technical support. Windows 10 support ended on October 14, 2025, with the same broad lifecycle consequence. These dates explain why follow-up planning matters, but they do not make WinRE or Startup Repair unavailable on an existing installation.

What should I remember before choosing Reset or reinstall?

Startup Repair is a targeted first response, not a guarantee and not a substitute for backups. Keep the BitLocker key available, use an empty or backed-up USB when creating recovery media, and distinguish actions that preserve personal files from those that remove them. If Startup Repair fails, let the symptom, the timing of a recent update or software change, and the presence of a restore point determine the next step. Only move to reset or reinstall after reading the stated data consequences and securing any files you can still access.

Frequently Asked Questions

Can Startup Repair recover files from a failed hard drive?

No. Startup Repair addresses selected boot components; it is not a data-recovery service or a general disk-repair utility. If files are important, prioritize copying them from a still-working Windows session or another appropriate recovery method before attempting disruptive options.

How large must a USB drive be for Windows installation media?

Microsoft specifies at least 8 GB for Windows installation media. Creating a recovery drive erases the drive’s existing contents, so back up the USB first or use one that is empty.

Will the end of Windows 8.1 or Windows 10 support disable Startup Repair?

No. The January 10, 2023 Windows 8.1 and October 14, 2025 Windows 10 end dates mean Microsoft no longer provides standard security fixes and technical support, but an existing installation can still enter WinRE and run its recovery tools.

Why might Windows 8.1 show different Startup Repair menus?

Microsoft’s current consumer WinRE documentation focuses on Windows 10 and newer releases, and it does not verify every Windows 8.1 screen. Follow the labels shown by the 8.1 recovery environment or boot from installation media and choose “Repair my PC.”
