Prepare for an internet outage by planning separately for power, network access, and information you may need offline. A charged phone or power bank can keep a device running, a hotspot may provide a different route online, and printed contacts or a radio can help when networks are unavailable. For gamers, add one more check: confirm in advance which games and services you can actually use without an internet connection.

What should you prepare for when the internet goes down?

An internet outage can involve several different failures: power to your home, your internet provider’s network, mobile service, or more than one at once. Each backup handles a different part of the problem. A router UPS cannot repair a provider outage, and a phone hotspot is useful only if its mobile network still works.

The Government of Canada’s emergency guidance puts the dependency plainly: “Telecommunication service relies on utility power.” Its household recommendations include backup power, offline information, radio, and a practiced communications plan. The guidance was modified on August 4, 2026, and is aimed at Canadians and emergency management professionals; service-specific details still depend on your provider and location.

For a household that plays games, connectivity preparation is also about avoiding surprises: know which devices need power, which games or accounts might need an online check, and where essential instructions and contact details are stored. Do not assume that a powered console, PC, or router means the internet is available—or that a game will work offline simply because it is already installed.

A useful way to think about the problem is to separate three questions: Can you power the device? Can it reach a working network? Can you get the information you need without a network? A single outage may affect one, two, or all three. For example, a power bank may keep a phone on but cannot restore mobile coverage; a router UPS may preserve Wi-Fi but cannot repair an upstream provider failure; and a paper map remains available but cannot deliver live updates. Plan for each layer rather than buying one device and assuming it covers them all.

Which backup option handles which kind of outage?

Choose backups according to the failure they address. The options below are complements, not interchangeable ways to restore internet access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Option Helps with Does not solve by itself Check before an outage
Power bank A depleted phone battery or a household power loss affecting a compatible device. A cellular or internet-network outage. Charge it and confirm it can charge the devices you expect to use.
UPS for modem and router A loss of household power affecting local networking equipment. A provider-network outage or an upstream power failure affecting the provider. Check which equipment it can power and test the setup.
Mobile hotspot or alternate carrier A home internet-provider outage, if the mobile service you use remains available. Failure or congestion affecting the same mobile network or its upstream infrastructure. Ask the provider about coverage at your location, compatible devices, and current plan details.
Battery-, solar-, or hand-cranked emergency radio Receiving local broadcasts without home internet. Two-way contact or internet access. Check reception and confirm how the radio is powered or recharged.
Satellite communications Some severe outages affecting terrestrial communications infrastructure. Universal connectivity or the needs of a user without suitable equipment and training. Ask the provider about local coverage, equipment, subscription requirements, and training.
Printed plan, contacts, and maps Access to key reference information when devices or networks are unavailable. Live updates or communication. Keep current copies somewhere accessible and dry.

Compare options by the failure they address, whether they rely on infrastructure shared with your normal service, what information or communication they provide, and what power, setup, or subscription they need. A mobile hotspot is a different route from a wired home connection only if cellular service is available at that time and place. An alternate carrier may help if it uses a functioning network with coverage where you are, but the name of a different plan or device alone does not establish that it will work during a broad disruption.

California’s Public Utilities Commission describes a provider-resilience priority of at least 72 hours of backup power for specified facilities in Tier 2 and Tier 3 High Fire-Threat Districts, and for wireline providers in locations with insufficient mobile coverage. That is a geographically scoped measure for certain provider facilities—not a household battery recommendation or a guarantee that a particular customer will have service. It illustrates why keeping your own router powered and a provider’s network operating are separate issues.

How can you prepare your home before an outage?

Make a small set of preparations while power and connectivity are available. The goal is to keep essential devices usable, make basic information accessible offline, and know which provider-specific options apply to your home.

1. Build an offline information kit

  • Save emergency contacts on your phone and keep a paper copy in an accessible place.
  • Print your household emergency plan and maps you may need.
  • Preload relevant apps and subscribe to local text or email alerts while you are online.
  • Keep a battery-powered radio available for local weather and emergency updates, and check its batteries or charging method.

For gamers, the paper plan is for household needs rather than game access: include the contact information and meeting arrangements that matter if family members are separated. A downloaded map or saved app is only useful if it contains what you need before the network disappears, so check the offline material rather than assuming an app will retrieve it later.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the offline kit simple enough that people can find and use it under stress. Put current printed contacts, instructions, and maps in a known accessible place, and make sure household members know where it is. A paper copy can help if a phone battery is depleted, a device is unavailable, or an account or app cannot be reached. It will not provide changing conditions, so pair it with a radio or official alert channel when those are available.

