Unlock the Control Center by advancing the Infra-Station outpost and completing the local progression objective tied to it. Guides agree that the gate is connected to Infra-Station, but differ on the exact level requirement, so use the objective text in your current game as the final check.
Progress the Infra-Station outpost

Continue the main story until Originium Science Park and its outpost activities are available.

Complete the Infra-Station outpost mission, then work through the infrastructure, prosperity, or OD Project objectives shown in-game.

Once the relevant objective is complete, return to the Control Center and check whether access has opened.

The guides do not describe the threshold consistently. NerdsChalk names OD Project “Infra” Level 2, while PowerPyx describes Infra-Station prosperity Level 2 and completion of the mission. Those labels may refer to related progression, but the available descriptions do not establish that they are identical. Follow the requirement displayed in your game rather than treating either guide’s wording as a guaranteed universal condition.
Why is the Control Center still locked?
Reaching the building alone is not enough according to the available guides. If it remains inaccessible, open the local outpost and project task lists and look for an unfinished Infra-Station requirement. Complete the next task shown there, then check the Control Center again.

Originium Science Park also has story and route progression. The END Wiki lists “Cross the Science Park” after “Alluvial Cleaning,” with the objective of clearing a path through the park toward Power Plateau; its “Walk in the Park” entry describes Blight blocking paths and lists “Park Way Party” as the preceding quest. These are regional story details, not confirmation of the exact Control Center gate: Cross the Science Park and Walk in the Park.
