How to Stay Safe and Connected During a Cyberattack-Related Outage

Protect people first, then preserve communication, power and food. If internet, electricity or mobile service suddenly stops, treat the cause as unconfirmed until your utility, carrier or public authorities identify it. Attempt emergency help when needed, switch to another genuinely working route if the first one fails, and do not click an unexpected “restoration” link. A battery-powered radio, charged power bank, written contact plan, safe lighting and correctly operated generator can keep a household functioning while providers investigate.

What should I do in the first 10 minutes?

Start with life safety, not troubleshooting. A router restart cannot help someone who needs urgent medical attention or a household facing fire, carbon monoxide or a downed line.

  1. Check for immediate hazards. Look for smoke, fire, sparking equipment, a gas smell, extreme heat or cold, and downed electrical wires. Keep away from fallen lines and anything touching them.
  2. Help anyone medically dependent on power or communications. Move to the safest available location and use the person’s emergency plan. If urgent help is required, try 911. If the call does not connect, use another working phone or find a safe way to reach emergency assistance; do not spend several minutes repeatedly rebooting equipment.
  3. Map the failure. Check whether the problem affects only home Wi-Fi, household electricity, mobile service, or several at once. A single failed device points to a local equipment problem; several services failing together still do not prove a cyberattack.
  4. Preserve battery. Turn down screen brightness, close background apps and keep a charged power bank ready. Avoid unnecessary calls and video streaming while you work out which channels still function.
  5. Write down the time and what works. Note whether lights, landline equipment, mobile data, ordinary calls, texts, radio reception and a neighbor’s service are available. This helps you choose a route instead of assuming every channel is down.

The Federal Communications Commission’s investigation of the February 22, 2024 AT&T outage recorded more than 92 million blocked voice calls and more than 25,000 prevented attempts to reach 911. The FCC attributed that event to an equipment configuration error, not a confirmed cyberattack. Those figures describe that incident only and are not a forecast for another provider.

Is my internet down because of a cyberattack?

Not necessarily. An outage can come from a configuration mistake, equipment failure, damaged infrastructure, weather, a power cut or malicious activity. A service interruption by itself does not identify the cause.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Check the provider’s established status page, phone line or app through any route that still works, such as mobile data or a functioning connection at a trusted location. Read the wording carefully: “investigating,” “network issue” or “maintenance” is not the same as a confirmed cyber incident. The FCC’s July 11, 2025 notice about Cellcom described an outage the provider called a cyber incident, while the separate AT&T investigation found a configuration error. Neither historical case establishes what caused a new outage in your area.

Do not install “emergency” software offered in a pop-up or email. A router UPS can keep your modem and router powered, but it cannot restore an external provider network that is unavailable.

How do I stay connected when the internet fails but power remains?

Use whichever independent route is actually functioning, and assume that a single carrier or network can fail across voice, text and data.

Check provider information safely

Use a provider status page or official customer-service number obtained from a bill or the provider’s known website. If your home connection is down, a working mobile-data connection may open the page; if mobile service is also impaired, ask a trusted neighbor or use a public information channel when it is safe. Do not treat a working status page as proof that every household has recovered.

Keep a router backup in perspective

A battery backup for networking equipment is useful during a brief household power interruption when the cable, fiber or fixed-wireless network outside your home is still operating. It does nothing for a provider-wide failure, a cut line or a carrier outage. Size and connector compatibility matter, so check the equipment labels before buying or connecting a backup.

Use a written communications plan

Keep important numbers on paper, identify two meeting places (one nearby and one outside the neighborhood), and choose an out-of-town contact who can relay updates. Include medical providers, schools, utility contacts and relatives. A written plan still works when phones are uncharged or networks are congested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if power fails?

Power loss creates hazards independent of any cyber event. Bring out charged lights and power banks, protect medically necessary equipment, and follow local utility and public-health instructions.

Use safe lighting and charging

  • Prefer battery-powered flashlights or lanterns over candles, which can ignite nearby materials.
  • Charge phones from a power bank or a vehicle connection when the vehicle can be operated safely outdoors. Use the correct cable and avoid draining the vehicle battery to the point that it cannot start.
  • Never touch a downed power line, even if it appears inactive.

Operate generators outdoors only

The Centers for Disease Control and Prevention says to place a generator at least 20 feet from doors, windows and vents, with exhaust directed away from the building. Never run a generator, grill or fuel-burning appliance inside a home, garage, basement or other enclosed area. Use a battery-powered or battery-backup carbon-monoxide alarm, and follow the generator manufacturer’s connection instructions; do not improvise a connection to household wiring.

Plan for heat, cold and medical equipment

Identify a safe place to go if indoor temperatures become dangerous, especially for infants, older adults and people with health conditions. Contact the equipment provider or medical team for a plan covering oxygen concentrators, refrigerated medicines, powered mobility devices and other essential equipment. Local authorities may publish cooling centers, warming shelters or transportation options.

Can I call 911 when my phone says SOS?

Try 911 when there is an emergency, but an SOS indicator is not a guarantee that the call will connect. In the FCC’s review of the AT&T outage, some phones could connect through another network in SOS mode while others could not connect through the affected network; the agency also documented failed 911 attempts.

If the first attempt fails, try another genuinely working phone, move only if doing so is safe, or ask a nearby person, business or emergency service location for help. CISA warns that disruption can also affect emergency communications centers, so a failed call does not prove that no help is available. Do not assume Wi-Fi calling, a messaging app or text-to-911 will work in every location; availability and delivery depend on the local system and the outage.

Will texts work if calls won’t?

