The Layers Window is Paint.NET’s control panel for building an image from separate, editable layers. Open it with F7, click the row you want to edit, and use the controls at the bottom to add, delete, duplicate, move, or merge layers. The highlighted row is the active layer, and every brush stroke, fill, text object, or other drawing operation affects only that layer. Once you understand the active layer and the top-to-bottom stack, you can isolate edits, hide alternatives, adjust transparency, and import images without flattening your work.
What is the Layers Window in Paint.NET?
The Layers Window lists the individual layers that make up the current image. A new Paint.NET image starts with one layer named Background, and a document must always contain at least one layer.

Think of the list as a stack of transparent sheets. Layers higher in the list are composited in front of layers below them. Opaque pixels on an upper layer cover pixels underneath; transparent areas allow lower layers to show through. Paint.NET displays transparent canvas areas as a gray-and-white checkerboard. That checkerboard is an editing indicator, not part of the exported image.
Keeping artwork, text, shadows, and other elements on separate layers lets you change one element without repainting the rest. The stack also determines what the viewer sees, so layer order is as important as the pixels on each layer.

How do I open, close, or reset the Layers Window?
Press F7 to show or hide the Layers Window. You can also click the Layers Window icon in Paint.NET’s interface. The same command toggles the panel, so pressing F7 again restores it after you have closed it.
If the panel has been dragged into an inconvenient position or its size has become unusable, press Ctrl+Shift+F7. This resets the Layers Window position and size. To arrange it manually, drag its title bar to another docking location or move it as a floating window.
Recommended Free Tools
- Use F7 when you simply need the panel out of the way.
- Use Ctrl+Shift+F7 when the panel is missing, oddly sized, or difficult to reach.
- Drag the title bar when you want a custom workspace layout rather than a reset.
How do I select the layer I am actually drawing on?
The active layer is the highlighted row in the Layers Window. Click a layer’s name or thumbnail row to make it active; only one layer can be active at a time. Paint.NET sends all drawing operations to that highlighted layer, including brush marks, fills, and text objects.
If a mark appears on the wrong part of the image, stop editing and check the highlighted row before trying to erase or repaint anything. Select the intended layer, then continue. Selecting a different layer does not move existing pixels; it only changes where the next operation will be applied.
For keyboard navigation, Alt+Page Up moves editing focus to the layer above the current one, while Alt+Page Down moves it to the layer below. Ctrl+Alt+Page Up and Ctrl+Alt+Page Down move focus directly to the top or bottom layer. These commands are useful when the list is long and repeated mouse clicks would slow you down.
How do I add and name a layer?
Click Add New Layer (the plus icon) or press Ctrl+Shift+N. Paint.NET inserts a completely transparent layer immediately above the active layer and gives it a unique generic name such as “Layer X.” Because it starts transparent, adding it does not alter the visible image until you put content on it.

- Press Ctrl+Shift+N or click the plus icon.
- Confirm that the new row is highlighted and positioned immediately above the selected layer.
- Open Layer Properties with F4, double-click the layer row, or click the properties icon.
- Replace the generic name with a descriptive label such as Sketch, Text, or Highlights, then confirm the change.
Naming layers as soon as you create them prevents mistakes once the list grows. A descriptive name also makes it clear which row to select before a later edit.
How do I hide a layer without deleting it?
Use the checkbox beside a layer to toggle its visibility. A checked box includes the layer in the visible composite; an unchecked box hides it. Hiding changes what you see, but the layer and its contents remain in a saved .PDN document.
Visibility is therefore reversible. You can turn off a text, sketch, or effects layer to compare versions, inspect the artwork underneath, or export a clean view without removing any pixels. Click the same checkbox again to show the layer.
How do I make an entire layer transparent?
Layer-wide transparency is controlled in Layer Properties. Select the layer, press F4 (or open the properties by double-clicking the row), and change Opacity. Paint.NET represents alpha values from 0, completely transparent, to 255, completely opaque.
Opacity affects the layer as a whole, including all of its pixels. This is different from erasing pixels: reducing opacity preserves the content and lets you restore its strength later. The same Layer Properties dialog contains the Blend Mode selector. A blend mode changes how the active layer is combined with the layers below it, so inspect the composite after changing it.
- Choose opacity when you want the whole layer to become lighter or more see-through.
- Choose a blend mode when the interaction between this layer and the layers underneath is the goal.
- Use the visibility checkbox when you need a temporary on/off comparison with no change to opacity.
How do I move a layer above or below another layer?
Select the layer, then use the up or down arrow at the bottom of the Layers Window. You can also drag the row to a new position. Hold Ctrl while clicking the move-up control to send the layer to the top, or hold Ctrl while clicking move-down to send it to the bottom.
- Click the row you want to reposition.
- Use an arrow for a single step, drag the row for a larger move, or use a Ctrl-click to jump to an extreme.
- Check the canvas after moving it, because the new stack order changes which pixels cover others.
Reordering does not combine or alter the contents of the layers. It only changes their compositing order, so you can move the row again if the result is not right.
What is the difference between merging and reordering layers?
Reordering changes which layer is in front while keeping every layer separate. Merge Layer Down combines the active layer with the layer immediately below it, leaving one layer where there were two. Use the command after checking the stack order and appearance, because the two layers become one for subsequent editing.

