You may see “hpowiav1.dll is missing,” “hpowiav1.dll was not found,” or “The program can’t start because hpowiav1.dll is missing from your computer.” The file hpowiav1.dll is an HP Windows Image Acquisition, or WIA, minidriver used by older HP printers, scanners, and all-in-one devices.
The safest repair is not to download the DLL by itself. Identify the HP device that installed it, then reinstall the correct driver package from HP’s official Software and Driver Downloads service.
The 60-second answer
Follow this order:
- Note which HP printer, scanner, or all-in-one was recently connected, removed, upgraded, or replaced.
- Download the driver package for that exact model from HP’s official support site.
- Choose the package for your Windows edition and system architecture.
- Remove the old HP software if the installation is damaged.
- Reboot, then install the HP package before reconnecting the device if HP’s installer requests that sequence.
- Test scanning and printing.
- Use Windows repair commands only if other Windows components are also failing.
Do not begin by copying hpowiav1.dll into System32, running regsvr32, or installing a Visual C++ runtime. This file is an HP hardware-driver component, not a normal Microsoft runtime library.
What is hpowiav1.dll?
hpowiav1.dll is described as the Hewlett-Packard WIA minidriver. WIA stands for Windows Image Acquisition, the Windows imaging framework used by applications to communicate with scanners and scanning functions on multifunction printers.

The file belongs to older HP printer, scanner, and all-in-one driver packages. It has been associated with HP families including:
- PSC multifunction devices
- Photosmart all-in-one devices
- Officejet scanner and printer packages
- Other HP imaging hardware using WIA components
It is not a Windows-core DLL in the usual sense, and it is not supplied as a universal standalone download by Microsoft or HP. Windows may store an HP driver component under a path resembling:
C:WindowsSystem32DriverStoreFileRepository
That location does not make the file a Microsoft system file. DriverStore is where Windows keeps installed driver packages, including packages supplied by hardware manufacturers.
A commonly indexed historical build is a 32-bit file with version 7.0.0.0 and a size of approximately 1.01 MB. That does not mean every valid HP package must contain exactly that build. Driver files vary by device, Windows release, and package generation.
What the error messages mean
The wording can help identify the stage at which the failure occurs:

The message alone does not prove malware, and it does not prove that Windows itself is damaged. The most useful clue is what happened immediately beforehand.
Common triggers include:
- Removing HP printer or scanner software
- Upgrading Windows
- A failed HP driver installation
- Moving an old HP device to a new computer
- Antivirus quarantine
- Disk cleanup or migration software
- Replacing the device while leaving its HP utilities installed
Fix 1: Reinstall the exact HP driver package
This is the most likely solution when the device is still needed.
Step 1: Identify the HP model
Look at the label on the printer or scanner. If Windows still detects it:
- Press Windows + I to open Settings.
- Select Bluetooth & devices.
- Select Printers & scanners.
- Look for the HP device name and model number.
- Write down the complete model, including letters and numbers.
If it is not listed:
- Press Windows + R.
- Type
control printers. - Press Enter.
- Check whether the old HP device appears in the classic Devices and Printers window.
Do not select a similar-looking model. HP often publishes separate packages for closely related devices.
Step 2: Download from HP
Open HP’s official Software and Driver Downloads page and search for the exact model. Select the Windows version shown on your computer.

To check the Windows version:
- Press Windows + I.
- Select System.
- Select About.
- Check Windows specifications.
- Check System type under device specifications.
The system type may say 64-bit operating system or 32-bit operating system. Select the package intended for that architecture when HP provides separate choices.
Prefer the model-specific full-feature software or basic/WIA driver supplied by HP. A basic driver may provide Windows imaging functionality without the full collection of HP utilities.
Step 3: Remove a damaged installation if necessary
If the HP installer says that the software is already installed, or setup repeatedly fails:
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Search for the HP model or HP software.
- Select the three-dot menu beside the relevant item.
- Choose Uninstall.
- Follow the HP removal wizard.
- Restart Windows.
After restarting, disconnect the USB cable if the device uses USB. Run the HP installer again, and reconnect the device only when the installer requests it.
The exact order can vary by model. If the installation completes without the missing-file message and Windows can scan or print, the repair worked.
If the HP installer still fails
Use Device Manager to remove the visible device entry:

