Windows 10’s programmable taskbar is Microsoft’s Taskbar Layout Modification XML system. An XML file defines the default pins, while a registry value tells Windows where to find that file. The same schema can be delivered in an OEM image or through device-management policy using a configuration service provider (CSP), provisioning package (PPKG), or Group Policy Object (GPO).
Use the OEM workflow when you are building a reusable Windows image. Use policy when an administrator must enforce a layout on already-deployed PCs. Individual users can still pin, unpin, and move apps interactively, but a policy refresh can put the managed layout back and overwrite those changes.

What is Windows 10’s programmable taskbar feature?
The feature is an XML-based way to define taskbar pins for a Windows 10 installation. It is intended primarily for original-equipment manufacturers, image builders, and administrators managing shared or standardized devices rather than for a single user making a one-off customization.
The important distinction is that the registry is not the list of applications. The value HKLMSOFTWAREMicrosoftWindowsCurrentVersionExplorerLayoutXMLPath points Windows to the XML file. The XML contains the actual taskbar layout and the identifiers Windows uses to locate each app.

Microsoft’s consumer documentation describes the taskbar as the surface for launching applications, switching windows, receiving notifications, opening Search and Start, and changing the order of pinned apps. Layout Modification XML automates the default-pin part of that experience during deployment.
Which Windows 10 deployment method should you choose?
Choose the method according to who owns the device configuration and when the layout must be applied.
| Approach | Best fit | Delivery | Pin limit or refresh behavior | User changes |
|---|---|---|---|---|
| OEM or image-based XML | Manufacturers and teams creating a reusable Windows image | XML in the image, located through LayoutXMLPath |
Up to three additional apps in the documented Windows 10 OEM customization | Users can change pins after setup; the image itself does not continually reapply the list |
| CSP policy | Managed devices configured by a mobile-device-management service | Taskbar XML delivered as a policy payload | Reapplies every eight hours or according to the ConfigRefresh interval | Policy reapplication can overwrite user changes |
| Provisioning package (PPKG) | Devices configured during provisioning or by applying a package locally | XML embedded in a provisioning package | Reapplies each time explorer.exe restarts |
Policy reapplication can overwrite user changes |
| Group Policy (GPO) | Domain-joined computers administered through Group Policy | Taskbar XML assigned by policy | Reapplies when the Group Policy setting changes | Policy reapplication can overwrite user changes |
Unattend TaskbarLinks |
Existing deployment processes that still rely on the older method | Unattend answer file | Supported in Windows 10 but deprecated | It is superseded when valid Layout Modification XML is present |
The “up to three” figure belongs to the OEM customization scenario. Microsoft’s policy XML documentation does not state a numeric maximum for policy pins, so do not apply the OEM limit to CSP, PPKG, or GPO deployments.
How does the OEM image workflow work?
An OEM-style deployment bakes the default taskbar into an image that can later be applied to multiple PCs. Microsoft’s sequence uses audit mode, Sysprep, Windows PE, and DISM.
- Install Windows 10 on a technician computer. Use the image edition and architecture you intend to deploy.
- Enter audit mode. Configure the reference installation without creating the final end-user profile.
- Set the XML location in the registry. Create or update
HKLMSOFTWAREMicrosoftWindowsCurrentVersionExplorerLayoutXMLPathso its value identifies the taskbar XML file. - Place the file at the selected location. Microsoft recommends
C:WindowsOEMTaskbarLayoutModification.xmlas the default path. - Create a recovery copy when required. Microsoft suggests keeping a copy under
C:RecoveryAutoApplyso a push-button reset can restore the OEM customization. - Generalize the reference installation. Run Sysprep to prepare the image for other computers.
- Boot to Windows PE and capture the image. Use DISM to capture the generalized installation, then apply that image to the target PCs.
Test the captured image on a clean machine and with a new user account. A layout that appears in the technician account is not sufficient proof that the default-user experience is correct.
How do I write a TaskbarLayoutModification.xml file?
The XML uses a taskbar pin list inside a layout collection. The order of entries is the order Windows uses on the taskbar in a left-to-right configuration.

The compact example shows the two common reference forms: a desktop shortcut path and a Universal Windows app identifier. A production file must use the namespaces and identifiers required by the Windows 10 schema and by the applications installed in the target image.
How do I reference desktop and UWP applications?
Windows 10 accepts different identifiers depending on the application type.
Classic desktop applications
A desktop program can be referenced by the path to its shortcut, such as an .lnk file in a common Start Menu or other shared location. The schema also supports a desktop application identifier. A shared shortcut is generally preferable in an image because every user can resolve the same path.
UWP applications
Universal Windows Platform apps are referenced with their AppUserModelID (AUMID), for example Vendor.App_...!App in the illustrative structure. The AUMID must match the package and application registered on the target system.
Internet shortcuts
Links to .url files are not supported. If a web destination is needed, use a supported desktop application shortcut instead of placing a URL file in the pin list.
A pin for an application that is not provisioned for the user does not appear. Verify that the app package or desktop shortcut exists for the account receiving the layout before treating a missing pin as an XML syntax problem.

How do I keep the built-in pins or replace them?
The PinListPlacement attribute controls whether your entries supplement or replace the default list.
- Use
PinListPlacement="Replace"when the XML should remove the default pinned applications and use the configured list instead. - Omit the attribute when the Windows defaults should remain and your configured applications should be added after them.
In the Windows 10 OEM context, the operating system starts with Start, Search, Task View, and Windows-provided links for Mail, Edge, File Explorer, and Store. Those built-in pins cannot be removed or replaced in that OEM scenario, even though the XML can control the additional OEM pins. Keep that distinction in mind when a replacement list appears to leave some icons untouched.

