If Windows says libintl-8.dll is missing, not found, or could not be loaded, repair the program that requested it rather than downloading a random DLL.
This file is not a Windows system DLL, Microsoft Visual C++ runtime, DirectX component, or .NET component. The same filename can also belong to different MinGW, MSYS2, Cygwin, or vendor-supplied builds.

Fix 1: Identify the program that needs libintl-8.dll
Time needed: 3–10 minutes
Read the complete error dialog first. The executable named there is more useful than the DLL name. It may be gcc.exe, as.exe, a Code::Blocks launcher, a game executable, a GTK application, or a PostgreSQL-based program.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Close the error and the affected program.
- Open Start, type PowerShell, right-click Windows PowerShell, and select Run as administrator.
- Run:
where.exe libintl-8.dll
- If Windows finds one or more copies, record every path.
- For a wider search, run:
Get-ChildItem -Path 'C:Program Files','C:Program Files (x86)' `
-Filter libintl-8.dll -Recurse -ErrorAction SilentlyContinue |
Select-Object FullName,Length,LastWriteTime
A copy beside the requesting application or inside its correctly configured toolchain is generally more relevant than a copy in an unrelated directory. Multiple results indicate a possible PATH or runtime collision.

If the command finds nothing, the file may genuinely be absent. If it finds the file but the application still fails, a dependency of libintl-8.dll may be missing, or Windows may be loading a different copy.
Fix 2: Repair or reinstall the owning application
Time needed: 10–30 minutes
This is the safest and most likely solution because libintl-8.dll ships with the program or toolchain that installed it.
- Open Settings with Windows key + I.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application named in the error.
- Select its menu button, then choose Modify, Repair, or Advanced options, if available.
- Restart Windows and test the application.
If no repair option exists:
- Download the installer from the application developer’s official site.
- Uninstall the damaged application from Installed apps.
- Restart Windows.
- Run the official installer as administrator by right-clicking it and selecting Run as administrator.
- Open the application again and repeat the operation that produced the error.
Do not copy a DLL from another product during this process. A game, GTK program, launcher, or graphics application may require a private group of matching files.

For Code::Blocks, use one consistent compiler installation. Its official bundled package is currently named codeblocks-25.03mingw-setup.exe and includes a MinGW-based toolchain. If Code::Blocks opens but compilation fails, its configured compiler may be pointing to a different or incomplete MinGW directory.
For PostgreSQL or software built around PostgreSQL, repair that application from its official installer. Older PostgreSQL Windows bundles commonly keep libintl-8.dll with libpq.dll and libiconv-2.dll; restoring only one file can leave the installation broken.
A successful repair normally removes the error without changing Windows system folders. If the error returns immediately, continue with the toolchain and PATH checks below.
Fix 3: Repair the matching MSYS2 or MinGW runtime
Time needed: 10–25 minutes
Use this fix when the error appears while compiling, linking, running CMake, launching MinGW tools, or using an MSYS2 environment.
MSYS2 separates its MSYS, MinGW32, MinGW64, UCRT64, and Clang environments. Installing a runtime for the wrong environment can leave the same error unresolved.
Open the MSYS2 shell that matches the tool you are running and update it:
pacman -Syu
Follow any restart instruction shown by MSYS2, open the same shell again, and repeat the update if requested. Then install the matching runtime.
For a 64-bit MinGW consumer:
pacman -S mingw-w64-x86_64-gettext-runtime
For a 32-bit MinGW consumer:
pacman -S mingw-w64-i686-gettext-runtime
Use the corresponding UCRT or Clang environment package when that is the environment that built or launches the application.
The current MSYS2 package locations are different from the MSYS environment. The 64-bit package supplies libintl-8.dll under /mingw64/bin; the 32-bit package supplies it under /mingw32/bin. Do not assume that a 64-bit Windows installation requires the 64-bit DLL. A 32-bit application still needs a 32-bit DLL.
Do not rename or substitute:
msys-intl-8.dllcygintl-8.dll- A DLL copied from another MinGW distribution
- A DLL copied from another application
Those files can have different ABI expectations, dependencies, and architectures. Renaming the file changes only its name, not its compatibility.
If the package installs successfully but the error remains, check which executable is actually being launched:
where.exe gcc
where.exe as
where.exe cmake
The paths should belong to the same intended toolchain. Remove stale MinGW, MSYS2, GTK, or Cygwin directories from PATH, or place the correct toolchain’s bin directory first. Restart the terminal or IDE after changing PATH.
Fix 4: Check for a missing dependency
Time needed: 10–20 minutes
“Specified module could not be found” does not always mean that libintl-8.dll itself is absent. Windows may be unable to load one of its dependencies.
Common companion files include:
libiconv-2.dlllibgcc_s_*.dlllibwinpthread-1.dll- A runtime specific to the application or toolchain
If you have a matching MSYS2 or MinGW development shell, inspect the DLL:

