Neither list guarantees that a particular current Windows PC will run the game without issues.
Which Mafia 2 for Windows edition do you have?
The original Mafia II and Mafia II: Definitive Edition are separate PC editions, not interchangeable names for one set of requirements. The original manual describes the 2010 PC release. The Definitive Edition is the 2020 edition, and PCGamingWiki notes that it includes the original game’s DLC. Check the product title in your library or on the store page before using the specifications below. Steam’s Definitive Edition listing and the PCGamingWiki entry identify that edition.
Original Mafia II: Windows PC requirements
The original game’s manual publishes the following release-era requirements. These describe the game at launch, not a current compatibility certification.

Mafia II: Definitive Edition system requirements
Steam lists these requirements for the Definitive Edition. Its minimum operating-system entry is 64-bit Windows 8.1; do not substitute the original game’s older Windows list.

Can you run Mafia II on Windows 10 or Windows 11?
The published requirements alone do not establish compatibility on every Windows 10 or Windows 11 PC. For the original game, the manual predates both operating systems. For the Definitive Edition, Steam’s game listing names Windows 8.1 64-bit, rather than Windows 10 or 11.
There is a separate Steam Client consideration: Steam says its client supports Windows 10 and later beginning January 1, 2024. That is a policy about the Steam software, not a revised operating-system requirement or a guarantee that either edition will work on a specific PC. Check the current store listing and your installed edition if you need a decision for a particular machine. Steam’s Windows client support notice describes the client policy.

Installation, internet, and controls for the original PC release
The original manual says initial installation needs a one-time internet connection for Steam authentication. It also lists keyboard and mouse or a Windows-compatible gamepad as input options; a gamepad is supported, not required. The manual’s historical setup note also names bundled PhysX, NVIDIA driver, Steam Client, and DirectX installations. Its specific software versions are release-era details, not current driver requirements. Consult the original PC manual for its setup and control information.
