ils.dll is a Microsoft NetMeeting component, not a normal Windows 10 or Windows 11 runtime. If it is missing, the safest fix is to identify the old program requesting it and repair or reinstall that program rather than downloading a replacement DLL.
On older systems, the error may indicate an incomplete NetMeeting installation, a quarantined file, or even a missing Regsvr32.exe rather than a missing ils.dll.
What this file actually does
The internal description of ils.dll is User Location Services Component Module. It was associated with Microsoft NetMeeting, the legacy conferencing application that provided chat, whiteboard, file transfer, audio and video features.
NetMeeting was included with Windows 2000, Windows XP and Windows Server 2003. It was also distributed separately for some older Windows versions. Microsoft describes NetMeeting and its ILS-related services in its security bulletin about the product.

This makes ils.dll a historical Microsoft application component, not:
- A Windows 10 or Windows 11 core runtime
- A Visual C++ Redistributable file
- A DirectX component
- A .NET Framework component
- A device driver
- A general-purpose DLL that every Windows computer should contain
Windows 7 and later do not include NetMeeting as a normal built-in application. Therefore, an ils.dll error on a modern computer usually means that an old application, installer, startup entry or compatibility setup is still looking for the file.
Public file records identify ils.dll as a 32-bit Windows component. Do not place a 32-bit copy beside a native 64-bit application and expect it to work. A 64-bit process normally requires a 64-bit dependency, and there is no credible evidence that a 64-bit version of this particular NetMeeting file exists.

Before changing system files, answer three questions:

- Which program was being installed or started?
- Did the message appear during NetMeeting setup, Windows startup or another application launch?
Those answers determine whether this is a Windows repair, a NetMeeting repair or an obsolete-software problem.
Fix 1: Repair the program that requests ils.dll
This is the safest and most likely solution when a single old program displays the message.
Identify the requesting program
Look at the title bar and full error message. Note the application name and the path shown in the message. If the error appears during startup, check the following locations:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an old conferencing program, installer helper or application you no longer use.
- Right-click the entry and choose Disable.
- Restart Windows.
If the message disappears, the disabled program is probably the requester. Disabling it prevents the error but does not repair the application.

You can also check installed software:
- Press Windows key + I.
- Select Apps.
- Choose Installed apps.
- Search for NetMeeting or the application named in the error.
- Select the three-dot menu beside it.
- Choose Uninstall, or choose Modify or Repair if that option exists.
- Restart the computer.
- Reinstall the program only from its original installer or a verified vendor-provided package.
If the program has a built-in repair option, use that before removing it:
- Open the program’s installer or setup package.
- Choose Repair, Change or Modify.
- Allow setup to replace missing files.
- Restart Windows.
- Launch the program again.
The repair worked if the program starts without the ils.dll message and no new missing-component error appears.
If the installer itself fails with an ils.dll message, continue with the NetMeeting-specific procedure below.
Fix 2: Repair a failed NetMeeting installation
The historically documented NetMeeting installation error is similar to:

