“This application failed to start because isp2000.dll was not found.” The isp2000.dll error usually means an older third-party application has lost one of its private 32-bit files.

Which fix applies to you

Start with the situation that matches what you see:

  • The error names a program: Repair or reinstall that program first.
  • The program was recently cleaned up or updated: Restore it from Windows Security Protection history, then repair the application.
  • The message says “specified module could not be found”: isp2000.dll may exist, but another library it requires is missing.
  • The error says “entry point not found”: The DLL and application may be from different releases or architectures.
  • The error appears after uninstalling software at every boot: Remove or disable the obsolete startup entry after confirming which program created it.
  • The file is in a temporary or unexpected user folder: Scan the computer and investigate the executable that loaded it. The filename alone does not prove malware.

Do not begin by downloading a replacement DLL or copying one into System32.

What isp2000.dll is

isp2000.dll is not known to be a normal Windows component, Microsoft Visual C++ file, DirectX file, or .NET file. It is an application-local dependency used by older third-party software.

Public software inventories associate it with Creative Development Ltd.’s reported “Special Effects Library Suite” and with older programs including DataCAD, RailDesigner, PlanViewer, AVImark-related software, MunAdmin, and other CAD, document, and imaging applications. Those inventories show inconsistent suite version labels, so they do not identify one universal parent application.

The important point is that the copy on your computer belongs to the program that installed it. It may need to sit beside that program’s executable rather than in a Windows system directory.

Fix 1: Identify and repair the parent application

Find the application name and path

  1. Read the complete error dialog and record the program name.
  2. Click More details if the dialog provides it.
  3. Note any executable path, such as C:Program Files... or C:Program Files (x86)....
  4. If the error appears during startup, press Ctrl + Shift + Esc.
  5. Select Startup apps and look for an entry matching the program, vendor, or executable name.
  6. If the application was launched from a shortcut, right-click the shortcut, select Properties, and inspect Target.

The full path often identifies the parent program even when the error only mentions isp2000.dll.

Use Windows’ built-in repair option

For a Microsoft Store or packaged application:

  1. Open Start and select Settings.
  2. Select Apps, then Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu and choose Advanced options.
  5. Select Repair.
  6. Start the program again.

Repair should preserve the application’s data. If it does not work and the option is available, use Reset only after backing up important application files.

For classic desktop software:

  1. Press Windows + R.
  2. Type appwiz.cpl and press Enter.
  3. Find the affected program.
  4. Right-click it and choose Repair, Change, or Modify.
  5. Follow the installer prompts.
  6. Restart Windows and test the program.

A successful repair normally removes the missing-file message and allows the application to open. If repair reports that source files are unavailable, use the original installer media or the vendor’s trusted launcher.

Fix 2: Reinstall the exact application

If repair fails, reinstall the parent program rather than replacing isp2000.dll by itself.

  1. Back up the program’s documents, templates, databases, saves, or configuration files.
  2. Open Settings → Apps → Installed apps.
  3. Select the affected application and choose Uninstall.
  4. Restart Windows.
  5. Reinstall it from the original vendor installer, installation media, or trusted application launcher.
  6. If the program offers Verify files, Repair files, or Scan installation, run that feature.
  7. Start the program from its normal shortcut.

Use files from the same application release where possible. Mixing an old isp2000.dll with a newer program bundle can create entry-point errors or crashes.

Many applications associated with this file are old. Their installers may require administrator rights, legacy setup components, or an older Windows environment. If the vendor provides a newer compatible release, use it. If not, compatibility settings or a supported older computer may be necessary.

Fix 3: Check Windows Security quarantine

Antivirus software can remove or quarantine an old DLL, especially when the file is uncommon or bundled with obsolete software.

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Under Current threats, select Protection history.
  4. Look for an event mentioning isp2000.dll or the affected application.
  5. Expand the event and confirm the file path and application.
  6. Restore the file only if the application and its installer are trusted and the path matches the expected installation folder.
  7. Repair or reinstall the application afterward so all matching files are restored.

Microsoft documents additional Defender recovery methods, including the MpCmdRun.exe -Restore option, in its quarantine recovery guidance.

Do not permanently disable antivirus protection to make the program start. If the file is repeatedly quarantined, submit it for review through your security product and obtain a clean application package from the original source.

Fix 4: Distinguish a missing DLL from a missing dependency

“The specified module could not be found” does not always mean that isp2000.dll itself is absent. Windows may be unable to load a supporting DLL required by isp2000.dll.

Check the application folder:

  1. Open File Explorer.
  2. Browse to the folder containing the program’s main .exe file.
  3. Search that folder for isp2000.dll.
  4. If it is present, do not copy another version over it.
  5. Repair or reinstall the application to restore its complete matching file set.
  6. If the error continues, inspect the application’s other files and use a reputable dependency-analysis tool to identify the missing supporting library.

Microsoft explains how upgrades, overwritten files, and dependency conflicts can prevent a DLL from loading in its DLL troubleshooting documentation.

Fix 5: Check 32-bit and 64-bit compatibility

Reported copies of isp2000.dll are 32-bit application files. A 64-bit edition of Windows can run a 32-bit application through its compatibility subsystem, but the application still needs the correct 32-bit DLL and compatible supporting libraries.

