A credible gaming-event safety program needs two connected documents: a public code of conduct that defines unacceptable behavior and reporting rights, and an internal incident-response plan that tells staff exactly what to do when a report arrives. Write both before registration opens, make acceptance a condition of participation, train every moderator and event worker, and test the reporting channels. The result should protect players, spectators, staff and online communities without turning discipline into arbitrary punishment.
1. Start with purpose, ownership and decision authority
Open the document with a short purpose statement: the event is intended to provide safe, fair and inclusive competition and attendance. State that the organizer will apply the rules consistently, protect people from retaliation, and respond to concerns as promptly as safety and due process allow.

Name the organization responsible for enforcement and identify an incident lead plus a backup. Give those people authority to remove someone from a venue, pause a match or stream, preserve evidence, contact security, and impose interim measures while an investigation is pending. Publish a staff email or role-based address rather than a personal address that could become unavailable. State which rules apply to the tournament operator, venue partner, platform moderators, teams and contractors, and where responsibility is shared.

Explain that the code is a condition of registration, accreditation, employment, volunteering, media access and spectator admission. Require competitors and staff to acknowledge it during registration; record that acceptance and require staff to confirm completion of training.

2. Define who and what the code covers
Scope is strongest when it follows the event ecosystem instead of stopping at the competition stage. List covered people and channels explicitly so a respondent cannot argue that conduct fell outside the rules.
- People: players, coaches, team owners, officials, referees, moderators, casters, production crews, contractors, volunteers, sponsors, media, invited guests and spectators.
- Physical spaces: the competition floor, practice rooms, hotels booked for the event, queues, transport arranged by the organizer, hospitality areas and official after-parties.
- Digital spaces: game servers, tournament platforms, voice and text chat, official Discord or community servers, livestream chat, social accounts, registration systems and support channels.
- Event-related conduct elsewhere: travel, private messages, doxxing or threats that identify an event participant, and online activity that targets an event, team or staff member.
Set the temporal boundary: for example, from registration and pre-event qualifiers through the official event, travel and any organizer-run side event. Say whether the code remains applicable to post-event investigations and appeals. If a third-party platform has its own terms, explain that those terms still apply; an organizer may also enforce this code when conduct occurs on that platform.
3. Describe expected conduct in observable terms
Positive duties make the code usable, not merely punitive. Require participants to treat others with respect, compete honestly, follow reasonable staff instructions, care for venue and equipment, cooperate truthfully with investigations, and respect accessibility needs. Ask people to use a person’s stated name and pronouns where practicable, keep communication relevant to the match, and move disagreements to an appropriate channel rather than escalating in public chat.
Use examples that a moderator can recognize. “Do not harass” is weaker than “Do not repeatedly contact someone after they ask you to stop, target them across multiple channels, or encourage others to pile on.” Explain that intent is relevant but not decisive: conduct can breach the code when its foreseeable effect is intimidation, exclusion or disruption even if the speaker calls it a joke.
4. List prohibited conduct with concrete examples
Organize prohibitions by behavior and include online and offline examples. The following categories cover the incidents most likely to threaten safety, competitive integrity or event operations.

