How to Unlock All Seven Sevii Islands in Pokémon FireRed

Finish the League, record 60 species, upgrade your Pokédex, then return the Ruby from Mt. Ember to Celio for the Rainbow Pass to Islands Four through Seven.

To unlock travel to all seven Sevii Islands in Pokémon FireRed, finish the Pokémon League story, record at least 60 different Pokémon species, and get the National Pokédex upgrade from Professor Oak. Then return to Celio on One Island, bring him the Ruby from Mt. Ember, and receive the Rainbow Pass. The pass opens ferry travel to Islands Four through Seven; the later Sapphire quest is separate.

How to unlock Islands Four through Seven

  1. Complete the Pokémon League story. The National Pokédex check is part of the post-League progression.
  2. Record at least 60 different species. The requirement is 60 distinct species recorded in the Pokédex, not 60 Pokémon in your party. Once you meet it, visit Professor Oak at his lab for the National Pokédex upgrade. See the FireRed and LeafGreen walkthrough for the threshold and progression.
  3. Return to One Island and talk to Celio. Find him at the Pokémon Network Center. If you are elsewhere, take the ferry back to One Island.
  4. Retrieve the Ruby at Mt. Ember. Follow Celio’s objective to the cave area on Mt. Ember, collect the Ruby, and bring it back to him.
  5. Take the Rainbow Pass. The Ruby handoff prompts Celio to give you the pass. Use it for ferry travel to Islands Four, Five, Six, and Seven. The pass’s effect is described in the Sevii Islands reference.

What the Rainbow Pass does—and what it does not do

The Ruby exchange and the Sapphire quest are two different milestones. Returning the Ruby unlocks ferry access to all seven islands; it does not complete Celio’s entire Network Machine storyline. To finish that quest, find the Sapphire in Dotted Hole on Six Island, recover it after it is stolen and taken to the Team Rocket warehouse in Five Isle Meadow, then return it to Celio on One Island. Milestone What you do What it unlocks
Rainbow Pass Return the Ruby from Mt. Ember to Celio on One Island. Ferry travel to all seven Sevii Islands, including Islands Four through Seven.
Network Machine quest completion Recover the Sapphire from Team Rocket and return it to Celio. Completes Celio’s quest and enables trades with Pokémon Ruby, Pokémon Sapphire, and Pokémon Emerald. Later postgame outcomes also include Cerulean Cave access and an enhanced Elite Four rematch.

If the unlock is not progressing

  • Oak does not offer the National Pokédex: Make sure the Pokémon League story is complete and your Pokédex records at least 60 different species, then speak with Oak at his lab.
  • Celio has not started the Ruby objective: Confirm that you received the National Pokédex upgrade, then return to the Pokémon Network Center on One Island and talk to him.
  • You have the Rainbow Pass but cannot finish Celio’s quest: Island access is already unlocked. The remaining quest requires the Sapphire from Dotted Hole, its recovery from Team Rocket’s warehouse in Five Isle Meadow, and its return to Celio.
