No. The Elder Scrolls V: Skyrim does not establish Ulfric Stormcloak as Dragonborn. He can use the Thu’um because he learned it from the Greybeards; knowing how to Shout is not, by itself, proof of Dragonborn identity.
Why can Ulfric Stormcloak use the Thu’um?
Ulfric learned the Voice through training with the Greybeards. In character dialogue, he says they taught him and that he was expected to become a Greybeard. His Shouting is therefore explained as a learned skill, not evidence that he is Dragonborn. Ulfric Stormcloak dialogue reference
Does knowing the Thu’um make someone Dragonborn?
No. In Skyrim, people can learn to use the Voice through discipline and instruction. A character’s ability to Shout does not establish that they have the Dragonborn identity central to the player character’s story.
Bethesda’s official Welcome to Skyrim page addresses the player directly: “Step forward, Dragonborn, because your legend begins here.” That framing supports the distinction between the player character’s role and Ulfric’s learned ability; it does not itself make a statement about Ulfric.

The careful conclusion is that Ulfric is not established as Dragonborn in Skyrim. The game’s explanation for his Thu’um is Greybeard training, and his use of Shouts alone is not a basis for assigning him the Dragonborn identity. This answer is limited to what Skyrim establishes; it does not attempt to rule on every possible continuity or fan interpretation.