Harassment, discrimination and sexual misconduct
- Bullying, personal attacks, sustained unwanted contact, humiliation, stalking, following or intimidation.
- Discrimination or hateful conduct based on protected characteristics, including slurs, discriminatory jokes, exclusionary gatekeeping and targeted dogpiling.
- Unwelcome sexual comments, sexual images or propositions, sexualized threats, unwanted touching, recording or sharing intimate material, and retaliation after a boundary is set.
Threats, privacy violations and abuse
- Threats of violence, credible threats against a person or venue, incitement, or celebrating an attack.
- Doxxing, publishing private contact or location information, impersonation, non-consensual recording, or distributing someone’s personal data.
- Abusive or offensive language directed at a person, team, staff member or protected group when it becomes threatening, discriminatory or materially disruptive.
Competitive-integrity violations
- Cheating, unauthorized software or hardware, exploiting a bug after being instructed not to, account sharing, smurfing where prohibited, and tampering with match records.
- Collusion, match manipulation, intentional losing, bribery, undisclosed betting conflicts, insider information misuse and attempts to influence an official.
- Scams, phishing, social engineering, fraudulent prize claims, payment fraud and attempts to obtain credentials or access tokens.
Safety, property and legal violations
- Sabotage, spamming, sustained disruption, unsafe crowd behavior, blocking exits, throwing objects, damaging equipment or property, and refusing a reasonable safety instruction.
- Possession or use of prohibited items at the venue, unauthorized entry, and conduct that violates applicable law.
Say that aiding, encouraging, attempting or directing another person to commit a breach is also covered. Avoid vague catch-all wording that lets staff punish unpopular opinions; reserve a general clause for conduct that is objectively threatening, discriminatory, fraudulent, unlawful or materially disruptive.
5. Build reporting routes people can actually use
Put reporting instructions near the top of the code and repeat them on registration, venue signage, stream descriptions and moderator dashboards. Provide at least one staffed in-person route and one written route.
Recommended Free Tools
- Immediate venue route: identify the event help desk, safety officer or floor manager. Tell people to approach any uniformed event worker if they cannot find the named desk.
- Digital route: provide a monitored email address or form, the expected operating hours, the information to include and an alternative if the system is unavailable.
- Anonymous route: offer a third-party confidential hotline or anonymous form where feasible. Explain that anonymity can limit follow-up and the ability to test conflicting accounts.
- Emergency route: for imminent danger, injury, fire or a suspected crime, instruct people to contact venue security or local emergency services first, then notify the incident lead when safe.
- Accessibility and language: offer interpretation, captioning, text-based reporting, screen-reader-compatible forms and a way to request a support person. Do not require a phone call when a disability makes calling impractical.
Tell reporters what details help: date and time, location or channel, usernames, people affected, witnesses, exact words or actions, screenshots or recordings, and whether the risk is ongoing. Accept reports from witnesses as well as targets. State that a person does not need to prove a violation before reporting in good faith.
Set service targets without promising an outcome. NVIDIA’s GTC code, updated in October 2025, provides a useful model: reports made during the conference receive a response within 24 hours, while reports at other times receive a response within two weeks. Choose targets that your staffing can meet and distinguish acknowledgment from a final decision.
6. Use a repeatable incident-response workflow
The internal plan should be a checklist with named owners, escalation triggers and a record for every stage. The following eight-step sequence works for harassment, safety incidents and competitive-integrity cases, with specialist escalation where needed.

- Receive and record. Timestamp the report; record the reporter, affected people, location or channel, immediate risk, witnesses, attachments and the staff member who received it. Give the report a unique case number.
- Triage safety. Ask whether anyone faces immediate danger, medical need, self-harm risk or ongoing contact. Call venue security or emergency services for imminent danger, separate involved parties, pause access or a match when necessary, and arrange medical or safeguarding support.
- Assign ownership and check conflicts. Name an incident lead and backup. Reassign the case if either has a personal, team, employment or financial conflict. Record the conflict check.
- Preserve evidence. Secure chat logs, match and anti-cheat records, stream video, access logs, screenshots, device or badge data and witness notes. Preserve originals, record who collected each item and when, and restrict access to the case team.
- Investigate fairly. Notify the respondent of the allegation in sufficient detail to answer, unless doing so would create a safety or evidence risk. Gather separate accounts, ask open questions, identify corroboration and document credibility factors and uncertainty. Apply the same decision standard to comparable cases.
- Decide and act. Apply the published sanctions matrix proportionately. Use interim measures when needed, escalate suspected crimes or safeguarding concerns to the appropriate authority, and refer competitive-integrity matters to the designated integrity function.
- Communicate. Acknowledge receipt, provide safe progress updates, and tell the reporter and respondent the outcome to the extent privacy and legal duties permit. Do not disclose another person’s confidential medical, contact or disciplinary information.
- Prevent recurrence. Close the case with a factual record, identify control failures, review moderation, staffing, venue layout or platform settings, and update the code or training before the next event.
Epic’s Fortnite Championship Series rules illustrate the required discipline: complaints are promptly investigated, appropriate action is taken, retaliation is prohibited, and repeated breaches can lead to escalating discipline up to permanent disqualification. Your plan should make those commitments operational by assigning a clock, an owner and a record to each step.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors7. Preserve privacy while explaining confidentiality limits
Promise need-to-know confidentiality, not absolute secrecy. Tell reporters that information may be shared with the respondent, investigators, venue security, safeguarding professionals, legal advisers, platform operators or authorities when necessary to investigate, protect someone, comply with law or enforce the decision. Explain that anonymous reports may be impossible to investigate fully.
Collect only information needed for safety, integrity and due process. Define who can access case files, how access is logged, how long records are retained, and when they are securely deleted or anonymized. Choose a retention period that matches applicable privacy, employment, safeguarding and sporting-integrity obligations; publish that period or the criteria used to set it. Store evidence separately from ordinary registration data and encrypt exports and backups.
Include a no-retaliation rule covering threats, exclusion, schedule manipulation, reduced playing opportunities, doxxing, negative references and online abuse directed at a reporter, witness or cooperating respondent. Retaliation is a separate breach even when the original allegation is not substantiated.
State mandatory escalation duties plainly. Potential violations of national law may need referral to the relevant agency. Riot Games’ global esports code update, effective January 1, 2024 and updated in 2025, describes this principle: “By reporting potential violations of national laws to the relevant agency, we ensure that serious issues are escalated to the appropriate authorities, reinforcing our dedication to player safety and integrity.” Make clear that an organizer cannot promise to keep a report from authorities when law or safeguarding rules require disclosure.

