In the original Cities: Skylines, zoning, taxes, service budgets, loans, and policies are connected management controls: taxes can bring in revenue but affect happiness and building progression; service budgets trade spending for capacity and efficiency; and policies let you shape behavior city-wide or by district. There is no single tax rate or budget setting that suits every city, so use the game’s demand and service panels to judge what your city needs.
How zoning and taxes work
You zone land for different uses, then set taxes for the available zone types. The options for adjusting taxes across different zones unlock over time as those zones become available. The Cities: Skylines User Manual summarizes the relationship this way: “Lower taxes increase the happiness and increase the chance for buildings to level up.” Higher taxes push in the opposite direction: they can lower happiness, reduce efficiency in high-tax zones, or prompt citizens to move away.

Think of the tax slider as a balance between revenue and the conditions that help keep residents satisfied and buildings progressing. Adjust it in response to what is happening in your city rather than treating one rate as universally optimal. If a zone is struggling, consider whether its tax burden is part of the problem; if you raise taxes, watch for the effects the manual identifies.
How service budgets affect your city
City-service budgets determine how much you spend to support services and how much capacity or output they can provide. The manual says higher budgets provide more resources and improve efficiency. Depending on the service, that can mean more ambulances, patrol cars, or fire trucks, as well as greater production capacity or less pollution. Increasing a budget therefore may improve coverage or performance, but it also increases spending.

Use the service panels to identify where capacity is needed, then adjust the relevant budget and check whether the service is meeting that need. The manual does not give a single percentage that works best for every service or city. Budget choices are situational: extra capacity is useful when a service is stretched, while paying for more than the city needs can put pressure on its finances.
When loans can help—and what they cost
If your bank balance is low and you need funds to establish new services, the manual describes loans as a way to receive money immediately. The tradeoff is that borrowed funds are repaid over time with interest. A loan can address an immediate funding shortfall, but it creates an ongoing repayment obligation; the manual does not establish a universal rate or repayment term.

How city-wide and district policies differ
The game offers a predetermined list of policies that can apply across the city or to individual districts. Policies can have both benefits and drawbacks. For example, the manual says a smoking ban can improve citizen health while making citizens unhappy.

A city-wide policy affects the whole city, while a district policy lets you target a particular area when you want it to behave differently from the rest. Before applying one, read its stated effects and consider whether its benefit is worth the drawback for the places it will cover.

Land value and city attractiveness are distinct
The manual identifies land value and city attractiveness as separate concepts. They should not be treated as two names for the same mechanic. The available manual material does not establish a fuller cause-and-effect explanation of either concept, so avoid assuming that a change to one necessarily produces a particular result in the other.
