icuuc55.dll Missing: Restore the App Runtime Safely on Windows

By VGSources Team 9 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

icuuc55.dll is an application DLL from ICU4C, the International Components for Unicode project. If icuuc55.dll is missing or cannot be loaded, repair or reinstall the specific program that reports the error rather than copying a DLL into Windows.

The file provides Unicode, text, locale, and internationalization functions to software built against the ICU 5.5 runtime. It is not a normal Windows system file. Windows includes its own ICU components, but their names are different and do not replace an application’s private icuuc55.dll.

icuuc55.dll identity

Item Verified information
File icuuc55.dll
Component ICU4C / International Components for Unicode
Function ICU Common runtime library
Version family ICU 55.x
Known file metadata 32-bit, version 55.1.0.0, approximately 0.88 MB
Normal owner The application that installed it
Normal location The application’s installation folder
Windows system file No

The 55 in the filename identifies the ICU 55 ABI line. ICU used versioned filenames so applications could keep compatible and incompatible runtime versions separately. A program compiled for ICU 55 should not be given icuuc54.dll, icuuc56.dll, or an unrelated icuuc55.dll from another application.

Both 32-bit and 64-bit ICU 55 packages existed. The known 32-bit metadata above does not describe every legitimate copy. A 32-bit application needs a 32-bit DLL even when Windows itself is 64-bit.

Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.

Older software from different vendors has bundled ICU files locally, including some older Dropbox builds, Samplitude, Elder Scrolls Online, and UltraEdit installations. That is evidence of application-local use, not a complete list of programs that may contain the file.

What the error messages mean

You may see one of these messages:

  • “The program can’t start because icuuc55.dll is missing from your computer.”
  • “The code execution cannot proceed because icuuc55.dll was not found.”
  • “Error loading icuuc55.dll. The specified module could not be found.”
  • “icuuc55.dll is either not designed to run on Windows or it contains an error.”
  • “A required component is missing: icuuc55.dll. Please install the application again.”

These are Windows loader messages. They do not prove that icuuc55.dll itself is the only problem. “The specified module could not be found” can also mean that a dependency required by icuuc55.dll is absent.

For ordinary desktop programs, the executable’s folder is a primary DLL search location. That is why the correct copy normally belongs beside the application’s executable, not in System32 or SysWOW64.

Fix icuuc55.dll errors in order

1. Identify the application that is failing

Read the title of the error dialog and note which program or game was being opened. If the message appears during startup, check the shortcut:

  1. Right-click the program’s shortcut.
  2. Select Properties.
  3. Open the Shortcut tab.
  4. Read the Target field.
  5. Note the application folder and executable name.

You can also right-click a running shortcut or Start menu entry and choose Open file location. Do not move or delete files while investigating.

If several applications report the same error, check whether they were installed by the same launcher or vendor. If only one program fails, focus on that program first.

2. Use the application’s repair or file-verification feature

This is the most likely solution because icuuc55.dll is normally distributed with the application that needs it.

Open the program’s launcher and look for a control named Verify, Verify integrity, Scan and repair, Repair, or Check for updates. The exact wording depends on the vendor.

A typical process is:

  1. Exit the program and its launcher.
  2. Reopen the launcher.
  3. Find the affected game or application in your library.
  4. Open its menu, settings, or manage screen.
  5. Select the repair or file-verification command.
  6. Let the launcher download missing or damaged files.
  7. Restart Windows if the launcher requests it.
  8. Start the application again.

A successful repair restores the matching ICU companion files and other application files together. The error should disappear without any manual DLL copying.

If the launcher cannot open, run it as administrator:

  1. Close the launcher completely.
  2. Right-click its shortcut.
  3. Select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Repeat the repair or verification process.

If verification reports that files are healthy but the error remains, continue with a clean reinstall rather than downloading an isolated DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Reinstall the affected program from its official source

Use the application’s official installer, Microsoft Store listing, or trusted vendor launcher. Avoid installers repackaged by third parties.

Before uninstalling, back up saves, profiles, templates, or configuration files if the program stores them outside the cloud.

To reinstall a traditional desktop program:

  1. Press Windows + I.
  2. Select Apps.
  3. Choose Installed apps on Windows 11 or Apps & features on Windows 10.
  4. Find the affected program.
  5. Select its three-dot menu or click the program.
  6. Choose Uninstall.
  7. Restart Windows.
  8. Download and install the program again from its official source.
  9. Start the program once the installation finishes.

For a Microsoft Store application:

  1. Open Settings.
  2. Select Apps.
  3. Open Installed apps.
  4. Select the application’s menu.
  5. Choose Advanced options.
  6. Try Repair first.
  7. If that fails, choose Reset, understanding that local application data may be removed.
  8. Open Microsoft Store and install pending updates.

The reinstall is the definitive fix when the application’s private runtime is missing, mismatched, or damaged.

4. Check Windows Security quarantine

Antivirus software may remove or quarantine a legitimate application file, particularly after an application update or a change in detection rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the event before restoring anything:

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review recent events.
  5. Open an event and inspect the detected path and threat name.

Restore the file only when all of these are true:

  • The path belongs to the application you intended to install.
  • The application came from its official installer or store.
  • The file was not manually downloaded from a DLL website.
  • You have confirmed the detection is a false positive or the application vendor has addressed it.

Microsoft warns that allowing a file can expose the device if the file is actually malicious. If you are uncertain, do not restore it. Uninstall and reinstall the application from its official source, then run a full Microsoft Defender scan.