8. Publish a graduated sanctions matrix
A matrix gives participants notice and helps staff avoid inconsistent punishment. List aggravating factors (credible threat, vulnerable target, repeated conduct, retaliation, concealment, power imbalance, large-scale disruption and competitive impact) and mitigating factors (prompt cooperation, genuine mistake, remedial action and no prior record). Serious safety, criminal or integrity cases may bypass lower steps.
| Level | Typical response | Use when |
|---|---|---|
| 1 | Private warning, coaching, content removal or moderator timeout | First, low-harm breach that can be corrected immediately |
| 2 | Formal warning, loss of chat or venue privileges, match penalty or temporary suspension | Repeated or materially disruptive conduct |
| 3 | Match forfeiture, prize or ranking consequence, removal from the venue or stream, team consequence | Cheating, harassment with significant impact, sabotage or refusal to follow safety instructions |
| 4 | Event disqualification, suspension from a defined series of events, or future-event ban | Severe, repeated, retaliatory or unsafe conduct |
| 5 | Permanent disqualification or indefinite exclusion subject to review, plus referral to authorities where required | Credible violence, serious unlawful conduct, deliberate match manipulation or persistent high-risk behavior |
State whether a sanction applies to an individual, a roster, a team account or an organization, and explain when team liability is appropriate. A team should not automatically lose a result because of an individual’s unrelated misconduct; publish the conditions for shared consequences. Remove harmful content or access immediately when necessary, but record the reason and provide a later review.
9. Give respondents and reporters a workable review process
Specify who may request review, the deadline, acceptable grounds and the decision-maker. Suitable grounds include a material procedural error, new evidence that could not reasonably have been supplied earlier, a conflict of interest, or a sanction outside the published range. A reviewer who was not involved in the original decision should decide the appeal.
Say whether filing an appeal pauses a sanction. Safety measures, no-contact directions, evidence holds and venue exclusions normally continue while a review is pending; a match or prize consequence may be stayed only when the organizer can do so without compromising the competition. Set a response target and tell the parties whether the review decision is final for that event.
10. Assign roles, train staff and test the system
Create a contact tree covering the incident lead, deputy, venue security, medical or safeguarding contact, integrity officer, legal adviser, platform administrator, communications lead and emergency services. Give each person a backup and an after-hours method. Train staff to receive a disclosure without blaming the reporter, avoid promising secrecy, preserve evidence, protect accessibility and escalate immediate danger.

