Errors covered by this guide
You may see messages such as:
- “The program can’t start because icudt44.dll is missing from your computer.”
- “The code execution cannot proceed because icudt44.dll was not found.”
- “There was a problem starting icudt44.dll. The specified module could not be found.”
- “Error loading icudt44.dll. The specified module could not be found.”
- “icudt44.dll is either not designed to run on Windows or it contains an error.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe wording varies between Windows 10, Windows 11, and the application displaying the message. A “specified module could not be found” error can also mean that a dependency of icudt44.dll is missing, not necessarily that this file itself is absent.
The 60-second answer
icudt44.dll is an ICU4C data DLL from the ICU internationalization library, associated with the old ICU 4.4 release family. It is normally bundled inside the folder of a third-party application, SDK, game, or middleware component. It is not normally a Windows file and should not be copied into C:WindowsSystem32 or C:WindowsSysWOW64.

What icudt44.dll is
ICU stands for International Components for Unicode. It provides Unicode, locale, formatting, globalization, and related text-processing support for applications.
The 44 suffix identifies the ICU 4.4-era library family. It does not mean Windows 4.4, and it does not identify a particular application. ICU 4.4 is an old archived release, so current Windows installations do not normally provide it as a system component.
The filename alone cannot tell you which product installed it. Documented application bundles have included it with products such as SAP Event Stream Processor and ArcSDE-related AutoCAD workflows. Other legacy software may use the same ICU filenames.
Recommended Free Tools
Some file listings identify a 32-bit 4.4.0.0 build of approximately 14.23 MB, but those details are not universal. Other builds in the same family exist. The copy must match the application that needs it.
Common causes
| Cause | What happened | Correct response |
|---|---|---|
| Incomplete installation or update | ICU files were never installed or were removed during an update | Repair or reinstall the parent application |
| Antivirus quarantine | Security software deleted or isolated the file | Check quarantine, then repair the application |
| Wrong architecture | A 32-bit program received 64-bit files, or the reverse | Restore the application’s original x86 or x64 bundle |
| Missing companion DLL | icuuc44.dll, icuin44.dll, a runtime, or another library is missing |
Reinstall the complete application |
| Moved or cleaned installation | Files were copied between PCs or removed by cleanup software | Restore the entire application directory |
| Damaged application file | The DLL exists but is corrupted or blocked | Use Verify, Repair, or a clean reinstall |
| Windows corruption | Broader Windows components are damaged | Run DISM and SFC as a secondary repair |
| Malware or unauthorized modification | Application files were altered | Scan the PC and reinstall from a trusted source |
Fix 1: Identify the application that needs the file
Do not begin by searching Windows folders. Find the executable that produces the error.
If the error appears when launching a shortcut
- Right-click the application shortcut.
- Select Properties.
- On the Shortcut tab, read the Target field.
- Note the application folder, especially the drive and product name.
- Select Cancel when finished.
You can also right-click the shortcut and choose Open file location. If that opens another shortcut, right-click it again and choose Open file location until you reach the real application directory.
If the application is already installed
- Press Windows key + I.
- Select Apps.
- Select Installed apps in Windows 11, or Apps & features in Windows 10.
- Search for the program named in the error.
- Select its menu button.
- Look for Modify, Repair, or Advanced options.
If the error names a launcher, SDK, plugin, or middleware component rather than the main product, repair that component instead.
The exact parent product cannot be inferred from icudt44.dll. Several unrelated applications can use the same filename.
Fix 2: Run the application’s repair or verification tool
This is the safest and most likely solution because it restores the files selected by the original installer.
From Windows Settings
- Open Settings with Windows key + I.
- Select Apps.
- Select Installed apps or Apps & features.
- Find the affected application.
- Open its menu and choose Modify, Repair, or Advanced options.
- Follow the installer prompts.
- Restart Windows.
- Launch the application again.