Error creating process C:WindowsSYSTEMRegsvr32.exe /s C:WindowsSYSTEMIls.dll. Reason: The system cannot find the file specified.
That wording is important. It can mean that either Regsvr32.exe or Ils.dll is missing. The message does not prove that ils.dll is the missing file.
This procedure applies primarily to an old Windows installation or a legacy NetMeeting setup, not to a normal Windows 10 or Windows 11 installation.
Check for Regsvr32.exe
On the affected computer:
- Open File Explorer.
- Browse to the Windows installation directory.
- On older Windows versions, check the
Systemfolder. - On newer 32-bit Windows installations, check
System32. - Confirm whether
Regsvr32.exeexists.
Do not copy Regsvr32.exe from an unrelated computer. If it is missing or damaged, restore it from matching Windows installation media or repair the Windows installation using its original recovery process.
Check for an existing ils.dll
If the old setup program says that ils.dll already exists or cannot be replaced:
- Close the NetMeeting installer.
- Browse to the directory named in the error.
- Locate
ils.dll. - Rename it to
ils.old. - Run the NetMeeting installer again.
Renaming is safer than deleting because it preserves the file for inspection or reversal. If setup completes and NetMeeting launches, the previous file was likely incomplete or damaged.
The archived Microsoft guidance for this installation problem also distinguishes a damaged or missing Regsvr32.exe from a damaged or missing Ils.dll. The correct repair is therefore to check both files, not to download an arbitrary replacement.
Fix 3: Check antivirus quarantine before restoring anything
Security software can quarantine an old DLL because legacy files are uncommon, altered or associated with obsolete software. However, you should not assume that every detection is a false positive.
Check the file carefully:
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Open the detection associated with
ils.dll. - Record the full file path and detection name.
- Check whether the file was located in the expected Windows or NetMeeting directory.
Do not restore the file if it was found in:
Downloads%TEMP%- An email attachment directory
- A browser cache
- A user-writable application folder
- A directory unrelated to NetMeeting or the program showing the error
Also do not restore it if the file is unsigned, has an unexpected publisher, or was created by an installer you do not recognize.
Restore it only when all of the following are true:
- The file came from a legitimate legacy Windows or NetMeeting installation.
- Its location matches the expected application directory.
- The security product’s detection has been reviewed.
- The file’s Microsoft signature or provenance is credible.
- You have scanned the computer after the restoration.
To restore a quarantined file in Windows Security:
- Open the detection in Protection history.
- Select Actions.
- Choose Restore only after verifying the path and source.
- Update Microsoft Defender security intelligence.
- Run a Full scan.
- Restart Windows and test the original program.
If the detection returns, leave the file quarantined. A familiar filename can be used by malware, and restoring it repeatedly can make the problem worse.
Fix 4: Repair Windows system files with DISM and SFC
Use DISM and System File Checker when the error involves a damaged Windows installation, several protected Windows files are failing, or Windows behaves abnormally in other ways.
These commands may not restore ils.dll if the file belonged only to NetMeeting or another application. SFC repairs protected files that are part of the installed Windows image; it is not a universal application reinstaller.
Run DISM
- Open the Start menu.
- Type
Terminal. - Right-click Windows Terminal and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter this command:
DISM /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish.
- Do not close the window while it is working.
- Restart Windows when it completes.
A successful result means DISM repaired or verified the Windows component store. It does not necessarily mean that a NetMeeting file has been restored.
Run SFC
After restarting:
- Open Windows Terminal as administrator again.
- Enter:
sfc /scannow
- Press Enter.
- Wait until verification reaches 100 percent.
- Restart Windows.
If SFC reports that it found and repaired corrupted files, test the affected program. If it reports that no integrity violations were found, the missing file probably belongs to an old application rather than the current Windows installation.
If SFC cannot complete, restart Windows and run the command again from an administrator Terminal. Persistent corruption may require Windows recovery tools or an in-place repair, but do not expect that process to install NetMeeting on Windows 10 or Windows 11.
Repeatedly running SFC and DISM without checking what changed can make troubleshooting unnecessarily slow. regsvr32 registers DLLs that provide the required registration entry point, commonly DllRegisterServer. It is not a general-purpose missing-DLL repair command.
Do not run this merely because Windows says that ils.dll is missing:
regsvr32 ils.dll
That command is appropriate only when all of the following apply:
- The owning application’s instructions specifically require registration.
- The file is already present.
- The file came from a trusted installer or matching installation media.
- The application is compatible with the Windows architecture.
- You are using the correct
regsvr32.exefor the process involved.
If NetMeeting setup invokes Regsvr32.exe, that is part of the historical installer process. It does not prove that manually registering the DLL will repair the installation.

