- A DLL that normally needs

A legitimate copy should normally be located in a protected Windows system directory and have a valid Microsoft digital signature. On 64-bit Windows, inventories may show separate 64-bit and 32-bit copies associated with System32 and SysWOW64, but the exact files depend on the Windows release and installed components.

What the error means
You may see wording such as:
- “The program can’t start because kbdsw09.dll is missing from your computer.”
- “The code execution cannot proceed because kbdsw09.dll was not found.”
- “There was a problem starting kbdsw09.dll.”
- “kbdsw09.dll is either not designed to run on Windows or it contains an error.”
These are general Windows loader messages. They do not prove that a particular game or application owns the file, and they do not identify the cause by themselves.
The likely causes are a damaged Windows component, an incomplete update, a removed keyboard-layout feature, antivirus quarantine, disk corruption, malware replacement, or an incompatible DLL copied into a system folder.
Fix 1: Install Windows updates and restart
Start with Windows Update because the missing component may be restored during normal servicing.

- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not insist.
- Repeat the check after restarting.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Select Check for updates.
- Install the available updates and restart.
Test the original action after the restart. If the error remains, continue with the language-layout check and system repair below.
Fix 2: Check or reinstall Sinhala – Wij 9
If only Sinhala input is broken, the keyboard layout may have been removed or damaged.
- Open Settings.
- Select Time & language.
- Select Language & region on Windows 11, or Language on Windows 10.
- Find the relevant language and select its … menu.
- Choose Language options.
- Look under Keyboards for Sinhala – Wij 9.
- If it is present, remove it, restart Windows, and add it again.
- If it is absent, select Add a keyboard and choose Sinhala – Wij 9.
- If Sinhala is not listed, use Add a language, install the matching language, and then return to Language options.
- Sign out or restart if Windows requests it.

If adding the layout fixes Sinhala input but another Windows component still reports kbdsw09.dll, continue with DISM and SFC. Reinstalling a language feature does not guarantee that a corrupted protected system file has been repaired.

Fix 3: Repair Windows with DISM, then SFC
This is the main repair for a missing, corrupt, or wrong-build copy. Microsoft recommends running DISM before SFC because DISM can restore the component source that SFC needs.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Run SFC:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test again.
A message saying that SFC found and repaired corrupt files is a useful result. If Windows says it found no integrity violations, the protected files are not currently corrupt, so check the keyboard layout, quarantine history, and the path of the program producing the error.
If SFC says it could not repair some files, run DISM again, restart, and repeat SFC. You can save the relevant SFC details with:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"

Fix 4: Check antivirus quarantine and the file signature
Security software may quarantine a genuine system file, or malware may replace one.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Open Protection history.
- Look for an entry involving
kbdsw09.dll. - Note the file path and action taken.
- Restore it only when the location, Microsoft signature, and Windows provenance are clear.
- Update Windows Security and run a Full scan.
Do not disable antivirus protection merely to install a downloaded DLL.
To inspect a file that is already present:
- Open File Explorer.
- Browse to the reported file.
- Right-click
kbdsw09.dlland select Properties. - Open Digital Signatures.
- Select the Microsoft signature and choose Details.
- Confirm that Windows reports the signature as valid.
A signature check does not replace DISM and SFC. If the file is unsigned, located beside an unrelated executable, or has an unexpected name or path, do not replace it manually. Scan the computer and investigate the program that requested it.

Fix 5: Determine whether an application is making a false request
A legitimate Windows layout DLL should not normally be bundled beside an unrelated game or application.
If the error appears only when launching one suspicious executable:
- Right-click the program’s shortcut.
- Select Properties.
- Open Shortcut and inspect Start in.
- Open the program’s installation folder.
- Check whether it contains a private copy of
kbdsw09.dll. - Scan the installation folder and the executable with your security software.
- Update or reinstall the application only from its official installer.
Do not assume the application owns the DLL because its error dialog names the file. A damaged or malicious program can request a Windows component from the wrong location.
If the message appears during Windows startup, language switching, or system sign-in, treat it as a Windows component problem and prioritize DISM, SFC, and language settings.

kbdsw09.dll is a keyboard-layout module, not a normal hardware driver. Driver repair is therefore not the first solution. Use Device Manager only if the keyboard itself is not working, Windows shows a device warning, or the error is accompanied by hardware symptoms.
- Right-click Start.
- Select Device Manager.
- Expand Keyboards and Human Interface Devices.
- Look for a warning icon.
- Right-click the affected device and choose Update driver.
- Select Search automatically for drivers.
- If the device remains broken, right-click it, select Uninstall device, and restart Windows.
- Let Windows detect and reinstall the device.
Do not remove a working keyboard device just to repair kbdsw09.dll.

Fix 7: Use Windows recovery if repair cannot restore the component

On Windows 11:
- Open Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now, if the option is available.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while attempting to preserve files, applications, and settings. Microsoft documents the process in Fix issues by reinstalling the current version of Windows.
If that option is unavailable, consider:
- System Restore if a suitable restore point exists
- An in-place Windows repair installation using official Microsoft installation media
- A full reinstall only after backing up personal data and exhausting less disruptive repairs
System Restore can affect recently installed applications and drivers, so it is a fallback rather than the first step.

Do not download a loose DLL
A random DLL can contain malware, belong to another Windows build, use the wrong architecture, or fail to repair the underlying component store. It can also make later Windows servicing more difficult.
Use Windows Update, DISM, SFC, language settings, and Windows recovery instead.

Do not copy between System32 and SysWOW64
Those directories serve different architecture contexts. A 32-bit and 64-bit copy are not interchangeable, and a file from another computer may come from a different Windows build.
Do not install unrelated runtimes
Visual C++, DirectX, and .NET are not evidence-based fixes for kbdsw09.dll. Installing them may add unnecessary software while leaving the Windows component damaged.
Do not use regsvr32 as a general repair
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Keyboard-layout DLLs are loaded by the Windows input subsystem and expose layout entry points such as KbdLayerDescriptor. Running:

regsvr32 kbdsw09.dll
is not the normal repair method and may simply produce another error. Microsoft documents the command in its Regsvr32 reference.

Is kbdsw09.dll malware?
Not by identity alone. It is a genuine Microsoft Windows keyboard-layout component when it is in the expected Windows system location and has a valid Microsoft signature. An unsigned copy in an application folder deserves investigation.
Does every Windows user need it?
No. It is relevant when the Sinhala – Wij 9 keyboard layout is installed or selected. Removing an unnecessary Sinhala layout may stop Windows from loading it, but that does not repair broader Windows corruption.