This does not mean you should place the file in either of these folders:

  • C:WindowsSystem32
  • C:WindowsSysWOW64

Those folders are not general-purpose DLL storage locations. The correct copy may need to remain beside the application executable. A system-wide copy can cause version conflicts and may not be used by the program at all.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you have installed a 64-bit replacement for an older 32-bit application, confirm that the program and all its components come from the same release. Do not mix files from separate installers.

Fix 6: Repair Windows components only after repairing the app

SFC and DISM repair protected Windows components. They normally cannot recreate isp2000.dll because this file is not identified as a Windows-protected system DLL.

Still, run them if other Windows programs are failing or you suspect broader component corruption:

  1. Open Start and type cmd.
  2. Right-click Command Prompt.
  3. Select Run as administrator.
  4. Run:
sfc /scannow
  1. Wait for verification to reach 100 percent.
  2. Restart Windows and test the application.

On Windows 10 and Windows 11, if SFC reports that it could not repair files, run these commands from an elevated Command Prompt:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Restart after both commands complete. Success means Windows reports that corruption was repaired, but it does not guarantee that isp2000.dll will be restored.

For readers who want a scan that identifies system repair issues instead of repeatedly guessing which Windows component is damaged, Outbyte PC Repair can show what its free scan finds; repairs are performed by the full version. When isp2000.dll belongs to a specific application, reinstalling that application remains the definitive fix.

Microsoft’s references for these commands are System File Checker and Windows image repair.

Fix 7: Update or reinstall related drivers

Drivers are not the usual cause of a missing application-local DLL, but an older graphics, capture, printer, or specialized device application may fail after a driver change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Right-click Start and select Device Manager.
  2. Expand categories related to the affected program, such as Display adapters, Imaging devices, Sound, video and game controllers, or Printers.
  3. Right-click the relevant device and select Properties.
  4. Open the Driver tab and note the provider and date.
  5. Obtain the matching driver from the device manufacturer.
  6. In Device Manager, choose Update driver, then Browse my computer for drivers if you already downloaded the correct package.
  7. Restart Windows and test the application.

Do not replace isp2000.dll with a driver download. For the manual work of hunting through device models and checking which drivers changed, Outbyte Driver Updater can show what its free scan identifies; driver installation is performed by the full version. The application’s own compatible installer remains the priority when isp2000.dll is involved.

Why regsvr32 usually does not help

regsvr32 is for DLLs that expose registration functions such as DllRegisterServer, commonly COM or ActiveX components. It is not a general missing-DLL repair command.

Running a command such as this is therefore normally inappropriate:

regsvr32 isp2000.dll

It may produce an entry-point error and will not restore missing dependencies, repair a damaged application, or make an incompatible DLL work. Only use regsvr32 when the application’s official documentation specifically says that its DLL is a self-registering component and provides the correct 32-bit or 64-bit command.

When System Restore is appropriate

Use System Restore only when the problem clearly began after a recent driver, Windows update, cleanup operation, or application change and a restore point exists.

  1. Press Windows + R.
  2. Type rstrui.exe and press Enter.
  3. Select Choose a different restore point if available.
  4. Select a point from before the error began.
  5. Review affected programs.
  6. Start the restore and allow Windows to restart.

System Restore may remove a recent change, but it is not a substitute for reinstalling the parent application. Microsoft describes this and other recovery choices in its Windows recovery options.

Avoid isolated DLL downloads

Do not download isp2000.dll from a random DLL website and copy it into a Windows folder. The file may contain malware, belong to the wrong release, use the wrong architecture, or lack the other libraries the application needs. It can also conceal the real cause, such as a damaged installer or quarantined application file.

No verified official standalone download is established for this file. Use the original application installer, vendor support package, installation media, or the program’s own repair and verification feature instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error appears after uninstalling the program

A stale startup entry can continue launching an application after its files have been removed.

  1. Press Ctrl + Shift + Esc.
  2. Select Startup apps.
  3. Identify the entry by its publisher or file path.
  4. Right-click it and choose Disable.
  5. If necessary, remove the remaining parent application through Installed apps or Programs and Features.

Do not disable an entry merely because its name is unfamiliar. Confirm its path first, especially if the file is in a temporary or user-profile directory.

FAQ

Is isp2000.dll a Windows file?

No evidence identifies it as a normal Windows component. It is generally an application-local file associated with older third-party software.

Which program installs isp2000.dll?

There is no single confirmed parent program for every copy. Public inventories associate it with several older CAD, imaging, document, medical, and administrative applications. Identify the program named in your error dialog and inspect its installation path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I download a replacement copy?

Avoid isolated downloads of unknown provenance. Reinstall or repair the application that originally supplied the file.

Will SFC restore isp2000.dll?

Usually not. SFC repairs protected Windows files, while isp2000.dll is treated as a third-party application dependency.

Should I copy it to System32?

No. A 32-bit application may require its DLL beside its own executable, and a system-wide copy can cause conflicts.

What information should I provide when asking for help?

Include the exact application name, Windows version, complete error text, executable or DLL path, whether the program is 32-bit, and what changed immediately before the error appeared. Also state whether antivirus quarantined the file and whether repairing or reinstalling the parent application changed the message.
