Sign in with your credentials saved, update and launch each game once, then select Steam > Go Offline. Games that require a connection or an external launcher may still refuse to run.
Prepare Steam and your games while online

Connect to the internet and sign in to Steam. On the login window, check Remember me.

Open Steam > Settings > Security. Make sure Don’t save account credentials on this computer is not selected.

Let Steam and each game you plan to play finish updating. Launch every game at least once while connected so it can complete any first-run installation or update requirements. Exit the game when setup is complete.

Valve describes Offline Mode as a way to play games through Steam without an active connection to the Steam Network. The feature does not remove a game’s own online requirements. Steam Support: Offline Mode
Switch Steam to Offline Mode

In Steam’s main window, select Steam > Go Offline.

Confirm the switch if Steam prompts you. Steam client features that depend on being online will be unavailable while Offline Mode is active.
Which games work offline?
Compatibility depends on the game, not just Steam’s mode setting. A game that requires an active internet connection or an external launcher may not start offline. Most games also need an initial connected launch to finish setup. Check the particular game’s and launcher’s requirements; a “100% – Ready” status in Steam does not guarantee offline support.
Close Steam safely
When you finish playing, close Steam normally. Valve advises against force-quitting Steam or shutting down in a way that could prevent it from saving information used by Offline Mode.
Reconnect and handle Steam Cloud carefully
Steam Cloud does not synchronize while you play offline. After reconnecting, let Steam sync your saves. If Steam shows a cloud-conflict prompt, read it before choosing which files to keep: local and cloud files may differ, and choosing incorrectly can risk losing progress or data. If Steam or a game will not start offline

Steam asks you to log in: Valve says there is no way to bypass the login while offline. Reconnect, sign in with Remember me checked, verify the credential-saving setting, and prepare Steam and the game before switching offline.

A game says it cannot start even though it is “100% – Ready”: Steam’s Ready status is not proof of offline compatibility. The Steam client or game files may also need updating, so reconnect and update them, then launch the game online before trying Offline Mode again.

The game uses an online service or another launcher: Steam Offline Mode cannot override those requirements. Check whether the game and its launcher support offline play.