Protection History does not retain every event indefinitely. An older quarantine event may no longer be visible.

5. Check architecture and dependencies

A 64-bit Windows installation can run 32-bit applications. Therefore, “I have 64-bit Windows” does not mean the required DLL should be 64-bit.

Check the application architecture through its documentation, installer, or trusted file-information utility. If the application is 32-bit, it needs the matching 32-bit ICU runtime. If the application is 64-bit, it needs the matching 64-bit build.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also check the application folder for companion files that were installed with ICU. A matching installation may include files with names built around the same ICU version. Do not replace one file while leaving incompatible companions in place.

  1. Confirm the file came from the application’s installer.
  2. Check whether the file was blocked by antivirus or Windows security controls.
  3. Verify that the application and DLL have matching architectures.
  4. Reinstall the complete application.
  5. If the error remains, use a reputable dependency analyzer or Microsoft debugging tool to identify the missing dependent module.

The missing item may be a supporting runtime rather than icuuc55.dll itself.

6. Install only prerequisites named by the application

Some applications require the Microsoft Visual C++ Redistributable, DirectX components, .NET, or another bundled prerequisite. Install these only when the application’s official installer or support instructions identify them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These packages do not generally supply icuuc55.dll. Installing the latest Visual C++ package alone will not normally recreate an application-private ICU file.

Check the application’s installer folder for a prerequisites or redist directory, or rerun the official installer and allow it to install its listed dependencies. Then restart Windows and test the application.

7. Repair Windows components when broader corruption is present

SFC and DISM are appropriate when multiple Windows components are failing, Windows Update is damaged, or other system files show corruption. They will not normally recreate a third-party application’s private icuuc55.dll.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for the operation to finish. Then run:

sfc /scannow

Restart Windows after both commands complete. Test the application again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If DISM reports that it cannot repair the image, install pending Windows updates, restart, and repeat the commands. If SFC reports that it found and repaired files, test Windows and the affected program. If it finds corruption that cannot be repaired, check Microsoft’s Windows recovery guidance before considering a repair installation.

Repeating SFC and DISM without knowing what changed can make troubleshooting difficult. Outbyte PC Repair can scan for system problems and show what it identifies, while its repair functions require the full version; it is optional, and reinstalling the affected application remains the definitive fix for an application-owned DLL.

8. Update drivers only when the failure is broader

A driver normally does not provide icuuc55.dll, so driver updates are not a first-line fix for this error. Consider them when the application also crashes with graphics, audio, input, or display errors, or when the failure began after a hardware or Windows change.

To update a driver through Windows:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Network adapters.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

For a clean vendor update, obtain the driver from the hardware manufacturer’s official support page. Do not remove a working driver simply because icuuc55.dll is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Manually checking hardware models and driver versions can be tedious when several devices may be involved. Outbyte Driver Updater can scan and identify outdated drivers, while driver installation through the full version is optional; it does not replace repairing the application that owns icuuc55.dll.

9. Use System Restore only for a wider recent failure

If the application worked before a recent installation, update, or driver change and multiple programs are now affected, System Restore may help.

  1. Press Windows + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Choose a different restore point if available.
  5. Select a restore point from before the failure.
  6. Select Scan for affected programs.
  7. Review the list.
  8. Continue only if the change is acceptable.
  9. Complete the restore and restart Windows.

System Restore can revert system files, settings, and installed programs. It does not normally remove personal files. It is not the preferred solution for one application with a missing private DLL.

What not to do

Do not download an isolated DLL

Random DLL download websites can provide malware, the wrong ICU ABI version, the wrong architecture, or a damaged file. An isolated copy may also omit companion files and dependencies, leaving the original problem unresolved.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safe sources are the affected application’s official installer, its official launcher, the Microsoft Store when applicable, or the application vendor’s trusted distribution. For developer-installed ICU software, use the matching official ICU package and architecture.

Do not copy it to System32 or SysWOW64

Copying an application DLL into a Windows directory can create version conflicts and security exposure. It can also cause another application to load an incompatible file. Keep the matching runtime in the application directory unless the vendor’s own installation instructions specify another location.

Do not run regsvr32 on this file

regsvr32 is used for DLLs that expose COM registration entry points such as DllRegisterServer. ICU’s runtime library is normally loaded directly by the application and is not registered in the Windows registry.

Running this command is not a repair:

regsvr32 icuuc55.dll

It may return an error stating that the entry point was not found. That result is expected for a non-COM runtime DLL.

FAQ

Is icuuc55.dll part of Windows?

No. It is an ICU 55 application runtime. Windows has its own ICU components, including unversioned names such as icuuc.dll, but those do not replace an application’s icuuc55.dll.

Is icuuc55.dll malware?

The filename alone does not establish that. A legitimate copy can appear in an application folder, while an unknown replacement should not be trusted merely because it has the expected name. Check the installation source, file path, publisher information, signature, and antivirus results.

Why does the error remain when the file is visible?

The file may have the wrong architecture, the wrong ICU ABI, corrupted contents, blocked access, or a missing dependency. Reinstall the complete application instead of replacing only the visible file.

Do I need Visual C++, DirectX, or .NET?

Only if the application’s official installer or support instructions require them. These runtimes do not generally replace icuuc55.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if every repair fails?

Record the exact application name, executable path, Windows version, system architecture, complete error text, and whether the file exists beside the executable. Then contact the application vendor. The vendor must provide the matching private runtime for its build.
