maxnmgr.dll is a legacy 32-bit PaperPort component associated with the program’s Annotations Manager, not a Windows system file. If PaperPort reports that maxnmgr.dll is missing or cannot be loaded, repair or reinstall the exact PaperPort installation instead of copying a DLL into System32.

That location matters. A copy in the PaperPort folder may belong to the application, while a copy in a temporary folder, Downloads, a user profile, or an unrelated program directory deserves additional scrutiny.

maxnmgr.dll is not a standard Windows component. There is no reason to expect it in either of these Windows directories:
C:WindowsSystem32
C:WindowsSysWOW64
Historical file records identify a Visioneer PaperPort component and list old version and size information, but those records do not establish that every PaperPort release used the same file. Treat the historical metadata as identification help, not as a guarantee for a current installation.

Commonly reported error variants include “The program can’t start because MAXNMGR.dll was not found,” “maxnmgr.dll is missing from your computer,” “The file MAXNMGR.dll is missing or corrupted,” and “Error loading MAXNMGR.dll.” The exact wording depends on the PaperPort executable and Windows version.
Fix 1: Identify PaperPort before changing Windows
First determine which application is displaying the error.
- Write down the executable or program name shown in the dialog.
- Press Windows key, type PaperPort, and check whether the application appears.
- Open Settings with Windows key + I.
- Select Apps, then Installed apps on Windows 11. On Windows 10, select Apps and then Apps & features.
- Search for PaperPort.
- Note the installed edition and whether related entries such as PaperPort Image Printer, PDF Viewer, or PDF Create are present.
If PaperPort is installed, do not begin with Windows repair commands. A missing application DLL normally means the application installation needs attention, not that Windows has deleted a system file.
If PaperPort is not listed, check whether the error comes from an old shortcut or an application that was only partially removed:
- Right-click the shortcut that produces the error.
- Select Properties.
- Read the Target field.
- Look for a PaperPort executable or an old ScanSoft, Visioneer, Nuance, or related program path.
- If the target points to a folder that no longer exists, remove the obsolete shortcut and reinstall the application only if you still need it.

Before reinstalling anything, see whether the file is present in the application directory.

- Open Settings.
- Go to Apps > Installed apps.
- Find PaperPort.
- Open its menu and choose Modify, Advanced options, or Uninstall, depending on what the edition provides.
- If no location is shown, right-click the PaperPort shortcut and select Open file location.
- Search that folder for
maxnmgr.dll.
If the file is present in the legitimate PaperPort directory but the program still reports an error, the problem may be a missing dependency, incorrect installation registration, damaged neighboring files, or an incompatible old release. Do not copy the file elsewhere. Repairing the complete installation is safer.
If the file is absent, proceed to the PaperPort repair or reinstall steps below.
Fix 3: Check antivirus quarantine
Security software can quarantine an application file. This is possible, but the file name alone does not prove that the quarantined copy is safe.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event mentioning
maxnmgr.dllor the PaperPort installation folder. - Expand the event and record the detected path and action.
- If the path is the genuine PaperPort program directory and the PaperPort installer came from a licensed vendor account or original media, review the detection carefully.
- Restore the file only if you trust the entire installation and the security product identifies it as a false positive.
- Start PaperPort and test it.
Even after a legitimate restore, repair or reinstall PaperPort. A quarantine event may indicate that other application files are missing or that the installation is damaged. If the file was found in Downloads, a temporary directory, or an unrelated folder, do not restore it. Run a full Windows Security scan instead.

This is the most likely definitive fix.
Back up PaperPort documents first
PaperPort folders may be stored below your user Documents directory rather than beside the program files. Before removing the application:
- Open File Explorer.
- Review Documents and any folders used for PaperPort documents.
- Copy those folders to an external drive or another safe location.
- If PaperPort still opens, note its document and folder locations before starting the repair.
- Keep your activation information and original installer available.
Try the installed repair option
Some PaperPort editions expose repair through their installer.
- Open Control Panel.
- Select Programs > Programs and Features.
- Select PaperPort.
- Click Change or Repair, if available.
- Follow the InstallShield prompts.
- Restart Windows.
- Start PaperPort from the Start menu.
If PaperPort opens without the DLL message, the repair succeeded. Test a document, annotation feature, and scan workflow rather than stopping at the launch screen.

Reinstall from official installation media
If repair is unavailable or fails, use the installer for the same licensed PaperPort edition from the vendor account or original installation media. Do not substitute a different major release merely because it is easier to find.

