Short answer: a WWE game appearance is the result of several rights layers, not a single “WWE owns every wrestler” rule. WWE says it owns substantially all WWE characters and exclusively licenses rights it does not own through agreements with Superstars. Talent contracts can assign or license a performer’s ring name, likeness, personality, character, voice, costumes, props, gestures, routines and themes. WWE then licenses the cleared WWE game package to Take-Two’s 2K label. Former wrestlers, legends, estates, music, footage and third-party logos can require separate clearances, so a missing or downloadable character does not by itself prove who owns that person’s identity.
The practical result is release-specific. A wrestler may be contractually available but left out for creative or commercial reasons; another may need a new agreement with the performer or estate; and a third may be held back until music, footage, trademark or former-promotion issues are resolved.

The rights chain behind a WWE game character
Think of a WWE 2K character as a package assembled from different rights. The performer’s persona, WWE’s trademarks, the publisher’s game license and the software itself each sit on a different part of the chain.

Representative WWE talent-contract language separates “Original Intellectual Property” from “New Intellectual Property.” Under that example, New Intellectual Property associated with the wrestling performance belongs to WWE in perpetuity. The defined material is unusually broad: it includes a performer’s legal name, nickname, ring name, likeness, personality, character, caricatures, voice, signature, costumes, props, gimmicks, gestures, routines and themes.

That wording explains why a game can reproduce more than a face scan. A character model, entrance motion, catchphrase, taunt, ring gear, manager-style prop or entrance theme may all be part of the licensed persona package. It does not mean every contract is identical. The treatment of Original Intellectual Property is contract-specific, and a different agreement, territory or product can produce a different result.
2. WWE’s brand and trademark layer
WWE controls the brand context in which the character appears. Its copyright and trademark materials state that WWE marks and Superstar names—including examples such as John Cena, Stone Cold Steve Austin and The Undertaker—are protected by state, federal and international trademark laws. WWE also warns that unauthorized commercial copying of its audiovisual material can infringe copyright.
Trademark protection is not the same thing as owning a human being’s identity. It protects names, logos and other source identifiers used to signal WWE-approved goods or entertainment. A game therefore needs permission to use WWE branding even when another party has an interest in a performer’s personal or pre-WWE identity.

WWE and 2K announced an exclusive, multi-year agreement granting 2K worldwide publishing rights for WWE games. A later TKO Group Holdings filing confirms a multi-year Take-Two agreement to produce and sell WWE-branded console games.
This is the commercial bridge between cleared WWE content and a retail game. It gives 2K the authority to develop and distribute the licensed product, but it does not eliminate the need to clear individual elements that WWE does not own outright. “Worldwide” describes the publishing grant; it does not automatically make every performer’s separate rights perpetual in every territory.
4. The software and in-game content layer
The WWE 2K25 manual says that 2K and its licensors own the game’s content, including characters, names, likenesses and trademarks, and that the player receives only a limited license to use the software. Buying a copy lets you play the game under its terms. It does not give you permission to reproduce a wrestler’s likeness in merchandise, sell a commercial video using the character, extract the assets or otherwise exploit the identity outside the license.

In other words, “2K owns the game” and “WWE controls the licensed character package” can both be true. They refer to different layers of the same product.
Who owns a wrestler’s likeness?
There is no universal answer for every wrestler and every game. The contract determines whether a right is assigned to WWE, licensed for a term, retained by the performer, or subject to another agreement. The most useful distinctions are these:
Active WWE Superstars
An active performer’s current WWE agreement may grant WWE broad, continuing rights in New Intellectual Property connected to the performance. Those rights can cover the ring name and the on-screen persona used in the game. The contract may still contain limits involving Original Intellectual Property, personal endorsements, outside works, territory, or uses not contemplated by the agreement.
Former wrestlers and independent identities
Leaving WWE does not produce one automatic legal result. A former performer may have granted WWE perpetual rights in material classified as New Intellectual Property, while retaining or separately controlling Original Intellectual Property. A ring name may also be a trademark owned by WWE, the performer, a former promotion or another party. The game team must identify which version of the persona it is using and obtain the permissions that version requires.
Legends, estates and deceased performers
A legend appearance can involve the performer’s contract, a personal publicity right, an estate, a company that owns a ring name, and separate clearances for photographs, footage, music or signature props. Estates can control rights that survive a performer’s death, but the scope and duration depend on applicable law and the relevant agreements. Public roster lists do not disclose the private terms.

A likeness deal may not cover an entrance song, a television clip, a logo from another company, a championship design or a prop supplied by a third party. Those components can require separate licenses or substitutions. A model can therefore be cleared while its original music or video package is not.

