icuin46.dll is an ICU internationalization library that a Windows application or game normally installs for its own use. When icuin46.dll is missing, not found, corrupt, or unable to load, repair the program that owns it rather than downloading a replacement DLL into a Windows system folder.
What icuin46.dll is
ICU is a software library used for Unicode text, locales, formatting, collation, and related internationalization features. In the filename, icuin identifies ICU’s internationalization library and 46 identifies the ICU 4.6 ABI series.

What the error means
You may see messages such as:
- “The program can’t start because icuin46.dll is missing from your computer.”
- “This application failed to start because icuin46.dll was not found.”
- “Error loading icuin46.dll. The specified module could not be found.”
- “The file icuin46.dll is missing or corrupted.”
- “icuin46.dll is either not designed to run on Windows or it contains an error.”
These messages identify a loader failure, not the cause. The file may be absent, quarantined, incompatible with the program’s architecture, or present while one of its companion dependencies is missing.
Fix icuin46.dll in the safest order
1. Identify the program that needs the file
Look at the title bar and full text of the error. It may name the application or executable. If it does not, identify what you launched immediately before the message appeared.
Check these locations:
- Right-click the application’s shortcut.
- Select Properties.
- Read the Target field to identify the executable and installation folder.
- Open Task Manager with
Ctrl+Shift+Esc. - Select Startup apps and look for an old launcher or program that may be starting automatically.
If the error appears at every sign-in but the original application was removed, the problem may be a stale startup entry, scheduled task, or launcher rather than Windows itself.
Do not assume the file belongs to one famous application. ICU is reusable, so different programs and games can bundle the same versioned runtime.
2. Repair the application or verify its files
This is the most likely fix because ICU DLLs are commonly private application files.
For a Microsoft Store or other supported Windows app:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not work, return to the same screen and use Reset only if you are prepared for the application to lose local settings or stored data.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFor a traditional desktop program:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the affected program.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart Windows and test the program.
Not every application provides a repair option. Games and launcher-managed programs often use a file verification feature instead:
- Open the game’s official launcher.
- Open its library or installed-games page.
- Select the affected game.
- Open its settings or management menu.
- Choose Verify, Verify files, Scan and repair, or equivalent.
- Allow the launcher to replace missing files.
- Start the game from the launcher.
If verification reports damaged files but the error returns, uninstall and reinstall the application from its official vendor or launcher. This restores the complete ICU set instead of guessing which individual DLL is missing.
3. Check whether security software removed the file
Antivirus software may quarantine a DLL after an update, cleanup, or application change.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Find the event involving the affected program or
icuin46.dll. - Review the detected path and source.
- Restore or allow the file only if you have verified that it came from the legitimate application’s installer.
Restoring a file from quarantine does not repair a damaged installation. If the file was legitimate, reinstalling the application is usually safer because it restores all matching ICU files. If malware is suspected, do not restore the file merely because its name looks familiar. Scan the system first.

A 64-bit edition of Windows can run both 32-bit and 64-bit programs. The important match is between the application and its ICU runtime, not simply between Windows and the DLL.
To inspect a running program:
- Start the application if it opens far enough to appear.
- Open Task Manager.
- Select Details.
- Right-click a column heading.
- Choose Select columns.
- Enable Platform if available.
On some Windows versions, 32-bit processes may show an indication such as (32 bit) in the process name or details. You can also inspect the application’s installer or official documentation for its Win32 or Win64 build.
A 32-bit application needs its compatible 32-bit dependency set. A 64-bit application needs the matching 64-bit set. Reinstall the correct application package rather than copying a DLL from another machine.
5. Restore the complete ICU dependency set
icuin46.dll may be used with other version-matched files, including:
icuuc46.dllicudt46.dll
The exact set depends on how the application was built. If one file is restored in isolation, Windows may immediately report a different missing dependency.
Open the application’s installation directory and look for the executable and its nearby DLLs. Do not move files around while the program is running. If icuin46.dll exists but the error remains, the missing item may be a companion ICU file or another dependency.
The best repair is still the application’s installer or launcher verification. ICU 4.6.1 archives include separate Win32 and Win64 developer packages, but those packages are not a universal end-user installer for every application that happens to use ICU.
6. Check the installation path and DLL search problem
Windows searches application-related directories and other defined locations when loading a DLL. A file can therefore exist on disk while the program still cannot find it or one of its dependencies.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Try this:
- Close the application and its launcher.
- Open the application’s installation folder.
- Confirm that the executable and its expected private DLLs are together or in the folders installed by the vendor.
- Start the program using its normal shortcut or launcher.
- Do not add random download folders to the system
PATH.
If the application was moved manually, restore it to the location selected by its installer. If the error began after changing the installation directory, uninstall and reinstall it to a normal local folder.
Advanced users can use a dependency-analysis utility to determine which module cannot load, but the result should guide an application repair rather than a random DLL download.