Regional variants let one XML file select different pin lists for different markets. Use the region portion of a language-region tag, and separate multiple regions with a vertical bar. For example, CN|TW targets China and Taiwan variants in the same regional rule.
The XML entry order determines taskbar order in a left-to-right configuration. On a right-to-left configuration, the displayed order is reversed. Test both the locale selection and the visual order on representative images; a correct XML file can still look wrong if the target shell direction differs from the technician environment.
How do I deploy taskbar pins with CSP, a provisioning package, or Group Policy?
Policy deployment starts with an XML file that has been validated against the Windows taskbar schema and checked against the applications provisioned on the managed devices. The policy schema supports UWP AUMIDs, desktop application IDs, and desktop shortcut paths.
- Create the layout. Decide whether defaults remain, whether a regional variant is needed, and which identifiers are valid on every target device.
- Validate on a test account. Apply the configuration to a clean Windows 10 device, sign in as a standard user, and confirm each expected pin appears in the expected order.
- Choose the delivery channel. Use a CSP for ongoing mobile-device-management control, a PPKG for provisioning workflows, or a GPO for domain-managed computers.
- Document ownership. Tell users that the layout is administrative configuration, not merely a personalization suggestion. Record the refresh behavior for support staff.
- Monitor reapplication. Check the relevant policy refresh event after changing the XML, and confirm that the new layout—not a cached previous version—is displayed.
These channels are not interchangeable from a user-experience standpoint. A CSP may restore the layout every eight hours or at the configured ConfigRefresh interval. A PPKG can reapply it whenever explorer.exe restarts. A GPO applies again when the policy setting changes. In all three cases, reapplication can overwrite pins that a user added, removed, or rearranged.

Why are my Windows 10 taskbar pins being overwritten?
The usual cause is a policy channel that is designed to reapply the XML. A user can make a local change, but the next CSP refresh, Explorer restart covered by a PPKG, or relevant GPO change can restore the administrative list.
Check whether the device is managed
Identify whether a CSP, provisioning package, or GPO is delivering a taskbar policy. If more than one management system is active, establish which one is authoritative before editing the XML.
Check the XML source and timestamp
Confirm the policy payload or image contains the version you intended to deploy. For OEM images, verify the registry value and the file at C:WindowsOEMTaskbarLayoutModification.xml rather than assuming a copied file is the one Explorer reads.
Check identifier and provisioning failures
A malformed identifier, a missing shortcut, or an app package that is not provisioned for the signed-in user prevents that pin from appearing. Compare each desktop path and AUMID with the target installation.
Check precedence and fallback
When Windows finds valid Taskbar Layout Modification XML, it ignores Unattend taskbar settings. If the XML is missing or invalid, Windows checks the older Unattend TaskbarLinks configuration. If neither is available, only Windows-provided pins plus Start, Search, and Task View appear.
Check shell direction and locale
An apparently reversed list may be the expected right-to-left rendering. A regional rule may also fail to match if its region code does not correspond to the device’s language-region configuration.

What is the difference between XML taskbar programming and Unattend TaskbarLinks?
Taskbar Layout Modification XML is the recommended Windows 10 mechanism for new OEM and managed deployments. Unattend TaskbarLinks remains supported as an alternative, but Microsoft documents it as deprecated.
XML also gives you the modern app-reference choices—AUMID, desktop application ID, and shortcut path—along with regional layouts and an explicit keep-or-replace decision. Because valid XML takes precedence, leaving an old Unattend setting in an image will not make it win over the XML file.

What does this feature not configure?
Taskbar Layout Modification XML controls application pins; it is not a general registry switch for every taskbar visual. Microsoft separately documents a default taskbar transparency of 15% and recommends 40% only for OLED displays used with dark mode. Those values are adjacent OEM customization settings, not prerequisites for pin programming.
An optional Color Profile Action Center tile is another separate setting. It can be enabled through a registry value after at least two ICC profiles are installed. Do not add either visual customization to the pin XML unless your deployment has a separate requirement for it.
What should I verify before releasing an image or policy?
- The registry value points to the intended XML file, and the file is present at that path.
- Every desktop shortcut path resolves for a standard user.
- Every UWP AUMID belongs to an app provisioned for the target user.
- No unsupported
.urlfile is included. - The XML has the intended
PinListPlacementbehavior. - Regional rules match the region codes used by your devices.
- Pin order has been checked in both left-to-right and right-to-left shell configurations when applicable.
- The image or policy has been tested after a new-user sign-in and after the applicable policy refresh or Explorer restart.
- Support documentation explains that managed reapplication can undo local pin changes.
With those checks complete, Windows 10’s programmable taskbar becomes predictable: the XML defines the layout, the deployment channel determines when it is applied, and app provisioning determines whether an individual pin can actually appear.
Frequently Asked Questions
Can a user rearrange pins after an administrator deploys the XML?
Yes. The taskbar still supports normal pin, unpin, and drag-to-reorder actions between policy applications. Those local changes are not guaranteed to persist when the device receives a new policy or a package-triggered Explorer restart.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDoes Taskbar Layout Modification XML change the Start menu layout too?
No. The documented schema is for taskbar pins and their placement. Start-menu configuration requires a separate Windows deployment or policy mechanism.
Why does a pin appear for one account but not another?
The referenced application may be provisioned for one user and absent for the other. Check package provisioning and shared shortcut permissions in addition to checking the XML syntax.
What should I do when a legacy answer file and XML specify different pins?
Keep the XML as the source of truth for the deployment. Windows uses valid Layout Modification XML first and consults Unattend TaskbarLinks only when the XML is missing or invalid, so remove conflicting legacy settings when they are no longer needed.