- Compatible with Wide Screens - To ensure compatibility with the dual monitor mount, your each monitor must meet three conditions at the same time: First, computer screens size range: 13 to 32 inches. Second, screen weight range: 4.4 to 19.8 lbs. Third, the back of the monitor screen must have VESA mounting holes with a pitch of 75x75mm or 100x100mm.
- Regarding the compatibility with desks - Your desk must meet three conditions at the same time: First, desk material: Only wooden desks are recommended, plastic or glass desks cannot be used. Second, desk thickness range: 0.59" - 3.54". Third, the bottom of the desk should not have any cross beams or panels, as this will interfere with installation. We recommend carefully checking that your desk and monitors meets all above conditions before purchasing.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.
Run a tabletop exercise before doors open. Test a threatening chat message, an alleged match-manipulation report and a physical safety incident. Check that moderators can find the form, that the hotline is answered, that logs export correctly, that the incident lead can separate parties, and that a conflicted official is replaced. Record gaps and fix them before competition begins.
11. Use proven models without copying them blindly
Existing policies show different design choices. Adapt the underlying control rather than copying language that does not fit your event.
| Model | Useful design feature | Adaptation question |
|---|---|---|
| Riot Games Esports Global Code of Conduct | Unified global standard, cooperation duties, proportional sanctions and referral of potential national-law violations | Which jurisdiction’s authorities and integrity bodies must your event contact? |
| Epic Games Fortnite Championship Series rules | Specific prohibitions covering harassment, abusive language, disruption, sabotage, scams, social engineering and unlawful activity; prompt investigation; anti-retaliation; escalating discipline | Which behaviors need match, roster or venue remedies in your format? |
| NVIDIA GTC Code of Conduct | Immediate staff reporting, an anonymous third-party confidential hotline and explicit response targets | Can your team meet a 24-hour in-event acknowledgment and a longer off-event target? |
| UK National Cyber Security Centre Events Code of Conduct | Commitment to investigate every incident reported to or observed by staff, with future-event admission refusal available | Who records staff-observed incidents, and when can a future-event ban be imposed? |
The NCSC wording is a useful accountability test: “We will look into every incident reported to, or observed by, our event staff.” If your plan cannot identify who receives an observation, where it is logged and who decides next steps, it is incomplete.

Keep the full policy detailed, but give participants a short operational page containing the emergency instruction, reporting contacts, prohibited categories, anti-retaliation promise, response targets, interim-measure authority and appeal deadline. Link or QR-code the full code at registration, on badges or wristbands, in the event app, on stream panels and in official community channels. Provide plain-language, large-print and accessible digital versions.
13. Pre-event and post-event checklists
Before registration opens
- Approve the scope, definitions, sanctions matrix and appeal rules.
- Nominate the incident lead, backup and specialist contacts; complete conflict and availability checks.
- Set up the staffed desk, monitored form or email, anonymous route and emergency escalation.
- Configure moderation permissions, evidence retention, access controls and audit logs.
- Translate and test accessible versions; train staff and run a tabletop exercise.
During the event
- Monitor official chat and venue areas, preserve reports and acknowledge them against the published target.
- Separate immediate safety response from the later merits investigation.
- Record interim measures, evidence custody, conflicts, decisions and communications in the case log.
- Watch for retaliation after a report and offer safe check-ins to affected people.
After the event
- Finish open investigations and appeals under the same evidence and privacy rules.
- Send outcome notices that respect confidentiality and explain any review route.
- Audit response times, accessibility requests, repeat locations, moderation gaps and sanction consistency.
- Delete or anonymize records when the stated retention rule allows, and update the code, staffing plan and training.
14. A practical reporting form template
Your form can use these fields: “What happened?”; “When and where did it happen?”; “Which game, match, channel or venue area?”; “Who was involved?”; “Are you or anyone else in immediate danger?”; “Who witnessed it?”; “What files or links can you provide?”; “What accessibility, language or safety accommodation do you need?”; and “How may we contact you?” Include a checkbox confirming that the information is provided in good faith, not a demand that the reporter prove the case.
For staff case notes, add the case number, intake timestamp, triage level, interim measures, conflict check, evidence inventory, interview dates, decision rationale, sanction, escalation made, communications sent, appeal status and retention date. Structured notes make later review possible without forcing staff to reconstruct events from memory.
15. Final quality test
Ask five questions before publication: Can a first-time attendee find a safe reporting route in under a minute? Can a moderator tell harassment from ordinary competitive disagreement using observable facts? Can the incident lead preserve a chat log and replace a conflicted investigator? Can the organizer explain the sanction and appeal without inventing a new rule? Can staff identify when safety, safeguarding, integrity or legal authorities must be involved? If any answer is no, revise the document and retest it with someone who was not involved in drafting.