7. Install only runtimes the application specifically requires
Visual C++ Redistributables, DirectX, .NET, and graphics drivers are not default fixes for icuin46.dll. Install or repair one only when the application’s documentation, installer, or complete error identifies it as a requirement.
For Visual C++:
- Use the application’s official installer or support page.
- Install the architecture it requests.
- Install both architectures only when the vendor’s instructions call for both.
- Restart Windows and test the application.
Do not treat a generic runtime bundle as a substitute for restoring the application’s ICU files.

8. Repair Windows components only when other Windows features are also failing
A single application reporting icuin46.dll usually indicates an application problem, not corrupted Windows system files. Run Windows component repair when multiple built-in features are malfunctioning or other system files are also reported as damaged.
- Open Start.
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test the application again.
DISM and SFC repair protected Windows components. They will not normally recreate a third-party application’s private icuin46.dll.
Repeating SFC and DISM without knowing what changed can make diagnosis harder. Outbyte PC Repair can scan for the condition behind the failure, while its repair functions require the full version; reinstalling the affected application remains the definitive fix when the missing file belongs to that program.
9. Update drivers only when evidence points to a driver fault
A graphics or device driver is not a normal cause of a missing ICU library. Consider drivers only if the application also crashes with graphics errors, Device Manager reports a device problem, or the vendor specifically identifies a driver dependency.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →To check:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver changes.
For a graphics driver, prefer the computer or graphics hardware vendor’s official package when Windows does not find an appropriate update. Outbyte Driver Updater can show which drivers are stale, while installing updates requires the full version; it is not a replacement for repairing the application that owns icuin46.dll.
10. Use System Restore only after a known system change
If the error began immediately after a software cleanup, update, driver installation, or other identifiable change, System Restore may help when a suitable restore point exists.
- Press
Windows+R. - Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the failure.
- Select Scan for affected programs.
- Review the result.
- Select Finish if the restore point is appropriate.
System Restore does not replace a proper application reinstall and may not affect files stored in the application’s private folder.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What not to do
Do not download the DLL from a random site
A standalone download may contain malware, the wrong architecture, an incompatible build, or no matching icuuc46.dll and icudt46.dll. It also leaves the damaged installation unresolved.

Install ICU directly only when the application’s documentation explicitly requires that exact ICU release and provides the package.
Do not copy it into System32 or SysWOW64
System32 is the normal Windows system directory even on 64-bit Windows, while SysWOW64 is associated with 32-bit system components. Neither is the correct default destination for this third-party runtime.
Copying a private ICU DLL into a system directory can create version conflicts and cause unrelated programs to load the wrong library. Keep the file in the application’s installation structure.
Do not use regsvr32
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. ICU runtime libraries are not normally self-registering COM or ActiveX components.
Running this command is not a general repair:
regsvr32 icuin46.dll
It may produce an error saying that the DllRegisterServer entry point was not found. Repair the owning application instead.
If reinstalling does not solve the error
Check these points in order:
- Confirm that you reinstalled the program named by the error, not a similarly named utility.
- Check whether an old shortcut launches an executable from a previous installation.
- Look in Task Manager > Startup apps for a stale launcher.
- Check Windows Security > Virus & threat protection > Protection history for repeated quarantine events.
- Confirm that the installer completed without errors.
- Check whether another ICU companion file is missing.
- Confirm that the application and its dependency set have matching architecture.
- If the program was removed, inspect Startup folders and Task Scheduler for a leftover task.
If the error names icuuc46.dll, icudt46.dll, or another ICU dependency instead, follow the same process. The changed filename usually means the application is missing another part of the same version-matched ICU runtime, so restoring the complete application package is safer than replacing files individually.
FAQ
Is icuin46.dll a Windows file?
No. It is an ICU library normally bundled with a third-party application.
Which application installed it?
There is no single owner. Different applications and games can package ICU 4.6 libraries. The error dialog, executable path, shortcut target, launcher, and startup entries are the best ways to identify the owner.
Is icuin46.dll 32-bit or 64-bit?
A reference listing identifies version 4.6.1.0 as 32-bit, but ICU 4.6.1 packages exist for both Win32 and Win64. Match the library to the application that needs it.
Should I install Visual C++, DirectX, or .NET?
Only if the application’s installer or dependency error specifically requires it. These are not general fixes for a missing ICU DLL.
Should I run DISM and SFC?
Run them when multiple Windows components are failing or system corruption is suspected. They normally will not restore an application-private ICU file.
Can I register icuin46.dll?
No. regsvr32 is not an appropriate repair for this ICU runtime library.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat is the safest fix?
Identify the application, use its repair or launcher verification feature, and reinstall it from the official vendor when necessary. That restores the matching ICU files without changing Windows system directories.