For a current supported installer, the general sequence is:
- Back up PaperPort documents and record activation details.
- Open Control Panel > Programs and Features.
- Select PaperPort and choose Uninstall.
- If present, separately remove PDF Viewer, PaperPort Image Printer, and PDF Create when the vendor’s instructions require complete removal.
- Restart Windows.
- Insert the original media or open the installer obtained through the licensed vendor account.
- Run
Autorun.exe. - Select the installation language.
- Choose Start installation.
- Follow the InstallShield wizard.
- Choose Complete unless you specifically need a Custom installation.
- Restart Windows again.
- Restore or reconnect your PaperPort document folders only after the program launches successfully.
If the installer itself fails, right-click its executable, select Run as administrator, and retry. If the same edition cannot be installed on the current Windows version, use a supported PaperPort release or a controlled compatibility environment rather than downloading a replacement DLL.
Fix 5: Install a Microsoft runtime only when the error names it
Do not install Visual C++ merely because maxnmgr.dll is missing. PaperPort may use Microsoft runtimes, but that does not make maxnmgr.dll part of Visual C++.
Look for a second error naming a runtime file such as:
MSVCP*.dll
VCRUNTIME*.dll
api-ms-win-crt-*.dll
If one appears:
- Open Microsoft’s latest supported Visual C++ Redistributable downloads.
- Download the package required by the PaperPort installer.
- For a 32-bit PaperPort component, install
vc_redist.x86.exe, even on 64-bit Windows. - Install
vc_redist.x64.exeonly when a 64-bit application also requires it. - Restart Windows.
- Launch PaperPort again.
Microsoft runtimes can remain installed side by side. Do not remove older Visual C++ packages simply because a newer package is present.
Fix 6: Repair Windows components only if Windows is also damaged
DISM and SFC repair protected Windows components. They are unlikely to recreate a third-party PaperPort DLL, so use them when other Windows programs also fail or SFC reports protected-file corruption.

- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.

DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test PaperPort.
Success means DISM completes without an unrepaired error and SFC reports that it repaired damaged files or found no integrity violations. If SFC cannot repair files, repeat the procedure after Windows Update completes and review the reported result. Do not expect these commands to replace maxnmgr.dll in a PaperPort folder.
Repeating DISM and SFC without knowing what changed can waste time when the real problem is a damaged application install. Fix 7: Check scanner software and drivers
PaperPort often works alongside scanners and imaging devices. A scanner driver does not normally restore maxnmgr.dll, but a damaged scanner installation can prevent PaperPort from starting correctly or can create a separate error that appears at the same time.
To inspect the device:
- Right-click Start and select Device Manager.
- Expand Imaging devices, Cameras, and Universal Serial Bus controllers.
- Look for a warning icon beside the scanner or its imaging device.
- Right-click the device and choose Properties.
- Read the Device status message.
- Use the scanner manufacturer’s official support package for your Windows version.
- Install the driver with the scanner disconnected if the manufacturer instructs you to do so.
- Restart Windows and reconnect the scanner.
- Test PaperPort again.
Do not randomly update unrelated drivers or use a driver package to replace an application DLL. Avoid websites offering an isolated maxnmgr.dll download. A downloaded copy can contain malware, match the wrong PaperPort release, use the wrong architecture, or fail because another dependency is missing. It also leaves the installer state inconsistent, so the next update or repair may fail again.
Do not copy the file into System32 or SysWOW64. A 32-bit application can run on 64-bit Windows, but that does not mean its private DLL belongs in a Windows directory. Windows normally searches the application directory for application-specific files.

regsvr32 maxnmgr.dll
regsvr32 applies to self-registering COM or ActiveX DLLs that expose a registration entry point. Many ordinary application DLLs do not provide DllRegisterServer, and the command may produce an error without solving the missing-file problem. Use it only if PaperPort’s official documentation specifically instructs you to register this component.
Windows Features, DirectX repair, registry cleaners, and unrelated game runtimes are not normal remedies for maxnmgr.dll.

- The executable named in the dialog.
- The installed PaperPort edition.
- The full path where
maxnmgr.dllis expected or found. - Whether antivirus quarantined anything.
- Whether PaperPort repair or reinstall completed successfully.
- Your Windows 10 or Windows 11 version.

If the problem began immediately after a recent change and a suitable restore point exists, System Restore can be a fallback. It should not replace backing up PaperPort documents or reinstalling the owning application.

Is maxnmgr.dll a Windows file?
No. It is associated with legacy PaperPort software and should not normally be in System32 or SysWOW64.
Which program installs maxnmgr.dll?
