iisrstap.dll errors usually mean that an IIS Windows component is missing, damaged, disabled, or mismatched. iisrstap.dll is the Microsoft “IIS Restart API Proxy dll,” associated with IIS and the iisreset.exe utility.
The safest fix is not to download the DLL. Restore or repair Internet Information Services through Windows, then repair the Windows component store and protected system files if necessary.

What iisrstap.dll does
IIS, or Internet Information Services, is Microsoft’s web-server component for Windows. iisrstap.dll belongs to that component and is connected with IIS restart operations, including tools such as iisreset.exe.
Recommended Free Tools
Microsoft file inventories for historical IIS releases list Iisrstap.dll alongside iisreset.exe, iisrtl.dll, iisreg.dll, and other IIS files. Historical packages included both x86 and x64 variants, with different file versions and sizes depending on the Windows and IIS release. Those historical values are not a universal download target for Windows 10 or Windows 11.

Microsoft identifies IIS as a Windows component rather than a separate Visual C++ runtime or general-purpose application. Its files are serviced with Windows and the installed IIS feature. See Microsoft’s IIS lifecycle documentation and historical IIS file inventories.
Before repairing anything
First identify what is actually failing.
Note whether the message appears when you:
- Run
iisresetoriisreset.exe - Open IIS Manager
- Start Windows
- Start a web application
- Launch a third-party program
- Start a game or legacy application
Also check whether IIS is supposed to be installed. If you do not use IIS, removing the unused feature may be more appropriate than repairing it.
To check your Windows edition and build:
- Press Windows key + R.
- Type
winver. - Press Enter.
- Record whether the computer runs Windows 10, Windows 11, or Windows Server.
Recent upgrades, system cleanup, restores, antivirus quarantine, and interrupted Windows servicing can leave an optional Windows feature only partially installed.
Fix 1: Check and restore the IIS feature
Time needed: 5–15 minutes, plus a restart if Windows requests one.
This is the best first fix when the error appears with iisreset.exe, IIS Manager, or another IIS administration tool.
Windows 11 and Windows 10
- Press Windows key + R.
- Type
optionalfeatures. - Press Enter.
- Find Internet Information Services.
- If it is unchecked, select it.
- Expand the tree and select the IIS components you need. Microsoft’s IIS hosting guidance commonly includes:
- Web Management Tools
- IIS Management Console
- World Wide Web Services
- Select OK.
- Allow Windows to install the feature.
- Restart the computer if prompted.
If Internet Information Services is already selected, expand it and check whether the required subcomponents are present. A partially enabled feature can cause IIS tools to be present while supporting files are absent or damaged.
After restarting, open an elevated Command Prompt:
- Open the Start menu.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
iisreset
A successful reset should complete without an iisrstap.dll loading error. If the command reports that IIS is not installed or a service is unavailable, continue with the component repair steps below.
Check IIS from the command line
Open Command Prompt as administrator and run:
DISM /Online /Get-Features | findstr /i IIS
This lists IIS-related Windows features and their states. The exact feature names can differ by Windows edition, so use the displayed names rather than assuming that every system has the same feature tree.
On a compatible Windows installation, you can enable the IIS server role with:
DISM /Online /Enable-Feature /FeatureName:IIS-WebServerRole /All
If DISM reports that the feature name is unknown, use the feature list from /Get-Features and enable the matching name shown on your system.
Fix 2: Repair Windows with DISM, then SFC
Time needed: 15–45 minutes, depending on the Windows component store and available repair source.
Use this fix when the IIS feature is enabled but iisrstap.dll is missing, corrupt, or cannot be loaded. Run DISM first because SFC uses the Windows component store when replacing protected files.
- Open Command Prompt as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window just because progress appears to pause.
- When DISM completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Retest IIS or the application that produced the error.
Microsoft documents this DISM repair procedure and the System File Checker command.
Interpret the results
SFC can report several outcomes:
- Windows Resource Protection did not find any integrity violations: protected files appear intact. Continue with IIS feature repair or architecture checks.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: inspect
%windir%LogsCBSCBS.log, then repeat DISM after installing pending Windows updates. - DISM could not find source files: Windows may need Windows Update or an appropriate installation repair source.
If the computer recently failed an upgrade or update, install all pending Windows updates, restart, and run DISM and SFC again. Microsoft’s Windows Update corruption guidance explains how servicing failures can affect component repair.
If repeatedly hunting through CBS logs and running SFC/DISM leaves you unsure what changed, Outbyte PC Repair can scan for reported Windows issues and show what needs attention; its repair actions are handled by the full version, so it is optional and not required for the Microsoft repair path.