Why a wrestler can be missing from a WWE 2K roster
Absence is evidence of a release decision, not proof that a performer has no relationship with WWE. Several explanations can apply at once.
Rights are unresolved or expired
A likeness term may have ended, a new agreement may not have been signed, or an estate may still be negotiating. Even where an older contract contains perpetual language, the game may use material that falls outside that grant.
A former promotion or trademark owns part of the package
The desired ring name, logo or gimmick may belong to a former employer or another rights holder. WWE can need a separate license, a different name, or a redesigned presentation before shipping the character.
Music, footage or other assets are uncleared
Entrance themes and video packages are frequent practical obstacles. A publisher can replace an unavailable song, but that may require new audio work and quality review. If the character’s identity depends on a protected logo, prop or clip, the entire presentation may be postponed or changed.
Product and business selection
Roster space, development schedules, animation work, ratings, story modes and marketing priorities all affect selection. A performer can be legally available yet omitted from a particular release because the team chose other content.
WWE’s filings describe downloadable content as a way to add characters and game modes. DLC can therefore reflect production timing or a planned product tier, not necessarily a late discovery that the performer was “unlicensed.”

Base roster, DLC and legend appearances compared
| Appearance type | Rights questions | What the public can conclude |
|---|---|---|
| Base-game active Superstar | Current WWE persona grant; WWE trademarks; music, footage and other asset clearances; platform and territory scope. | The package was cleared for that release. Private royalty or term details are not stated publicly. |
| DLC Superstar or legend | The same clearances, plus timing, production and commercial packaging decisions. | DLC adds content after or alongside launch; it does not prove a different ownership model. |
| Former wrestler | WWE contract classification, former-promotion rights, ring-name trademark, publicity or estate rights, and third-party assets. | Omission cannot establish that WWE owns nothing or that the performer owns everything. |
| Historical or deceased legend | Estate or successor approval, archival footage and photographs, music, trademarks and the exact depiction being used. | Availability is release-specific; the estate’s private deal is not stated publicly. |
How to analyze a particular wrestler’s appearance
When a roster announcement raises an ownership question, use this sequence instead of relying on a single social-media claim.

- Separate the likeness from the package. Check whether the issue concerns the face and body, the ring name, the logo, the entrance theme, footage, a prop or a signature gesture. They may be controlled by different agreements.
- Check the release scope. A license can be limited by term, territory, console platform or product. A right cleared for a console game does not automatically authorize every mobile, promotional or merchandise use.
- Look for a rights-holder announcement. WWE, 2K, Take-Two, a performer or an estate may confirm participation, but silence does not reveal private contract terms.
- Distinguish omission from refusal. No roster slot, animation schedule or soundtrack decision can remove a legally available performer without any dispute over ownership.
What the licensing business tells us about WWE games
WWE’s official Consumer Products page reports more than 95 million console fighting-game units sold and 150 million mobile-game downloads. Those are cumulative figures presented by WWE, not a sales result for one WWE 2K release.
TKO Group Holdings reported $136.4 million in WWE consumer-products licensing and other revenue for 2025, compared with $111.1 million in 2024, in its 2025 Form 10-K filed in 2026. That category is broader than video games, so it should not be treated as game-only revenue or as a performer’s personal payment.
Neither the cited filings nor the game manual discloses an individual wrestler’s likeness fee, royalty rate or estate split. Any article or forum post supplying a universal percentage is making a claim the public documents do not establish.
What players may and may not do with a licensed character
The limited license in the WWE 2K25 manual covers personal use of the software under its terms. It does not transfer ownership of the character, the model, the voice, the trademark or the underlying audiovisual material.
- You may play the game and use its built-in creation and sharing features only as the game’s terms permit.
- You should not extract assets, sell a copied character model, print commercial merchandise using the likeness, or present WWE footage as your own production.
- Uploading gameplay can involve additional platform and copyright rules, especially when music or broadcast footage is included.
- Fan creations do not erase the rights of WWE, 2K, performers, estates, composers or other licensors.
Common misconceptions
“WWE owns every wrestler’s face forever.”
Some representative contract language assigns New Intellectual Property in perpetuity, but the same material distinguishes Original Intellectual Property. Contract definitions and the exact use matter.

Absence can result from rights, scheduling, asset clearance, budget, roster design or a simple selection decision. The public roster does not identify which reason applied.
“DLC means the wrestler demanded extra money.”
DLC is a product-delivery choice that can add characters or modes. Public sources do not disclose a private performer’s fee for a particular pack.
“Buying the game lets me use the likeness commercially.”
The manual grants a limited player license. It does not grant commercial exploitation rights in the character or WWE marks.

Bottom line for players and creators
A WWE game character is cleared through a rights chain: the performer or estate contributes persona rights, WWE supplies its owned or exclusively licensed WWE character and brand rights, and 2K publishes the resulting software under its Take-Two agreement. The contract may be perpetual for some New Intellectual Property, time-limited or release-specific for other material, and separate from music, footage, logos and props.
That is why two apparently similar wrestlers can receive different treatment, why a legend can appear in one release but not another, and why DLC cannot be used as a shortcut for deciding who owns a likeness. Only the parties’ specific agreements can answer the ownership question for an individual character.