The command always targets the active layer and its immediate neighbor; it does not merge with an arbitrary layer farther down the list. If you still need independent control over either element, reorder or adjust the layers instead of merging.
How do I duplicate or delete a layer?
Select a layer before using either command. Duplicate Layer (or Ctrl+Shift+D) creates an exact copy, including the layer’s contents and attributes. The copy is useful as a safety version before experimenting with opacity, blend modes, or major edits.

Delete Layer removes the selected layer; its shortcut is Ctrl+Shift+Delete. Paint.NET prevents you from deleting the last remaining layer, so a document always retains at least one layer. Because deletion removes that layer from the stack, use the visibility checkbox when you only need to temporarily omit it from the composite.
How do I import another image as a layer?
Choose Layers > Import From File, then select one or more image files. Paint.NET inserts the selected files as new layers. If an imported image is larger than the current canvas, Paint.NET can enlarge the canvas automatically.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open the Layers menu and choose Import From File.
- Select the image file or files to insert.
- Click the newly created row so it becomes the active layer.
- Rename it through Layer Properties if the default name is not meaningful.
- Reorder it, change visibility, opacity, or blend mode as needed.
Importing creates layers rather than flattening the existing image, so the original stack remains available while you position and adjust the new material.
Which way is fastest: menu, icon, or keyboard shortcut?
Menus are easiest to discover, icons are convenient when the panel is visible, and shortcuts are fastest once memorized. The table below compares the supplied ways to perform common layer tasks.
| Task | Menu or panel control | Shortcut | Best use |
|---|---|---|---|
| Show or hide Layers Window | Layers Window icon | F7 | Use the icon while learning; use F7 for quick toggling. |
| Reset panel position and size | Not stated as a panel button | Ctrl+Shift+F7 | Recover a misplaced or awkwardly sized window. |
| Add a layer | Add New Layer, plus icon | Ctrl+Shift+N | The shortcut is quickest during repeated layer creation. |
| Open Layer Properties | Double-click row or properties icon | F4 | Change name, visibility, opacity, or blend mode. |
| Delete active layer | Delete Layer | Ctrl+Shift+Delete | Remove a layer you no longer need. |
| Duplicate active layer | Duplicate Layer | Ctrl+Shift+D | Create a complete backup before experimenting. |
| Merge active layer down | Merge Layer Down | Ctrl+M | Combine adjacent layers when separate editing is finished. |
| Toggle active-layer visibility | Layer visibility checkbox | Ctrl+, | Compare the active layer with and without its contribution. |

What is a reliable layer workflow for a new project?
A consistent sequence prevents most layer mistakes. Start by deciding what should remain independently editable, then keep those elements in separate named rows.
- Open the Layers Window with F7 and confirm that Background is present.
- Create a layer with Ctrl+Shift+N for each independent element.
- Rename each new row immediately with F4.
- Before every edit, click the intended row and verify that it is highlighted.
- Use visibility checkboxes to inspect alternatives without deleting them.
- Adjust opacity or blend mode in Layer Properties when an element needs to interact differently with the artwork below.
- Reorder rows when an element is hidden behind another; merge only after you no longer need separate control.
- Duplicate a layer before a risky experiment so an exact copy remains available in the same document.
Why am I drawing on the wrong layer?
The most common cause is that another row is highlighted. Click the intended layer in the Layers Window and confirm that its row is active before drawing. Selecting a layer after the mistake will not transfer marks that were already made; it only directs future operations.

How do visibility, opacity, and deletion differ?
These controls solve different problems. Visibility is a reversible inclusion switch: the layer stays in the .PDN document but is omitted from the current composite. Opacity changes the strength of every pixel on the layer while preserving the layer itself. Deletion removes the layer from the stack, and Paint.NET will not allow the final remaining layer to be deleted.
| Change | What happens to the layer | Can you keep editing it? |
|---|---|---|
| Uncheck visibility | Hidden from the visible composite. | Yes; check it again to show it. |
| Lower opacity | Still visible, but every pixel contributes less strongly. | Yes; change the value again in Layer Properties. |
| Delete | Removed from the layer stack. | No; the layer no longer exists in the document. |
| Merge down | Combined with the immediately lower layer. | Only as part of the resulting combined layer. |
Frequently Asked Questions
Can I keep a hidden layer in a saved Paint.NET file?
Yes. An unchecked layer remains in the saved .PDN document, including its contents and settings. This lets you preserve alternate versions or optional elements for later editing instead of creating a separate file.
Why does Paint.NET show a checkerboard behind my artwork?
The gray-and-white checkerboard marks transparent canvas areas while you edit. It is a workspace indicator, not a pattern that Paint.NET automatically adds to the finished image.
How can I navigate a long layer list without clicking every row?
Use Alt+Page Up or Alt+Page Down to move editing focus one layer at a time. The Ctrl+Alt versions jump directly to the top or bottom, which is useful when a document contains many layers.
What should I check before merging two layers?
Confirm that the active row is the one you intend to combine and that the layer immediately below it is the correct neighbor. After merging, those layers become one, so they can no longer be edited independently.