If there is no repair option, uninstalling may be necessary. Before uninstalling, back up saved projects, profiles, templates, license files, and application data.
From Control Panel
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Change, Repair, or Modify if available.
- Complete the wizard and restart Windows.
From an application launcher
Many launchers provide a repair function:
- Open the launcher used to install the application.
- Open its library or installed-products list.
- Select the affected application.
- Open the application’s options menu.
- Choose Verify, Scan and repair, Repair, or Validate files.
- Wait for the scan to finish.
- Start the application from the same launcher.
A successful repair normally recreates icudt44.dll alongside the application executable and restores related ICU files. If the launcher reports that files were repaired but the same message returns, continue with the architecture and dependency checks below.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Fix 3: Check the application folder and antivirus quarantine
The file may still exist but be blocked, quarantined, or placed in the wrong folder.
- Open the application directory found in Fix 1.
- Search that folder for
icudt44.dll. - Check whether
icuin44.dllandicuuc44.dllare present as well. - Do not move the files yet.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving the application folder or
icudt44.dll. - Confirm the file path and detection details before taking action.
Only restore a quarantined file if the application installation is trusted and the path belongs to that product. Afterward, run the application’s repair or verification process so the vendor installer can restore a complete, consistent set.
Do not disable antivirus merely to copy an unknown DLL. If the security product continues to remove the file, scan the installer and contact the application vendor rather than repeatedly restoring it.
Fix 4: Match 32-bit and 64-bit files
A 64-bit Windows computer can run both 64-bit and 32-bit applications. Therefore, the fact that Windows itself is 64-bit does not tell you which ICU files the application needs.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check the application’s architecture from its documentation, installer, or vendor support information. You can also inspect the executable with a trusted system diagnostic utility, but do not assume that a 64-bit operating system requires a 64-bit application DLL.
Use these rules:
- A 32-bit application needs its matching 32-bit ICU files.
- A 64-bit application needs its matching 64-bit ICU files.
- Do not replace one ICU family with another similarly named family.
- Do not mix
icudt44.dll,icuin44.dll, andicuuc44.dllfrom unrelated products. - Do not copy a DLL from another computer unless both computers have the same product, edition, update level, and architecture.
The correct repair is to reinstall the application’s original x86 or x64 package. Application-local files should remain in the directory expected by that application.
Fix 5: Reinstall required Microsoft runtimes
Some applications need Microsoft Visual C++ runtime files in addition to ICU. Installing a Visual C++ runtime does not install icudt44.dll, but it may resolve a “specified module could not be found” message when the named ICU file is present and one of its dependencies is absent.
- Check the affected product’s official system requirements.
- Download the required Visual C++ Redistributable only from Microsoft.
- Install the architecture required by the application.
- If the product is 32-bit on 64-bit Windows, its x86 runtime may be required.
- Restart Windows.
- Launch the application again.
If the error remains, reinstall the complete application rather than continuing to add unrelated runtimes.
Fix 6: Repair Windows components with DISM and SFC
Use this step when other Windows features are also malfunctioning, updates fail, system files are damaged, or several unrelated applications report errors. These commands generally do not restore an application-private copy of icudt44.dll.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Try the affected application again.
DISM repairs the Windows component image. SFC checks protected Windows system files. If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching repair source with /Source and /LimitAccess. Do not point either tool at a random DLL download.

Manually hunting through system repair steps and repeating DISM or SFC without knowing what changed can be time-consuming. Outbyte PC Repair can show a free scan of reported issues, while repair actions are handled by the full version; it is optional, and reinstalling the application remains the definitive fix when that application owns icudt44.dll.
Fix 7: Update Windows and relevant drivers
Drivers are not the usual cause of a missing ICU data DLL, but update problems, graphics failures, or hardware-related crashes can make an older application appear to have several startup problems.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Install Windows updates
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Check again until Windows reports that no further updates are available.
Check drivers in Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Storage controllers, or Network adapters.