With Visual Studio developer tools, use:
dumpbin /DEPENDENTS "C:pathlibintl-8.dll"
Compare the listed dependencies with the files in the same application or toolchain directory. The safer remedy is to reinstall the complete package, not to download each dependency separately.
If the file exists beside the application but the program reports an entry-point error, Windows may have loaded a different copy. That usually points to duplicate DLLs or PATH precedence rather than a missing file. Remove the conflicting runtime and repair the owner.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFix 5: Check antivirus quarantine
Time needed: 5–15 minutes
Security software can quarantine a legitimate runtime, especially after an application update or a toolchain change.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving the affected application or
libintl-8.dll. - Verify that the file came from a trusted, official installer.
- If it did, use the available restore or allow action, then repair or reinstall the application.
Do not restore a DLL solely because its filename matches the error. If its location, installer, or digital provenance is unclear, remove the application and reinstall it from a trusted official source.
Fix 6: Repair Windows components only when other Windows problems exist
Time needed: 15–30 minutes
libintl-8.dll is normally supplied by a third-party application, so System File Checker is not the first repair for this error. Use these commands when Windows has additional corruption symptoms, such as damaged system services or several unrelated Windows components failing.
- Open Start and type Command Prompt.
- Right-click it and choose Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test the affected program.
If either command reports repairs, test the application again. If both complete without resolving the DLL error, return to repairing the owning application or toolchain.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteManually repeating SFC and DISM while guessing which component changed can be time-consuming. Outbyte PC Repair can scan for reported Windows problems and identify what needs attention; its repair functions require the full version, and reinstalling the program that owns libintl-8.dll remains the definitive fix for an application-specific failure.
Fix 7: Update drivers only when the failure points to a driver or device
Time needed: 10–30 minutes
A graphics or device driver is not a normal source of libintl-8.dll, but a game tool or graphics application may fail alongside a damaged driver installation.
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test the application.
- If the issue began after a driver update, open Properties, select the Driver tab, and choose Roll Back Driver if available.
Avoid reinstalling drivers as a substitute for repairing the program that owns the DLL. Outbyte Driver Updater can show which drivers it finds outdated and automate installation through its full version, but a driver update will not replace a missing application runtime.
Do not use regsvr32 for this DLL
Time needed: 1 minute
Do not run:
regsvr32 libintl-8.dll
regsvr32 is intended for self-registering COM and ActiveX DLLs. gettext runtime DLLs are normally loaded directly by applications and do not need registry registration. Registration errors will not restore a missing dependency and can distract from the actual owner or PATH problem.
Do not copy libintl-8.dll into C:WindowsSystem32 or C:WindowsSysWOW64. This can make unrelated programs load the wrong build and can create a DLL-loading security risk.
What causes this error
The usual causes, in practical order, are:
| Cause | Correct response |
|---|---|
| Damaged, incomplete, or quarantined application installation | Repair or reinstall the owning application |
| Mixed MinGW, MSYS2, GTK, or Cygwin directories in PATH | Use one coherent toolchain and remove stale paths |
Missing libiconv or another companion runtime |
Reinstall the complete matching package |
| 32-bit and 64-bit mismatch | Match the DLL to the requesting executable |
| Application or plugin update mismatch | Reinstall the host and plugin together |
| Corruption or malware | Scan the system and replace the entire trusted package |
There is no universal “latest” libintl-8.dll. Its exact build, dependencies, and architecture depend on the distributor. The filename alone cannot identify its publisher or prove that a copy is safe.
FAQ
Is libintl-8.dll a Windows file?
No. It is a Windows build of the GNU gettext internationalization runtime and is normally installed by a third-party application or development environment.
Can I download the DLL by itself?
Avoid random DLL download sites. The file may contain the wrong architecture, belong to an incompatible build, omit dependencies, or be unsafe. Restore it through the application’s official installer or the matching MSYS2/MinGW package.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Why does the error mention a missing file when the file exists?
Windows may be unable to load a dependency of libintl-8.dll, or it may be loading another copy first through the application directory or PATH.
Can I use cygintl-8.dll instead?
No. Cygwin’s DLL and the native MinGW libintl-8.dll are different runtime families. Renaming one does not make it compatible.
Does Windows 11 need a 64-bit copy?
Not necessarily. A 32-bit application needs a 32-bit DLL even on 64-bit Windows. Identify the requesting executable and match its toolchain.
What information should I provide if nothing works?
Record the complete error text, the executable named in the dialog, its full installation path, Windows architecture, and the output of:
where.exe libintl-8.dll
Also note whether the problem began after an update, reinstall, PATH change, cleanup operation, or antivirus quarantine.
