Not proven yet. Mega Rayquaza ex is the headline card in Pokémon TCG: Mega Evolution—Delta Reign, and its reported 280 HP, automatic Energy acceleration and damage that scales with Fire and Lightning Energy make it a serious deck-building prospect. However, no sanctioned-event results exist yet, and the available wording comes from prerelease scans and promotional material. The fair verdict today is “high-interest, unproven,” not definitively broken.
The Pokémon Company International described the Sky High Pokémon as bringing “unparalleled strength to battle” in its August 20, 2026 media alert. That is marketing language, not a tournament finding. The card’s final English scan, format legality and post-release results will determine whether Rayquaza becomes a staple or a powerful-looking card that never achieves consistent results.

No reliable evidence can establish that before release. A Mega Pokémon ex gives up three Prize cards when Knocked Out, so its attacks and setup must produce a decisive advantage to justify that risk. Rayquaza has an attractive ceiling, but ceiling is not the same as a consistent tournament deck.
The current information is based on specialist database entries and prerelease scans. Treat every number and wording detail below as provisional until the official English card database posts the final version.

What does Mega Rayquaza ex do in Delta Reign?
Ruler’s Roar is intended to compress the early setup turn. When Rayquaza is played from hand to the Bench, you look at the top four cards and may attach a Basic Energy found there. The ability’s value depends on how often your deck can present the right Basic Energy in those four cards and whether using Rayquaza on the Bench exposes a valuable three-Prize target before it is ready to attack.
Storm Emerald is a global scaling attack rather than a simple “Rayquaza gets stronger” attack. It counts Fire and Lightning Energy attached to every Pokémon you control, then applies 50 damage for each qualifying Energy. A list that spreads Energy across several attackers can therefore raise Rayquaza’s damage, but it also has to meet the attack’s Fire, Lightning and Colorless requirement and maintain enough Energy after disruption or Knock Outs.

How should you test whether Rayquaza is actually broken?
Use a complete testing checklist instead of judging the card from its maximum damage number.
1. Measure damage against the three-Energy cost
Record the damage Rayquaza produces on the first realistic attack turn, not only in a fully developed board state. Compare the Energy investment and turns required with the HP totals of common opposing Pokémon once the set is legal.

2. Track setup turns and Bench space
Ruler’s Roar only matters when Rayquaza reaches the Bench from your hand, and Storm Emerald needs Energy distributed across your board. Test opening hands, the number of Bench slots consumed by support Pokémon, and how often the top-four cards contain a useful Basic Energy. Keep the hit rate separate for Fire and Lightning Energy; a generic Energy hit is not automatically the Energy your attack needs.
3. Test the entire Energy engine
Rayquaza cannot be evaluated in isolation. Count the deck’s search, draw, Energy acceleration and recovery options, then test what happens after an opponent removes an Energy or forces a new attacker active. A spectacular attack is less valuable if the deck cannot rebuild after one disruption turn.
4. Account for the three-Prize liability
Knocking Out a Mega Pokémon ex awards three Prizes. Calculate whether a Rayquaza turn can take enough Prizes, deny an opposing attacker or create a board state that compensates for losing three Prizes when Rayquaza falls. Include games in which the opponent gusts a Benched Rayquaza before it attacks.
5. Identify counterplay
Lightning weakness gives decks using Lightning attackers a direct pressure point, while Fighting resistance can reduce damage from Fighting-based attacks. Also test hand disruption, Energy denial, gust effects and effects that punish a crowded Bench. A card is much harder to call broken when several popular strategies can target its setup rather than racing its final damage.

6. Wait for legality and sanctioned results
Confirm Standard and Expanded legality in the official card database after release. Then use published decklists, event finishes and matchup data from sanctioned tournaments. Do not substitute social-media hype, a goldfish demonstration or an isolated local result for a metagame conclusion.

What is the practical difference between a prerelease event and a normal constructed tournament?
Prerelease events are scheduled before the retail launch and are designed around the new expansion, while constructed tournaments use a player’s prepared legal deck. Ask the organizer which pool, deck-building rules and format will be used, because event procedures can differ.
Can one Legendary Stadium card be used without its matching half?
The set announcement treats each Legendary Stadium as a two-card pair, so keep both named halves together when sorting cards and building a deck. Their individual effects and any conditions for putting the pair into play must be read from the final card text.
What evidence would finally settle the “broken” question?
