How to Publish a Game on Xbox: ID@Xbox and Microsoft Store Steps

A practical guide to choosing the right Microsoft publishing route, preparing a GDK submission, passing Xbox certification, and completing the steps required before retail release.

To release a game on an Xbox console, you generally need to register as an Xbox partner, enroll in Partner Center, apply to ID@Xbox, submit your game concept for approval, complete Xbox onboarding, build and upload a GDK package, configure the product, pass certification, request a revenue SKU, and publish to the RETAIL sandbox. A Partner Center developer account alone does not grant Xbox console publishing access.

If your target is only the Microsoft Store on Windows and you do not need Xbox services, you can use the Store developer route without joining ID@Xbox. Choose the route before planning your schedule: concept review, onboarding, certification, and release setup are separate gates.

Choose the publishing route that matches your game

Start with the platform and services you intend to ship. Xbox console publication and a Windows Store listing are not interchangeable routes, even though both use Partner Center. The deciding question is whether you need to publish on Xbox consoles or use Xbox services—not simply whether your game runs on Windows.

Release target Account and program route What that route means
Xbox console, or a release using full Xbox services Register as an Xbox partner, enroll in Partner Center, apply to ID@Xbox, submit a game concept, and complete Xbox onboarding Concept approval is an early gate. Xbox certification and release configuration are required before retail publication.
Microsoft Store on Windows, without Xbox services Enroll as a Microsoft Store developer and use Partner Center You can publish a Windows Store game without Xbox concept approval, but this route does not provide Xbox services.
GDK game for Windows that uses Xbox services Follow the Xbox creator and GDK route, including the applicable concept approval and Xbox-specific guidance Do not assume a standard Windows Store submission covers Xbox services or Xbox certification requirements.

Features such as achievements or Gamerscore can affect the route because they depend on Xbox services. If you are unsure whether a planned feature requires Xbox program access, resolve that with Xbox before committing to a release plan.

What Partner Center does—and does not—provide

Partner Center is the account and product-management environment used for Store submissions. A Store developer account lets you submit eligible Windows products; it is not the same as membership in ID@Xbox. For an Xbox release, you need the Xbox program path and an approved game concept in addition to Partner Center enrollment.

Microsoft says that without concept approval, a developer has only limited Xbox services for development and testing and cannot submit for Xbox certification or publish with Xbox services. That limitation does not prevent a separate Windows Store release that omits Xbox services.

Complete Xbox registration, Partner Center enrollment, and ID@Xbox review

Microsoft describes Xbox onboarding as a sequence of registration, account setup, concept review, and access provisioning. Registration for Xbox partnership and an ID@Xbox application have no fees according to Microsoft’s 2026 onboarding guide; that statement does not establish that every development or release expense is free.

  1. Register as an Xbox partner. Use a Microsoft account for the registration. The ID@Xbox guide recommends creating a fresh personal Microsoft account for this purpose.
  2. Accept the required agreements. Sign the NDA, then review and accept the App Developer Agreement as part of Partner Center enrollment. Microsoft verifies the submitted enrollment information.
  3. Confirm Partner Center access. Successful enrollment creates a Partner Center account and displays a Seller ID. Keep the account and Seller ID available for product setup and future correspondence.
  4. Submit a game concept to ID@Xbox. Microsoft sends the concept through Trust & Safety review. This is not the same step as Partner Center registration; an account does not substitute for an approved concept.
  5. Complete the program agreements and onboarding. If the concept is approved, Microsoft asks the developer to sign the Title Licensing Agreement and GDK Agreement. Onboarding also includes supplier setup and access to the Entertainment Developer Store for development kits.

How long to allow for the early gates

Microsoft’s 2025 ID@Xbox registration guide describes concept Trust & Safety review as typically taking 10 to 15 business days. Its 2026 onboarding guide says full Xbox onboarding typically takes around two weeks. These are estimates for distinct stages, not guarantees, and the two-week onboarding estimate should not be treated as a substitute for concept-review time.

