The hoist requires 15 Black Diamonds, 20 Elven Wood, and 30 Natural Fiber. Prepare rope-ladder materials too: the existing ladders do not provide a safe, complete route back up.
Where to find the Crystal Descent
The Crystal Descent is the campaign’s shaft from the upper Mines of Moria into the Lower Deeps. The official campaign objective places it in “My Journey in the Dark” and describes the task as: “Search for this massive mine shaft leading to the Lower Deeps”. The journal notes that routes east on the Upper Levels are blocked by Shadow-curse Runes and points to the Pilgrim Road as a possible open route.

The Lower Deeps region page lists the Crystal Descent, Orc Warren, and Tomb of Kings as its connections. In campaign mode, the Crystal Descent is the only descent into this region.
Rebuild the mine hoist to go down
Finding the shaft is not enough to complete the progression step: the next campaign objective is to rebuild its mine hoist. The Descent page lists these repair materials:

Once the hoist is repaired, use it to descend into the Lower Deeps.
Prepare for the descent and return trip
Activate the mapstones
Activate the mapstone at the top before descending. There is another mapstone at the bottom, but it must be repaired with 1 Black Diamond and 10 Stone. It can be easy to miss against the white rock: look to the left of the exit, near the water.

Bring materials for rope ladders
Carry Wood Scraps and Natural Fiber to build rope ladders. The fixed ladders in the shaft do not make the entire descent and return trip safe. The descent has ore pockets and ledges, commonly with spiders and shadow vents; side rooms can hold more ore and spiders.

The hoist, bottom mapstone, and rope ladders have separate purposes. Gather the hoist materials to unlock the descent, reserve the optional mapstone repair cost if you want to activate the lower mapstone, and bring Wood Scraps and Natural Fiber for a safer way back through the shaft.
