Not the whole game. The “completed story” headline refers to producer Yoshinori Kitase saying he was satisfied with the third game’s story and expected fans to be satisfied with the final chapter. It did not mean development was finished. The game is now officially titled FINAL FANTASY VII REVELATION, and director Naoki Hamaguchi has said its main story is intended to conclude in the base game.
What did “completed story” mean?
A January 23, 2025 IGN report quoted producer Yoshinori Kitase saying, “I’m very satisfied with [the story], so I’m sure fans will be satisfied with the final chapter.” That was a statement of confidence in the story, not confirmation that the full game was complete, ready to ship, or finished in development. The distinction matters: a story can be written or developed to a point that its producer is pleased with it while the larger game remains in development. Kitase’s comment did not establish the game’s production status.

Does FINAL FANTASY VII REVELATION end the story?
Yes, according to director Naoki Hamaguchi, the main story is intended to conclude within the base game. In an interview reported by Nintendo Life on August 4, 2026, he said: “The story will be concluded within the main game. We’re serious about concluding the series with FFVII Revelation, and we’re proceeding with development with that goal in mind.” Nintendo Life’s report

That gives a direct answer to concerns about a cliffhanger: Hamaguchi says the main narrative will be concluded in the game itself, rather than requiring paid DLC to finish it. He discussed DLC only hypothetically, describing a possible character-focused spin-off; no DLC was announced in that report.
What is confirmed about the final chapter?

Some additional location details come from interviews rather than the official announcement. In March 2026 coverage, Hamaguchi said Wutai would be one of the main locations, Rocket Town would return, and the Highwind would be a very large part of the installment. Interview coverage

The locations and broad premise have been discussed, but the full plot and detailed gameplay systems have not been revealed in the cited announcements and interviews.

For Switch 2 players, Nintendo has reported Hamaguchi saying that version is being developed to keep the gameplay experience “pretty much the same” as on other platforms.
