innocallback.dll errors commonly appear as “InnoCallback.dll was not found,” “The file InnoCallback.dll is missing,” or “Internal error: ExtractTemporaryFile: The file ‘innocallback.dll’ was not found.” The correct fix is usually to restore the complete installer or repair the third-party application that owns the file, not to download a loose DLL.
The 60-second answer
First, check when the message appears:
- During installation: delete the installer, download it again from the software publisher, and run the new copy from a local folder.
- When launching an installed program: repair or reinstall that specific program using its official installer or launcher.
- After an antivirus alert: inspect the quarantine record and installer source before restoring anything.
- From a path such as
%TEMP%IS-xxxxx.tmp: the file is probably a temporary Inno Setup payload, not a permanent Windows component.
Do not copy innocallback.dll into System32 or SysWOW64, and do not use regsvr32 as a general missing-DLL repair. InnoCallback.dll is not a Windows file, Microsoft runtime, DirectX component, .NET component, or Visual C++ redistributable.

What is innocallback.dll?
InnoCallback.dll is a genuine third-party component associated with Sherlock Software’s InnoTools InnoCallback, also called ITCallback. It allows Inno Setup script routines to be used as callbacks in Windows API calls.
The component is also bundled privately inside some unrelated Inno Setup installers. That means the correct owner may be:

- Sherlock Software’s InnoTools component, if you installed it directly.
- A particular application or game installer that included the DLL as part of its setup files.
It is not possible to identify the owning program from the filename alone. The full error path, installer filename, antivirus record, and application that was being installed or launched are more useful.
The vendor’s publicly listed package is an older InnoCallback release. Do not assume that every file with this name has the same architecture, version, size, or internal metadata.
Why does it appear in %TEMP%IS-xxxxx.tmp?
Inno Setup creates temporary directories with names resembling:
C:WindowsTempIS-xxxxx.tmp
An installer may extract innocallback.dll there while Setup is running. These temporary files are normally removed when the installer exits.
If the error says:
Internal error: ExtractTemporaryFile: The file "innocallback.dll" was not found
the setup script expected the DLL inside its compiled installer data, but the file was absent, damaged, blocked, or mismatched with the rest of the package. This usually indicates an incomplete, corrupted, modified, or quarantined installer.
Fix 1: Redownload the complete installer
Use this first if the error appears before installation finishes.
- Close the error and cancel Setup.
- Delete the installer you currently have.
- Empty the Recycle Bin if the installer was unusually large or clearly incomplete.
- Download the program again from its official publisher, launcher, or account library.
- If the publisher provides a checksum, compare it with the downloaded file.
- Right-click the installer and select Properties.
- On the Digital Signatures tab, check whether the signature is present and valid. This tab may not exist for every installer.
- Move the installer to a local folder such as
C:Installers. - Right-click it, select Properties, and choose Unblock if that option is shown.
- Right-click the installer and select Run as administrator.
A successful repair lets Setup pass the point where ExtractTemporaryFile previously failed.

Pick the symptom - the matching free tool is one click away.
If the error returns immediately, do not download only innocallback.dll. The missing file is part of a larger installer payload, and replacing one file can leave the package inconsistent or unsafe. Download the complete release again from the publisher instead.
Fix 2: Repair the installed application
If Windows shows the error when you start an already-installed application, the program’s private copy may have been deleted or damaged.

Use Windows’ repair option
- Press Windows + I to open Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected program.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, select Reset only if you understand that it may remove the program’s settings or local data.
Use the program’s own launcher
Games and specialist applications may have a Verify files, Repair, or Scan and repair command.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Open the official launcher.
- Open its library or installed-program list.
- Select the affected program.
- Open its settings or management menu.
- Choose Verify, Repair, or the equivalent file-checking command.
- Wait for the scan to replace missing files.
- Launch the program again.
Reinstall from the official source
If repair and verification fail:
- Back up saves, profiles, templates, or other local data.
- Uninstall the affected program from Settings > Apps.
- Restart Windows.
- Download the current installer from the application developer or official launcher.
- Install it to the normal location.
- Start the program before restoring optional modifications or add-ons.
If the error disappears after a clean reinstall, the original application directory was incomplete. Keep the replacement in the application’s own folder. Do not copy it into a Windows system directory.
Fix 3: Check antivirus quarantine before restoring anything
Some public malware-analysis reports contain files named innocallback.dll extracted from installers, including reports with antivirus detections. That does not prove that every legitimate copy is malicious, but it does mean a quarantined file should not be restored blindly.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Open the detection involving
innocallback.dll. - Record the detected path, detection name, parent installer, and action taken.
- Check where the installer came from.
- Check whether the installer has a valid publisher signature.
- If the source is unofficial, modified, repacked, or unclear, choose Remove or leave the item quarantined.
- Delete that installer and obtain a clean copy from the official publisher.
- Run a Full scan from Virus & threat protection.
Restore the file only when the original installer is demonstrably trusted, its source is official, and your security software confirms that the detection was a false positive. If the file was extracted into %TEMP%IS-xxxxx.tmp, restoring the temporary copy may not fix the underlying installer anyway.
Fix 4: Check whether the setup files were mixed or modified
An Inno Setup executable may depend on files compiled into the same release. Problems occur when:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Setup was interrupted during download
- The installer was modified or repacked
- Files came from different releases
- An installer was separated from its supporting data
- Antivirus removed part of the payload
- A damaged storage device changed the file
Use a complete installer from one official release. Do not combine an executable from one download with DLLs from another version.
If the publisher provides both a small web installer and a full offline installer, use the official option that matches your connection and deployment needs. Run it from local storage rather than a removable or network drive.
Fix 5: Check temporary-folder access
This is less likely than a damaged installer, but permissions or security controls can prevent extraction.