Time needed: 10–30 minutes, plus one or more restarts.
Use this when IIS files are damaged but DISM and SFC do not restore a working IIS installation. Save IIS configuration details first, because removing the feature can remove or reset parts of the IIS setup.
On desktop Windows
- Press Windows key + R.
- Type
optionalfeatures. - Press Enter.
- Clear the checkbox for Internet Information Services.
- Select OK.
- Restart Windows if prompted.
- Open

- Enable IIS Management Console and World Wide Web Services if required.
- Select OK.
- Restart again if requested.
- Test IIS Manager and
iisreset.
Do not remove IIS if the machine hosts a site whose configuration or content has not been backed up.
On Windows Server
On Windows Server, IIS is installed as the Web Server (IIS) role through Server Manager.

- Select Web Server (IIS).
- Add the requested management tools.
- Continue through the wizard.
- Select Install.

Microsoft also documents the PowerShell installation method:
Install-WindowsFeature -Name Web-Server -IncludeManagementTools
The official Install-WindowsFeature documentation covers the Server Manager PowerShell module.
If the role is already installed, remove and add it again only after recording the server’s IIS configuration, certificates, bindings, application pools, and site locations.
Fix 4: Verify the file instead of guessing its location
Time needed: 5–10 minutes.
IIS-related files historically appear in Windows system locations such as %windir%System32. On 64-bit Windows, architecture redirection can make 32-bit and 64-bit processes see different system directories. Do not assume that a file found in one location is correct for every process.
Open Command Prompt and search Windows:
where /r "%windir%" iisrstap.dll
If the command finds a copy, inspect it rather than copying it elsewhere.
Check the digital signature
- Right-click the file.
- Select Properties.
- Open the Digital Signatures tab.
- Check the signer and signature status.
- Open Details and inspect the file description and version information.
A legitimate system copy should identify Microsoft as the publisher. The description associated with this file is IIS Restart API Proxy dll.
A file in an application folder is not automatically the correct IIS file. If a third-party program has copied an IIS DLL beside its executable, establish why it is doing so before replacing anything.
Check 32-bit and 64-bit compatibility
A 32-bit application and a 64-bit application can use different Windows system views. A copied DLL with the wrong architecture may produce errors such as:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The application or DLL is not a valid Windows image
- The procedure entry point could not be located
- The specified module could not be found
Do not solve this by downloading both architectures and trying them one at a time. The correct architecture is determined by the Windows component and the process that loads it. Repair IIS through Windows so the matching files and servicing metadata are restored together.
Fix 5: Check antivirus quarantine
Time needed: 5–15 minutes.
Security software can quarantine a system file, although a missing DLL message does not prove that antivirus caused the problem.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
iisrstap.dllor an IIS component. - Review the detected file path and reason.
- Do not restore the file merely because its name looks familiar.
- Restore it only when the file is digitally signed by Microsoft and the detection is demonstrably false.
- Otherwise, repair IIS through Windows Features and DISM.
If you use third-party security software, inspect its quarantine and history screens as well. After restoring or repairing a file, run a full scan. If malware or repeated file damage is suspected, use Microsoft Defender’s offline scan and investigate disk health before trusting the repaired installation.
Fix 6: Install pending Windows updates
Time needed: 15–60 minutes, depending on downloads and restarts.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →A failed upgrade or interrupted servicing operation can leave an optional IIS component inconsistent.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when requested.
- Check for updates again until Windows reports that no further updates are available.
- Run DISM and SFC in that order.
- Recheck the IIS feature.
Do not use an old iisrstap.dll from another Windows release to compensate for an incomplete update. The correct repair may involve several related IIS files rather than this DLL alone.
Fix 7: Reinstall a specific application only when it owns the failure
Time needed: 10–30 minutes.
If the error appears only when launching one legacy application, determine whether the application is incorrectly trying to load an IIS system component from its own directory.
Before reinstalling it:
- Note the exact executable that triggers the message.
- Check whether the error occurs when opening IIS Manager or running
iisreset. - Search the application’s installation folder for
iisrstap.dll. - Check the application vendor’s supported Windows versions.
- Back up application settings and saved data.
- Uninstall and reinstall the application using its official installer.
Reinstalling that application is definitive only when its own installation is damaged or it legitimately includes an IIS dependency. It does not replace repairing IIS when Windows itself is missing the component.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy regsvr32 is usually not the answer
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. Microsoft documents its purpose and syntax in the regsvr32 reference.
There is no reason to assume that iisrstap.dll is a self-registering COM DLL. Running a command such as this can therefore produce an entry-point error without repairing anything:
Rank #3
regsvr32 iisrstap.dll
A missing or damaged Windows component should be repaired through Windows Features, Server Manager, DISM, and SFC. Do not register the file by default.
Why DLL download sites are unsafe
Downloading a replacement iisrstap.dll from a random DLL website can introduce several problems:
- Malware or a tampered binary
- The wrong Windows servicing version
- The wrong x86 or x64 architecture
- A file with incompatible dependencies
- A signature that does not identify Microsoft
- A copy that does not repair the damaged IIS feature or component store
Historical Microsoft inventories prove that IIS used multiple versions and architectures. They do not identify one universal file that belongs on every Windows 10 or Windows 11 computer.
The safe sources are Windows Features, Server Manager, Windows Update, DISM, SFC, and an official Microsoft installation or repair source.
Fix 8: Remove IIS if you do not need it
Time needed: 5–15 minutes.
If you do not host websites, APIs, local development sites, or services that depend on IIS, disabling the unused feature may remove the trigger.
- Press Windows key + R.
- Type
optionalfeatures. - Press Enter.
- Clear Internet Information Services.
- Select OK.
- Restart Windows.
On Windows Server, remove the Web Server (IIS) role through Server Manager after confirming that no site or service depends on it.