Start these steps well before your intended release window. The public estimates do not promise that review, verification, or account-specific setup will finish on a particular date. Microsoft also says that signed agreements and policies take precedence over public guidance when the two conflict.

Build the GDK package and configure the Store product

For the Xbox GDK route, Xbox creator enrollment and an active Partner Center account are prerequisites to the documented package-upload process. The package is only one part of the submission: the product also needs its Store-facing information and, where applicable, Xbox gaming metadata and services configured.

  1. Create the game product and complete Game setup. Establish the product in Partner Center and fill in the setup information requested for the release.
  2. Create and upload the package. Build the package with the GDK, then upload it to the product in Partner Center. Use the package intended for the target platform and submission.
  3. Complete Properties. Enter the product properties requested for the listing and submission.
  4. Set Age ratings. Provide the age-rating information required for the product.
  5. Prepare Store listings. Add the Store listing content and assets requested for the applicable release. If the game is also published on Xbox, Microsoft says Xbox images are required for proper display.
  6. Set Pricing and availability. Configure where and how the product will be offered using the options available for the release.
  7. Configure Gaming metadata and Xbox services where applicable. The exact setup depends on the target and the features in the game; a Windows Store product without Xbox services does not follow every Xbox-specific configuration step.
  8. Review the submission before certification. Check the package and product information together rather than treating a successful upload as a complete submission.

Microsoft’s Store tutorial uses this broad sequence for publication. The exact fields and requirements vary with platform and product features, so follow the current Partner Center workflow and Xbox-specific instructions shown for your product rather than assuming every game has the same checklist.

Think of the submission as a product record, not just a build upload

The uploaded package is the playable software being reviewed, but Partner Center also holds information that helps identify, describe, price, and present the product. Properties, age ratings, listing text and images, pricing and availability, and gaming metadata each have a role in the release setup. If your game uses Xbox services, those settings are part of the Xbox-specific path as well. A complete package upload therefore does not mean the product is ready to certify or publish.

Keep the configuration aligned with the actual release target. A Windows-only listing that omits Xbox services is not a substitute for the console route; conversely, a product intended for Xbox may need platform-specific Store imagery and Xbox metadata. Microsoft’s tutorial lays out a common order, but the options and required fields depend on the product and its features. Work through the Partner Center flow for the relevant release rather than copying a checklist from a different platform.

Prepare for Xbox certification

Microsoft requires products releasing on Xbox consoles or PC to pass certification. Certification is more than an upload check: the process includes submission checks, Build Verification Testing, and Xbox Requirements testing. Applicable requirements vary by product type, platform, and release stage. The certification team also reviews Store listing and pricing information and tests the game packages.

Before you submit

  • Review the Submission Validator log and resolve failures and unexpected warnings.
  • Complete the certification questionnaire accurately.
  • Include supplemental information that helps the certification team understand how to evaluate the game. Microsoft’s examples include an achievement guide, a walkthrough, or a summary of key features.
  • Inform your Xbox contacts before submitting, as the guidance recommends.
  • Check that the package, listing, pricing, and relevant gaming metadata are ready for review.

The cited certification guidance does not require a certification appointment. A preorder has an additional condition: a certified package is required. If you are considering a preorder stub file, discuss it with your Microsoft contacts because its use may require approval.

What happens during certification

The initial submission checks include review of the Submission Validator results and antivirus scanning. Build Verification Testing and Xbox Requirements testing follow as part of the broader process. A clean validator result is useful preparation, but it is not certification approval; the package and product must still complete the applicable checks.

Microsoft’s 2026 publishing article estimates certification at under five days. Treat this as an estimate, not a service-level guarantee. The public guidance does not promise the same duration for every title or explain a universal resubmission turnaround, so leave schedule margin for issues that require changes and another review.

Make certification easier to evaluate

Use the questionnaire and supplemental materials to explain how the submitted game should be assessed. If a feature is not immediately apparent, a concise walkthrough or key-features summary can help reviewers understand where and how to encounter it. An achievement guide is particularly relevant when the product includes achievements. These materials support evaluation; they do not replace the package, questionnaire, validator checks, or applicable Xbox Requirements tests.