Fix 6: Generate an Inno Setup installation log
When the official installer still fails, create a setup log.
- Open the folder containing the installer.
- Click the address bar, type
cmd, and press Enter. - Run:
Setup.exe /LOG
Replace Setup.exe with the actual installer filename if necessary.
Inno Setup writes the log to the user’s temporary directory. Open the newest setup log and search for:
innocallback.dll
ExtractTemporaryFile
error
The surrounding lines can show whether Setup failed while extracting the file, running a command, or accessing a temporary location. Keep the log when contacting the application publisher. It is more useful than copying the DLL from another computer.
Fix 7: Repair Windows components only for broader Windows problems
InnoCallback.dll is not a protected Windows component, so DISM and SFC will normally not recreate it. Use them when Windows itself has additional corruption symptoms, such as broken built-in applications, failed system updates, or other protected system files.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Retry the official application installer.
Microsoft recommends running DISM before SFC when repairing Windows components. These commands are not a substitute for reinstalling the application that owns innocallback.dll.
Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair provides a free scan that shows detected issues, while repair actions are handled by the full version; use it only as an optional convenience, because reinstalling the affected application remains the definitive fix for this file.

Do not copy it to System32 or SysWOW64
A file in System32, SysWOW64, or an unrelated startup directory is not the normal documented location established for this component. Copying an unverified DLL there can cause version conflicts and increase DLL-hijacking risk.
The application or installer determines which copy it needs. Do not install both 32-bit and 64-bit copies “just in case,” and do not infer the required architecture from whether Windows is 32-bit or 64-bit.
Drivers, Windows Features, and runtimes
Updating a graphics, chipset, storage, or other device driver is not a normal fix for an Inno Setup extraction error. You can check drivers if the application has separate hardware failures:

- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Outbyte Driver Updater provides a free scan to identify outdated drivers, while driver installation is handled by the full version; it is optional and does not replace repairing the program that requested innocallback.dll.
Likewise, Windows Features, DirectX, .NET, and Visual C++ redistributables are not first-line solutions unless the actual error names a specific runtime DLL. Installing unrelated runtimes will not normally restore innocallback.dll.
When nothing works
If every official reinstall fails:
- Confirm that you downloaded the installer directly from the publisher.
- Check the installer’s signature or published checksum.
- Review antivirus quarantine and Controlled Folder Access history.
- Check disk space and temporary-folder access.
- Run the installer from a local folder as administrator.
- Generate a log with
Setup.exe /LOG. - Test installation from a new Windows user profile.
- Contact the application publisher with the exact error, installer filename, Windows version, and setup log.
System Restore is reasonable only when the failure began after a recent system change and normal repair is impossible. It is not the first-line solution for this third-party DLL.
FAQ
Is innocallback.dll part of Windows?
No. It is associated with Sherlock Software’s InnoTools component and may also be bundled privately by unrelated Inno Setup installers.
Why does an installed program still request it?
The application’s private copy may have been deleted, quarantined, damaged, or left incomplete. Repair or reinstall that application from its official source.
Is a file in IS-xxxxx.tmp permanent?
Usually not. Inno Setup uses that directory for temporary extraction and normally removes it when Setup exits.
Should I download innocallback.dll separately?
No. A detached DLL may contain malware, the wrong architecture, or the wrong build, and it often leaves the damaged installer unchanged.
Will Visual C++ or .NET fix it?
Not normally. This filename does not identify a Microsoft runtime dependency.