- The module could not be found
- The entry point was not found
- The module is not compatible with this version of Windows
- The file is not a valid Win32 application
Those errors may indicate a missing dependency, wrong architecture or incompatible legacy software. They are not fixed reliably by repeating the same command.
Fix 6: Check compatibility on Windows 10 and Windows 11
Windows 10 and Windows 11 should not be expected to contain NetMeeting or ils.dll.
If an old application requires it, choose one of these paths:
Replace the obsolete application
Check whether the software vendor provides a current version or migration path. This is the preferred solution when the application is still needed for everyday work.
Use the original legacy environment
If the program must be preserved, run it in the Windows version or controlled legacy environment for which it was designed. Keep that environment isolated and avoid exposing obsolete software directly to untrusted networks.
Remove the obsolete startup entry
If the program is no longer needed:
- Press Ctrl + Shift + Esc.
- Select Startup apps.
- Disable the entry associated with the old software.
- Open Settings with Windows key + I.
- Select Apps, then Installed apps.
- Uninstall the obsolete application.
- Restart Windows.
Do not copy ils.dll into C:WindowsSystem32 or C:WindowsSysWOW64 simply to silence the message. That can create an architecture mismatch and hide the real problem. Microsoft has confirmed that NetMeeting was not included with Windows 7, and later Windows releases should not be treated as supported NetMeeting platforms.
Fix 7: Do not use Device Manager as an ils.dll repair
ils.dll is not a driver, so updating display, audio or network drivers will not normally restore it. Device Manager is relevant only if the old application also reports a separate hardware problem.
To check for unrelated driver errors:
- Right-click Start.
- Select Device Manager.
- Expand categories with a warning icon.
- Right-click the affected device.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.

A file named ils.dll is not automatically genuine. Malware can use the name of a real Microsoft component.

Check the file without launching it:
- Right-click the file.
- Select Properties.
- Open the Details tab.
- Check the description and publisher information.
- Open the Digital Signatures tab if present.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid.
The expected description is User Location Services Component Module, and the associated product is Windows NetMeeting. A file with the right name but an unrelated description, suspicious location or invalid signature should not be copied into a Windows directory.
If you suspect malware:
- Leave the file quarantined.
- Run a Microsoft Defender Full scan.
- Run an Offline scan if Defender recommends it.
- Review startup entries and recently installed applications.
- Change important passwords from a separate trusted device if malware is confirmed.
Fix 9: Test whether the problem is limited to one Windows account
A damaged user profile can cause startup and application errors that do not affect other accounts.
Create a test account:
- Open Settings.
- Select Accounts.
- Choose Other users.
- Select Add account.
- Follow the prompts to create a local test account.
- Sign in to that account.
- Launch the affected program.
If the error does not appear in the new account, repair or recreate the original profile rather than replacing system DLLs. If the error appears for every account, focus on the application installation, Windows compatibility and file authenticity.
Why downloading ils.dll is unsafe
Random DLL download sites are not a safe source for this file. A downloaded copy may be:
- Malware using a familiar Microsoft filename
- The wrong version
- The wrong architecture
- Missing required companion files
- Unsigned or modified
- Incompatible with the requesting program
Copying it into System32 or SysWOW64 can also create a second problem while leaving the original incomplete installation untouched.
There is no current supported Microsoft standalone download for ils.dll. Use the original operating-system media, a verified NetMeeting installer from the software’s legitimate distribution source, or the owning application’s trusted installer. For current Windows components, use Windows Update, DISM, SFC and official Microsoft recovery options.

Is ils.dll a Windows file?

Is there a 64-bit version?
Public identification records describe 32-bit files, and there is no credible evidence of a 64-bit ils.dll. A 32-bit DLL is not a repair for a native 64-bit process.
Should I restore ils.dll from antivirus quarantine?
Only after checking the exact path, signature, publisher and detection. Leave it quarantined if it was found in a temporary or user-writable directory or if its provenance is unclear.

Not for an ordinary missing-DLL message. Use regsvr32 only when a trusted application installer specifically requires registration and the correct file is already present.
Why does NetMeeting setup mention Regsvr32.exe?
The historical installer error can be caused by either a missing Regsvr32.exe or a missing Ils.dll. Check both instead of assuming the DLL is the only problem.
What if the error remains after reinstalling the old application?
Identify the exact requesting process, inspect startup entries and event logs, and verify the file path. The application may be incorrectly packaged or incompatible with modern Windows. If it is no longer supported, use a compatible legacy environment or replace it.
Can System Restore fix the problem?
It may help if a restore point predates the deletion and the file belonged to the installed software at that time. It will not replace malware investigation or make NetMeeting a supported Windows 10 or Windows 11 component.