Before submission, treat the validator log as a final quality-control step, not a prediction that the review will pass. Resolve failures and investigate warnings that appear unexpected, then make sure the certification questionnaire describes the build and its features accurately. Because requirements vary by platform, product type, and release stage, do not assume that another game’s checklist or a prior submission’s result fully covers this title.

Configure the revenue SKU and publish to retail

Passing certification does not by itself place an Xbox game in the Store. Xbox products use a reseller pricing model and require a revenue SKU before publication to the RETAIL sandbox. To request SKU configuration, send the product’s Store ID to your Xbox contacts.

  1. After certification, identify the product’s Store ID in the product information.
  2. Send that Store ID to your Xbox contacts and request the required revenue SKU configuration.
  3. Wait for the SKU setup and complete any release actions required for your product.
  4. Publish to the RETAIL sandbox when the product is ready for retail release.

Keep certification status, the Store ID, and the SKU request in view as separate release dependencies. A certified build can still be short of publication if the revenue SKU has not been configured.

This last handoff is easy to miss if you think of certification as the final step. Certification confirms that the product has passed the applicable review; the revenue SKU is a separate requirement for Xbox retail publication. The documented action is to give your Xbox contacts the product’s Store ID and request the SKU configuration. Include that dependency in release planning rather than waiting until the day you expect the product to appear in the Store.

Plan the schedule around separate estimates

Microsoft publishes estimates for several stages of the release process. They describe different kinds of work and should not be read as a guaranteed end-to-end launch time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Stage Microsoft’s published estimate Qualification
ID@Xbox concept Trust & Safety review Typically 10 to 15 business days From Microsoft’s 2025 ID@Xbox registration guide; an estimate for concept review.
Full Xbox onboarding Typically around two weeks From Microsoft’s 2026 onboarding guide; a separate onboarding estimate.
Submission processing Under six hours Microsoft’s 2026 publishing article estimate.
Certification Under five days Microsoft’s 2026 publishing article estimate; not a guaranteed outcome or deadline.
Publishing Under six hours Microsoft’s 2026 publishing article estimate.

These figures cover the stages Microsoft names, not every decision or task between starting an application and releasing a game. Account verification, concept review, package preparation, resolving certification issues, and revenue SKU configuration are distinct considerations. Do not simply add the estimates and treat the result as a promised launch date.

Build a release plan with gates, not one countdown

For an Xbox release, sequence the work around the dependencies: partner registration and Partner Center enrollment; concept review; completion of onboarding and access; package and product preparation; certification; revenue SKU configuration; then retail publication. The published concept-review estimate is expressed in business days, while other stages are described in days or hours. They are not interchangeable units, and none guarantees a completion date.

The Store route without Xbox services has a different starting point and does not require Xbox concept approval. If your platform or feature plan changes—for example, if you decide you need Xbox services—revisit the route early. A change in route may mean additional program approval and Xbox-specific configuration, not merely a different checkbox at the end of a Windows Store submission.

Microsoft’s estimates are useful for rough planning, but leave room for account verification, product setup, questions from reviewers, changes to a package, and the separate SKU request. The documentation does not provide a universal turnaround for every one of those tasks. For the most reliable date-specific guidance, coordinate with your Xbox contacts and follow the instructions attached to your Partner Center product.

Windows-only Microsoft Store submission without ID@Xbox

If the game is a Windows release and does not use Xbox services, enroll as a Microsoft Store developer and submit through Partner Center. Microsoft explicitly allows this route without an approved Xbox concept, provided the product is published without Xbox services. The Windows submission still requires product setup, a listing, a package, and certification submission as applicable to the product.

Do not use this as a shortcut for an Xbox console release or a Windows product that relies on Xbox features. If the release plan changes and Xbox services become necessary, revisit the program route and approval requirements before building the launch around the Windows-only submission.