Sometimes, but neither ordinary SMS nor voice calling is guaranteed during an incident. The CDC’s April 18, 2024 guidance says, “In many cases, text messages will go through when a phone call may not.” A documented carrier incident, however, affected both calls and texts.

Route What it needs What can fail
Voice call A working cellular, landline or internet-calling path Network congestion, carrier outage, local power or an unavailable 911 center
Ordinary SMS A functioning mobile signaling path and charged phone Carrier incidents can block texts as well as calls; delivery is not assured
Internet message Working data connection for both sender and recipient Home broadband, mobile data, Wi-Fi equipment or the messaging service can be unavailable
In-person contact A safe route to an agreed meeting place or staffed facility Travel hazards, closed roads, weather or unsafe conditions

Send a brief text rather than repeatedly dialing when voice calls fail, but wait for confirmation before assuming it arrived. Use your prearranged meeting places and out-of-town contact when a network route is unreliable.

How do I get updates without internet or power?

A battery-powered or hand-crank emergency radio is the main offline information backup named in CDC preparedness guidance. It still needs usable batteries or crank power and a receivable local broadcast; a radio cannot guarantee coverage if stations or transmitters are also affected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Keep the radio, spare batteries and charging cables where everyone can find them.
  • Listen for official utility, emergency-management, weather and shelter announcements rather than unverified social-media claims.
  • Write down times, instructions and phone numbers as you listen so information survives a dead battery.
  • Use a provider’s official channel when any data connection returns, and compare it with local authority instructions.

A charged power bank and compatible phone chargers extend your ability to receive alerts. Keep them reserved for essential communication instead of entertainment during a prolonged outage.

How long will food last without power?

Keep refrigerator and freezer doors closed. CDC guidance says a closed refrigerator keeps food safe for up to four hours, while a full closed freezer stays cold for approximately 48 hours (about 24 hours if it is half full). These are food-safety limits, not promises that every appliance or room temperature will match those conditions.

Use an appliance thermometer if available, and follow local health guidance when temperatures or food condition are uncertain. Do not taste questionable food to decide whether it is safe. Check water advisories before drinking tap water, filling containers or using ice.

Make a separate plan for medicines that require refrigeration. Ask a pharmacist, clinician or medication manufacturer about storage limits and replacement options rather than guessing. Keep children, older adults and pets away from spoiled food and unsafe temperatures.

Is this service-restoration text real?

Treat unsolicited outage, refund or restoration messages as potentially fraudulent. The Federal Trade Commission’s April 2025 consumer guidance is direct: “Never click links in unexpected messages.” A message may imitate a utility or carrier and ask for a password, payment, verification code or remote access.

  1. Do not click its link, open an attachment or call the number in the message.
  2. Find the provider’s contact details on a paper bill, official app already installed on your device, or a website address you entered yourself.
  3. Ask whether the outage, restoration estimate or account request is genuine.
  4. Report the suspicious message through your carrier or the appropriate government fraud-reporting channel, then delete it.

Providers may use texts or email for legitimate notices, but the fact that a message arrives during an outage does not authenticate it.

What should a gaming household prepare before an outage?

Gaming systems are not emergency equipment, but a household that plays online often has several battery-dependent devices and may notice a network failure quickly. Prepare for people first, then protect equipment and data.

  • Communication: paper contact list, two meeting places and an out-of-town contact.
  • Power: charged phone power banks, suitable chargers, battery lanterns and a battery or backup-power carbon-monoxide alarm.
  • Information: battery-powered or hand-crank emergency radio and spare batteries.
  • Food and medicine: refrigerator/freezer thermometer, drinking water and a written plan for refrigerated medicines.
  • Equipment: surge protection or a compatible router backup only as conditional aids; neither repairs a provider or grid outage.
  • Records: save recovery codes, household addresses and key account numbers offline so a dead connection does not block access to essential services.

Keep the kit accessible rather than in a locked cabinet that depends on electronic access. Review it when seasons change, replace expired batteries and confirm that every adult knows the meeting locations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do when service returns?

  1. Verify restoration through the provider’s established channels, not an unsolicited link.
  2. Check on household members, neighbors who may need assistance and anyone using powered medical equipment.
  3. Recharge power banks, radios, lanterns and other backups.
  4. Inspect food, medicines and water supplies before using them; follow public-health instructions if an advisory remains.
  5. Record what failed, which routes worked and what supplies ran short, then update the written plan.
  6. Change passwords only if an official provider notice or a separate security event requires it; an outage alone is not evidence that your accounts were compromised.

Restoration timing varies by provider, location, damage and the type of failure. There is no universal recovery procedure or guaranteed timetable for a future incident.

Frequently Asked Questions

Should I buy a second internet connection for emergencies?

A second connection can help only when it uses infrastructure genuinely independent of the first provider and has coverage at your address. Check compatibility, power requirements, contract terms and whether both services share the same local failure points before relying on it.

Can a portable generator power my refrigerator and router at the same time?

Only if the generator is rated for the combined starting and running load and is connected exactly as its manual and local electrical rules require. Capacity does not change the non-negotiable requirement to operate it outdoors at least 20 feet from doors, windows and vents.

What should I write in an outage contact plan?

List full names, phone numbers, addresses, medical needs, school or workplace contacts, two meeting places and an out-of-town relay person. Keep a paper copy in the emergency kit so the plan remains available when phones or cloud accounts do not.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I tell whether a provider’s outage page is current?

Look for a timestamp, incident identifier and the provider’s normal status domain, then compare the notice with local utility or emergency-management updates. A page that loads does not mean every neighborhood or service type has recovered.