2. Prepare power for communications devices

  • Charge a portable backup power supply and store a compatible phone charger with it.
  • Check that the power bank works with the household’s devices, rather than relying on its label or appearance.
  • If it suits your outage risks, connect the modem and router to a UPS. Check the equipment the UPS can support and test the arrangement.
  • Keep your radio’s power method in mind; a radio that is out of charge or has depleted batteries is not a useful backup.

A UPS keeps local equipment powered; it does not create an alternate path to the internet. Whether you can browse while it is running still depends on the provider’s network and the infrastructure serving it.

Think of charging as part of the plan, not an afterthought. Know where the power bank and its charger are stored, whether they fit the devices you intend to use, and whether the radio uses batteries, solar charging, or a hand crank. Those are different power arrangements, and none is useful if the household cannot locate it or does not know how to use it. A phone power bank and a router UPS also serve different equipment; do not assume one can substitute for the other.

3. Check service options with your providers

Ask your internet and mobile providers about outage information, backup features, device compatibility, and coverage where you live. A mobile hotspot is a possible alternative to a home ISP only when the relevant cellular network and its upstream systems are functioning. Provider redundancy measures can reduce some risks, but they do not promise uninterrupted service to any particular household.

Do not assume that an alternate carrier will solve every mobile outage: check which network and plan the device actually uses, and whether service is available at your home and likely destinations. Terms, device compatibility, and coverage are service- and location-specific, so confirm them with the provider rather than relying on a general promise.

Ask practical, specific questions before choosing a backup: whether your existing phone can act as a hotspot, whether your plan permits it, whether you need a separate device, and what coverage is expected at the places where your household may need service. Check how the provider communicates outage information as well. A feature or network arrangement that works in ordinary conditions should not be treated as a guarantee during a widespread event.

4. Check game and device access while online

Use the time before an outage to find out what your own devices require. Try launching the games you may want to play with the internet connection disabled, and note any account, sign-in, or service dependencies you encounter. Check that the games and updates you need are already installed, and make sure you understand where your saves are stored. This is a practical household test, not a guarantee that every game or service will remain available in every outage.

Also identify which devices need power and which chargers fit them. Keep the emergency power supply focused on communications and essential household needs; do not assume a phone power bank or a router UPS can run a gaming PC, console, or display. Their supported equipment and power needs differ, so check the actual devices and the backup equipment before relying on them.

How should your household communicate if networks fail?

Agree on a plan before an emergency, including where household members should meet and who to contact if local communications are disrupted. Choose both a virtual meeting point for when services work and a physical meeting place for when they do not. Identify an out-of-town contact who may be outside the affected area, and make sure everyone knows how to reach that person without looking up the number online.

Walk through the plan together. Put the printed contacts and instructions where household members can find them, and decide who will carry or retrieve them if you need to leave. The Federal Emergency Management Agency’s 2024 Continuity Guidance Circular uses the PACE idea—Primary, Alternate, Contingency, Emergency—for organizational communications planning. Households can borrow the fallback sequence without treating that formal organizational guidance as a consumer program.

PACE is a reminder to decide on successive options before the preferred one fails, not a promise that every backup will be available. For a household, that could mean knowing the normal way to reach each other, the next available channel, and what to do if communication is not possible at all. Make sure the plan includes a physical meeting place and an out-of-town contact, not only an online group or phone number. Share the instructions in advance so no one has to search for them while service is down.

If an outage is underway, conserve phone battery by reducing screen brightness, closing unused apps, and turning off radios or services you do not need. Keep calls brief and urgent. SMS, email, or social media may use less bandwidth than voice calls and may work when voice service is disrupted, but that depends on the network; none is a guaranteed channel.

What should you do during an internet outage?

First work out which layer has failed before changing equipment. Check whether household power is available, whether your local Wi-Fi network is working, and whether your provider or mobile service reports a problem. Use an available radio or printed information for local updates, and follow directions from emergency officials.

  1. Protect battery. Reduce screen brightness, close unused apps, and disable radios or services you are not using.
  2. Use the right available channel. Keep calls brief and urgent; try text, email, or social media only if the service is available and appropriate.
  3. Use offline references. Consult printed contacts, maps, and your household plan. A local radio can provide broadcasts without relying on your home internet connection.
  4. Do not mistake powered equipment for a working connection. A router on a UPS can still be unable to reach the provider, while a hotspot cannot help if its mobile network is also down.
  5. Follow official instructions. Use emergency updates from local authorities where available and follow their directions.