This distinction also answers a common account question: Partner Center is where developers manage Store products, but membership in a game program is separate. A Windows Store developer account may be enough for an eligible Windows-only release, while console publication and full Xbox services require the Xbox-specific route. If your game needs achievements, Gamerscore, or other Xbox services, confirm the applicable program and concept requirements rather than assuming that an ordinary Store enrollment provides them.

Common planning mistakes to avoid

  • Confusing account enrollment with program approval. A Partner Center account is useful for Store submission but does not mean the developer has joined ID@Xbox or received concept approval.
  • Leaving concept review until the build is finished. Concept approval is an early gate for Xbox certification and publication with Xbox services. Begin the process early enough to accommodate the separate review estimate.
  • Treating the package as the whole submission. Store properties, age ratings, listing assets, pricing and availability, gaming metadata, and Xbox services may also need configuration.
  • Assuming certification automatically publishes the game. Xbox retail publication also depends on revenue SKU configuration and publication to the RETAIL sandbox.
  • Planning to a best-case estimate as if it were a guarantee. The published durations are estimates for named stages. They do not ensure that account review, corrective work, or release setup will finish on a specific date.
  • Assuming every Xbox-related feature is covered by a Windows Store listing. A Windows release without Xbox services is a separate route; Xbox services require the appropriate Xbox path and approval.
  • Assuming “no fees” covers the whole project. Microsoft says partner registration and the ID@Xbox application have no fees. That is not a statement that development, kits, or every release-related activity has no cost.
  • Leaving the SKU request until after the planned launch date. Certification and revenue SKU setup are separate dependencies. Ask your Xbox contacts to configure the SKU using the Store ID before the retail publication step is due.

Practical pre-submission checklist

Before you submit, confirm that the route matches the product: console or Xbox services means the Xbox program path; Windows Store without Xbox services can follow the Store developer route. For the Xbox path, verify Partner Center access and concept approval, complete the applicable agreements and onboarding, and make sure the GDK and package workflow is available to your team.

Then review the product in Partner Center as a whole. Inform your Xbox contacts before certification submission. For launch planning, keep the Store ID and revenue SKU request visible as their own post-certification tasks.

Program terms and Partner Center workflows can change, and account-specific instructions may differ from general public guidance. Microsoft states that signed agreements and policies take precedence where they conflict with its public guides. Check the current Xbox documentation and your account instructions before making a release commitment.

Frequently Asked Questions

Is a Partner Center account the same as ID@Xbox?

No. Partner Center is the developer account and product-management environment used for Store submissions. It does not by itself enroll you in ID@Xbox or approve your game concept for Xbox certification and Xbox services.

How long does Xbox certification take?

Microsoft’s 2026 publishing article estimates certification at under five days. It is an estimate, not a guaranteed turnaround. Concept review, onboarding, package preparation, and any needed fixes are separate parts of the schedule.

Can I publish on the Microsoft Store without ID@Xbox?

Yes, if you are publishing a Windows game without Xbox services. Enroll as a Microsoft Store developer and use Partner Center. This route does not provide Xbox services and does not replace the Xbox program requirements for console publication.

Does passing certification automatically publish an Xbox game?

No. Xbox retail publication also requires a revenue SKU and publication to the RETAIL sandbox. After certification, send the product’s Store ID to your Xbox contacts to request SKU configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does it cost anything to apply to ID@Xbox?

Microsoft’s 2026 Xbox onboarding guide says there are no fees to register as an Xbox partner or apply to ID@Xbox. That statement does not mean all development or release costs are free.

The Bottom Line

For an Xbox console launch, treat ID@Xbox concept approval, Partner Center setup, GDK submission, certification, revenue SKU configuration, and RETAIL sandbox publication as distinct gates. A Windows Store developer account alone is not Xbox publishing access. If you only need a Windows Store release without Xbox services, use the separate Store route. Start early, plan around estimates rather than promises, and confirm the current product-specific instructions with Microsoft.