Are drivers relevant to iisrstap.dll?
Usually no. iisrstap.dll is an IIS Windows component, not a graphics, audio, storage, or network driver. Reinstalling drivers, Visual C++ Redistributables, DirectX, or unrelated .NET packages is not a verified repair for this file.
If the computer has broader hardware instability, display problems, network failures, or disk errors, update the affected device through its manufacturer or Windows Update:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if requested.
Do not use Device Manager as a substitute for IIS repair. If manually identifying several stale drivers is the problem, Outbyte Driver Updater can scan and show driver issues; driver installation through the full version is optional and is not required to repair iisrstap.dll.
Likely causes and the matching fix
| Likely cause | What to do |
|---|---|
| IIS is disabled or partially installed | Enable the required IIS features |
| IIS files are corrupted | Run DISM, then SFC |
| Windows servicing or upgrade failed | Install updates, restart, then repair Windows |
| Antivirus quarantined the file | Verify quarantine details and repair IIS |
| Wrong architecture or mismatched file | Restore the Windows-provided component |
| A third-party program copied or expects the DLL | Repair or reinstall that program after checking its behavior |
| Disk or malware damage | Scan offline, check disk health, and repair Windows |
| IIS is not needed | Remove the IIS feature or server role |
If none of the fixes works
Collect this information before escalating:
- The complete error text
- The command or application that triggers it
- Windows output from
winver - Whether the system is client Windows or Windows Server
- The IIS feature state
- The path returned by
where /r "%windir%" iisrstap.dll - Digital-signature status
- DISM output
- SFC output
- Relevant entries from
%windir%LogsCBSCBS.log - Whether the problem began after an upgrade, restore, cleanup, or antivirus event
If component repair continues to fail, consider System Restore or an in-place Windows repair using an appropriate official Microsoft installation source.
FAQ
Is iisrstap.dll a Windows 10 or Windows 11 file?
It is an IIS component associated with Windows. However, historical Microsoft inventories do not establish one universal current filename, path, version, or size for every Windows 10 and Windows 11 installation. Check the installed IIS feature and repair it through Windows.
Is iisrstap.dll part of Visual C++?
No. It belongs to Internet Information Services. Reinstalling Visual C++ Redistributables is not the normal fix.
Should I download iisrstap.dll?
No. Do not use an arbitrary DLL download. The correct file depends on Windows build, IIS servicing state, architecture, and related components.
Should I run regsvr32 iisrstap.dll?
Not by default. regsvr32 applies to DLLs that provide registration entry points. Repair IIS and Windows components instead.
Does a 64-bit Windows installation always use the 64-bit DLL?
Not necessarily. Windows architecture redirection and the calling process affect which system view is used. Restore the component through Windows rather than manually selecting a file.
What if the error appears in only one program?
Check whether that program is incorrectly loading an IIS DLL from its own directory. If IIS itself works normally, repair or reinstall the affected program using its official installer.
What if I do not use IIS?
Disable or remove IIS instead of replacing an individual DLL. Confirm first that no local development tool, website, service, or server application depends on it.