This sequence helps avoid relying on the wrong backup. If power is out, conserve remaining device charge and use the power sources you prepared. If the router is powered but home service is unavailable, a reset cannot restore a provider network failure; check provider status and consider mobile service only if it is working. If both internet and cellular access are unavailable, switch to radio broadcasts and printed information, and follow the household’s meeting and contact plan.

When normal service returns, check that devices have reconnected and that any queued communications or saved information are in the state you expect. If a provider outage persists or service behaves unexpectedly, use the provider’s service-specific support information rather than treating a local equipment reset as a universal fix.

When are satellite phones or other satellite communications worth considering?

Satellite communications may be a backup in some severe outages affecting terrestrial infrastructure, but they are not a universal or automatic solution. The cited Cybersecurity and Infrastructure Security Agency material is directed to emergency communications agencies and emphasizes understanding equipment, capability, and training; it does not establish consumer prices, coverage, or plan terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are considering satellite equipment for a specific risk, confirm coverage, equipment requirements, subscription details, and training directly with the provider. Treat it as a specialized option, not a substitute for printed contacts, a radio, or a household plan. The information available here does not establish a current consumer price, subscription requirement, or coverage area, so compare those details for your location and intended use rather than assuming a satellite device will work everywhere.

How can you test whether your plan is ready?

A plan is more useful when household members have tried it before an emergency. Do a short rehearsal that checks the actual devices, offline materials, and communication steps you intend to rely on.

  • Locate the paper plan, contacts, and maps without using an online account or search.
  • Check the radio’s reception and power method.
  • Confirm the power bank can charge the intended devices.
  • Test the modem/router UPS setup and note what it powers; do not treat a successful equipment test as proof that the provider’s network will remain available.
  • Practice using the agreed meeting point and out-of-town contact.
  • Try launching the games you expect to use with the internet disconnected, and record any sign-in or service requirement you encounter.
  • Review the plan when household contacts, devices, provider arrangements, or local risks change.

Use the rehearsal to check the whole chain, not just the hardware. Can household members find the paper contacts? Do they know which radio to use and how it is powered? Can the intended phone be charged by the power bank? Does the UPS support the local modem and router setup? Do people know what to do if neither Wi-Fi nor cellular service is available? These checks reveal gaps while you still have time to adjust the plan.

The most robust preparation is layered: power for devices, a separate route to the network where available, and useful information that does not depend on either. Each layer has limits, so know which one you are testing.

Frequently Asked Questions

Can I use my phone as a hotspot during a home internet outage?

Possibly, if your phone plan allows hotspot use and the mobile network at your location is working. Check the plan and device details with your mobile provider before relying on tethering.

Will a UPS keep my internet working during a blackout?

It can keep compatible modem and router equipment powered, but whether the connection continues depends on the provider’s network and upstream infrastructure. A working UPS does not guarantee that service will reach your home.

What does PACE mean in emergency communications planning?

PACE stands for Primary, Alternate, Contingency, Emergency: a way to plan successive communication options if the preferred one fails. FEMA’s 2024 Continuity Guidance Circular presents it as organizational guidance, though households can use the same fallback-planning idea.

Does satellite communication work everywhere during a disaster?

No universal coverage claim is established here, and the cited CISA material is aimed at emergency communications agencies rather than consumer service comparisons. Ask a provider about coverage, equipment, plan requirements, and training for your intended use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I keep available offline before an outage?

Save emergency contacts on your phone and keep a paper copy, print your household plan and maps, preload useful apps, and subscribe to local text or email alerts while online. A battery-, solar-, or hand-cranked radio can provide local broadcasts without home internet.

Will a hotspot work if my home internet provider is down?

It may, if mobile service and the relevant upstream infrastructure are still functioning. Check local coverage, device compatibility, and plan details with your mobile provider; an outage or congestion affecting that network can also disable the hotspot.

How can I communicate if voice calls do not work?

Keep calls brief and urgent. SMS, email, or social media may use less bandwidth than voice calls and may work when voice service is disrupted, but availability depends on the network. Keep printed contacts and agree on a meeting place and an out-of-town contact in advance.

Does a provider’s backup-power policy guarantee my home will have internet?

No. California’s CPUC describes a priority of at least 72 hours of backup power for specified facilities in certain high-fire-threat areas and locations with insufficient mobile coverage. It is a scoped provider measure, not a household battery recommendation or a guarantee of service to a particular customer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Prepare for three separate needs: power to your devices, a working route to a network, and information you can use offline. Keep contacts, plans, and maps on paper; charge and test a power bank and radio; ask providers about coverage and backup features; and rehearse your household plan. A UPS, hotspot, or satellite device can help in some circumstances, but none guarantees connectivity in every outage.