- Right-click the device.
- Select Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
Use the hardware manufacturer’s official support page when Windows cannot find a driver. Avoid driver packages that do not identify the exact device model.
Finding the correct driver version manually can mean checking hardware IDs, Windows compatibility, and several manufacturer packages. Outbyte Driver Updater can identify reported outdated drivers with a free scan, while installation is handled by the full version; it is optional and is not a substitute for repairing the application that needs icudt44.dll.
Fix 8: Check optional Windows features only for a specific dependency
Windows Features does not normally provide ICU 4.4. Do not enable random features in the hope of creating this DLL.
If the application’s official requirements name a Windows component:
- Press Windows key + R.
- Type
optionalfeatures. - Press Enter.
- Enable only the feature required by the application.
- Select OK.
- Restart Windows if requested.
For older software, the required component may be a legacy framework or compatibility feature. Follow the product documentation exactly. If the application does not name a Windows feature, return to repairing or reinstalling the application.
Do not run regsvr32 for this file
regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer, commonly COM or ActiveX components. ICU data and runtime DLLs are not normally registered this way.
Running:
regsvr32 icudt44.dll
will not repair a missing ICU bundle and may produce another error. Use regsvr32 only when the specific vendor’s instructions identify a separate COM component that genuinely requires registration.
If the file exists but Windows says it is invalid
A “not designed to run on Windows” or invalid-image message usually indicates corruption, an architecture mismatch, or a mismatched build.
- Note the full path shown in the error.
- Confirm that the path belongs to the intended application.
- Check the other ICU files in that same directory.
- Run the application’s Verify or Repair function.
- If the error remains, uninstall the application.
- Restart Windows.
- Reinstall from the original vendor installer into a new directory.
- Restore your application data only after confirming that the program launches.
Do not overwrite the existing DLL with a similarly named file from another product.
If the application is obsolete
If the original installer is unavailable, look for:
- A licensed installer stored by your organization
- The vendor’s official download archive
- The product’s original installation media
- A verified backup of the complete application directory
- The vendor’s support or migration procedure
A manual replacement is reasonable only when the file comes from the same product and version, is trusted, and is restored to that application’s own directory with its companion ICU files. Copying only icudt44.dll is often insufficient.
If every repair fails, identify the executable reporting the error, inspect its installation folder, review Event Viewer, and check the product’s installer or launcher logs. Open Event Viewer by pressing Windows key + R, entering eventvwr.msc, and reviewing Windows Logs > Application around the failure time.
FAQ
Is icudt44.dll part of Windows?
No. It is normally an application-bundled ICU file, not a protected Windows component. It should not normally be present in System32 or SysWOW64.
Which program installed it?
The filename does not identify one owner. Multiple legacy applications and SDKs can bundle ICU 4.4-era files. The application path and the executable in the error are the reliable clues.
Can I download icudt44.dll by itself?
Avoid random DLL download sites. The file may be unsafe, incompatible, or missing the companion files and dependencies your application requires. Use the original vendor installer, launcher repair, or a verified backup.
Should I copy it into System32?
Normally no. Global copying can create version conflicts and architecture problems. Restore it to the application directory that expects it.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallWhy does the error name icudt44.dll when that file is present?
Another dependency may be missing or damaged, such as icuuc44.dll, icuin44.dll, a Visual C++ runtime file, or a vendor-specific library. Repair the entire application bundle.
Will SFC fix it?
Usually not. SFC repairs protected Windows files, while icudt44.dll is generally private to a third-party application. Use SFC when broader Windows corruption is also present.
Does regsvr32 fix it?
Normally no. ICU files are not typically COM registration libraries. Repair or reinstall the parent application instead.
What is the final fix if nothing works?
Remove the affected application, restart Windows, and perform a clean reinstall from the original trusted installer. If no installer exists, obtain the complete package from the product vendor or a verified organizational backup rather than rebuilding the DLL from unrelated files.