- Right-click Start.
- Select Device Manager.
- Expand Printers, Print queues, Imaging devices, or Universal Serial Bus controllers.
- Right-click the HP device.
- Select Uninstall device.
- If Windows offers Attempt to remove the driver for this device, select it only when you are intentionally removing the damaged package.
- Select Uninstall.
- Restart Windows.
- Install the model-specific HP package again.
Do not uninstall unrelated printers, scanners, USB devices, or chipset entries. If the device is not clearly identified, leave it in place and use the HP removal utility instead.
Manually deleting hpowiav1.dll from DriverStore is not a substitute for removing a driver package. The package may also contain an INF file, catalog, WIA components, device registration, and related services.
A manual search through many manufacturers, architectures, and driver versions is easy to get wrong. Outbyte Driver Updater can scan for outdated or missing drivers and show what needs attention; its full version performs the driver installation, but reinstalling the exact HP package remains the preferred repair for this specific file.
Fix 2: Remove stale HP software if the device is gone
If you no longer own the HP printer or scanner, restoring the DLL may be the wrong solution. A leftover HP utility may be trying to load hpowiav1.dll during startup or when Windows starts a related service.

- Open Settings with Windows + I.
- Select Apps.
- Select Installed apps.
- Search for the old HP model, HP imaging software, or HP printer software.
- Uninstall the entries that clearly belong to the retired device.
- Restart Windows.
Then remove the old printer:
- Open Settings.
- Select Bluetooth & devices.
- Select Printers & scanners.
- Select the old HP printer.
- Select Remove.
- Confirm the removal.
Remove an unused driver through Print Server Properties
If the old driver continues to appear:
- Press Windows + R.
- Type
control printers. - Press Enter.
- Select a printer in the window so that the printer toolbar appears.
- Select Print server properties.
- Open the Drivers tab.
- Select the old HP driver.
- Select Remove.
- Choose Remove driver and driver package when Windows offers that choice.
- Restart Windows.
Only remove a package that belongs to the retired HP device. If Windows says the driver is in use, cancel the removal, restart, and try again before deleting anything manually.

If the error disappears after removing the obsolete HP software, the missing DLL was being requested by stale software rather than by a device you still use.
Fix 3: Check antivirus quarantine and file authenticity
Security software may quarantine a driver component after a scan. This is especially relevant when the file disappeared suddenly without an HP uninstall.
- Open your antivirus application.
- Open Protection history, Quarantine, or the equivalent area.
- Search for
hpowiav1.dll. - Note the detected path and the program that placed it there.
- Do not restore the file automatically.
- Reinstall the complete HP package from HP’s official support site instead.
If antivirus identifies the file as part of a verified HP driver package, follow your security software’s restore procedure only if you understand the detection and trust the package. Scan the computer afterward.
Inspect the file location if a copy remains:
- Right-click the file.
- Select Properties.
- Open Digital Signatures, if present.
- Check the signer and signature status.
- Open the Details tab and review the description.
A copy in DriverStore as part of an HP driver package is more plausible than a copy in a temporary folder or an unrelated application directory. The filename alone does not establish authenticity.
Do not disable antivirus protection simply to make an unknown DLL load. Reinstalling the complete driver package is safer than restoring an isolated file.
Fix 4: Check the WIA service
A missing service will not recreate hpowiav1.dll, but a disabled WIA service can cause scanning failures after the driver is repaired.
- Press Windows + R.
- Type
services.msc. - Press Enter.
- Find Windows Image Acquisition (WIA).
- Double-click it.
- Set Startup type to Automatic or the setting recommended by the HP package.
- If the service is stopped, select Start.
- Select Apply, then OK.
- Restart Windows.
Test the device with the HP scanning application or a Windows scanning application. If printing works but scanning does not, check whether the model uses WIA, TWAIN, or a model-specific scanning utility. HP devices can expose scanning through different interfaces depending on the model and application.

A 32-bit hpowiav1.dll is not automatically wrong on a 64-bit computer. Older HP software may include 32-bit components that are loaded by a 32-bit application. The important question is whether the complete HP package matches the device and the program using it.
A “not designed to run on Windows” message can indicate:
- A damaged file
- An incomplete installation
- The wrong driver package
- An architecture mismatch
- An old application calling an incompatible component
Use the following approach:
- Confirm whether Windows is 32-bit or 64-bit in Settings > System > About.
- Confirm the exact HP model.
- Download the HP package intended for that Windows edition and architecture.
- Install the complete package instead of substituting a DLL from another model.
- If only one old application fails, check whether that application is 32-bit and whether it expects a legacy WIA or TWAIN component.
Do not copy a 32-bit file into System32 or SysWOW64 based on guesses. Windows uses those folders according to system architecture, and placing a file in the wrong location can create a second problem without repairing the driver registration.

