Lex Imperialis: What It Means in Warhammer 40,000 and Rogue Trader

Lex Imperialis is both the Imperium’s fictional legal code and the name of Rogue Trader’s second major expansion. Here’s how the two meanings differ.

Lex Imperialis can mean either the Imperium’s fictional body of law or the 2025 expansion for Warhammer 40,000: Rogue Trader. The expansion is an add-on to the game, not a book containing the setting’s laws. This guide explains both meanings and what the game expansion includes.

What does “Lex Imperialis” mean?

In Warhammer 40,000 lore, the Lex Imperialis—also called the Dictates Imperialis—is the body of law governing the Imperium. The name is also used for Lex Imperialis, the second major expansion for Owlcat Games’ Warhammer 40,000: Rogue Trader, released on June 24, 2025. The game add-on draws on the Adeptus Arbites and Imperial justice, but it is not the fictional legal code itself.

What is the Rogue Trader expansion?

Owlcat describes the expansion as a narrative storyline integrated into the main campaign, with a publisher-stated duration of 15 hours. That figure is the developer’s description, not an independently measured playtime. The story centers on the Adeptus Arbites and the von Valancius dynasty.

Solomorne Anthar and Glaito

The expansion introduces Solomorne Anthar as a companion, alongside Glaito, his cyber-mastiff. Their presence brings the Arbites’ pursuit of Imperial law into the player’s campaign. Owlcat’s release announcement confirms the expansion was out on June 24, 2025: Owlcat Games’ release announcement.

Origin, archetype, familiars, and shields

Owlcat’s feature material highlights an Arbites player origin, the Overseer archetype, and familiars such as a cyber-mastiff, psyber-raven, servo-skull swarm, and cyber-eagle. It also presents shields as a new equipment type. These features should not all be treated as expansion-exclusive: Owlcat said shields would be available across the game, including to players who do not own the DLC. What does the Lex Imperialis cover in the setting?

The Lex Imperialis is the Imperium’s overarching legal framework, enforced by the Adeptus Arbites. It exists alongside the laws of individual worlds: planetary authorities retain their own rules and local police, while the Arbites focus on Imperial law and matters that concern the wider Imperium. So the Arbites are not simply the everyday police force on every planet.

Lexicanum, a secondary Warhammer 40,000 reference, describes the Book of Judgement as a sprawling compilation of Imperial decrees, rulings, and precedents, and the Book of Law as a smaller field version. Those descriptions point to the scale and complexity of Imperial law, but exact wording and page-level details should be checked against the licensed publications cited by that reference. Is Lex Imperialis a standalone game or physical book?

For players, the title refers to downloadable expansion content for Warhammer 40,000: Rogue Trader, integrated into the main game. It is not described here as a standalone game or a physical book. Store availability, price, platform, and any bundle contents can change, so confirm the current listing for your platform and check that it includes the base game if you do not already own it.