Fix 6: Use SFC and DISM only when Windows itself is damaged
Because hpowiav1.dll is an HP driver component, System File Checker may not restore it. These tools are appropriate when Windows reports multiple damaged system files, Windows features fail, or driver installation also produces signs of component-store corruption.

- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
Run DISM first:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows when both commands finish.
Microsoft documents DISM as a tool for repairing the Windows component store and SFC as a tool for checking protected Windows system files. These commands do not replace the HP driver installer, and SFC may report that it found no integrity violations while hpowiav1.dll remains missing.
On Windows 7, the current Windows 10 and Windows 11 DISM procedure is not universally applicable. Use the repair method appropriate to that Windows version and its available installation source.
Repeating SFC and DISM without knowing whether Windows files are actually damaged rarely solves a missing third-party driver. Fix 7: Try System Restore after a recent driver change
System Restore is relevant when the error began immediately after an HP installation, Windows upgrade, or driver removal and a suitable restore point exists.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore can remove later driver changes and applications. It does not replace the need to install the correct HP package if the device still needs to work.
Why regsvr32 usually does not fix this file
Microsoft’s regsvr32 command registers DLLs that expose a registration entry point such as DllRegisterServer. It is not a general-purpose missing-DLL repair command.
Running this:
regsvr32 hpowiav1.dll
may produce an error such as an entry-point failure, a module-not-found message, or an architecture error. Even if a DLL accepts registration, that does not install the complete WIA driver package.
Use regsvr32 only if HP’s instructions for the exact model and package explicitly require it. Otherwise, reinstall the HP package so Windows can process the INF, catalog, related files, and device configuration together.

Avoid websites offering an isolated hpowiav1.dll download. A random copy may contain malware, belong to another HP model, use the wrong architecture, or be incompatible with the application calling it.
Copying it into one of these folders is not a complete repair:

The driver package may also require:
- An INF installation file
- A catalog signature
- Related WIA or TWAIN components
- Device-specific configuration
- Matching services or utilities
- A compatible 32-bit or 64-bit installation
Use HP’s official support and driver pages for the exact device. Use Microsoft’s official documentation for Windows repair commands. Do not use a similarly named file from another HP product.
When the problem is not actually hpowiav1.dll
If the error appears only in one old scanning application:
- Confirm whether the application is 32-bit or 64-bit.
- Check whether it expects WIA or TWAIN.
- Test the scanner with another compatible scanning application.
- Reinstall the HP scanning software for the exact model.
- Check the application’s own installation repair option.
If scanning works elsewhere, the HP driver may be installed correctly and the remaining problem may be the old application.
If the error appears at every startup after the HP device was replaced, remove the stale HP software and driver instead of restoring the file.
Frequently asked questions
Is hpowiav1.dll a Windows file?
No. It is identified as a Hewlett-Packard WIA minidriver. Windows may store it in a Windows-managed DriverStore path, but that does not make it a normal Microsoft system DLL.
Which HP device installed it?
Public driver inventories associate it with older HP PSC, Photosmart, Officejet, and related multifunction devices. The exact device cannot be determined from the filename alone. Check the printer or scanner model and match it to the HP package.

Usually not. The file is part of a driver package, and copying an isolated DLL does not install the associated INF, catalog, configuration, and imaging components.
Should I install Visual C++, DirectX, or .NET?
No, not as the first response. hpowiav1.dll is an HP imaging-driver component, not a Visual C++ runtime, DirectX component, or .NET library.
Will SFC restore hpowiav1.dll?
Not necessarily. SFC repairs protected Windows system files. It may not restore a missing third-party HP driver component. Reinstall the correct HP package first.
Can I register it with regsvr32?
Only when the exact HP installation instructions require it. regsvr32 is not a generic repair tool and does not install a complete WIA driver.

Uninstall the old HP software, remove the obsolete printer and driver package, and restart Windows. The correct repair may be cleanup rather than restoration.
What if reinstalling the driver does not work?
Confirm the exact model and architecture, remove the damaged HP package, restart, reinstall before reconnecting the device when instructed, and check antivirus quarantine. If Windows itself shows broader corruption, run DISM followed by SFC. If the error occurs only in one old application, investigate that application’s WIA or TWAIN compatibility.
