Before changing anything, note:
- Which program displays the error.
- Whether it appears during startup, in Cellular settings, or only when opening one application.
- Whether the PC has a cellular modem, SIM support, WWAN adapter, or carrier software.
- Whether the failure began after Windows Update, a driver change, antivirus activity, cleanup software, or disk problems.
- Whether Windows is 32-bit or 64-bit, and whether the affected application uses the same architecture.
The filename alone cannot identify the exact program that requested it. “Specified module could not be found” can also mean that mbussdapi.dll exists but another dependency cannot load.

What mbussdapi.dll does
mbussdapi.dll is associated with the Microsoft Windows Mobile Broadband USSD API. USSD supports mobile-network sessions used for carrier commands and account or service functions. It is relevant mainly to Windows cellular, mobile-broadband, modem, and carrier-management features.

The normal native Windows location is:
C:WindowsSystem32mbussdapi.dll
The exact version, architecture, and file details vary by Windows release and servicing level. A historical file record may identify a particular Windows build, but it should not be treated as a universal version list.
A genuine copy should have Microsoft Windows provenance and a valid Microsoft digital signature. A file with this name in a random application folder, Downloads folder, or temporary directory is not automatically legitimate.
What the error messages mean
“The program can’t start because mbussdapi.dll is missing”
Windows or an application could not find the expected file. The file may have been removed, quarantined, damaged, or the application may be looking in the wrong place.
“The code execution cannot proceed because mbussdapi.dll was not found”
This usually indicates that a required Windows component was unavailable to the process. Repair Windows before copying a replacement into the application directory.
“Error loading mbussdapi.dll. The specified module could not be found”
The named file may be present, but a dependency it requires may be missing or incompatible. This message does not prove that mbussdapi.dll itself is absent.
“mbussdapi.dll is either not designed to run on Windows or it contains an error”
This points more strongly to corruption, a mismatched file, an incorrect architecture, or a damaged Windows component.
“The procedure entry point could not be located in mbussdapi.dll”
The application and Windows component may be from incompatible builds, or the application may be incorrectly targeting an API. Updating or reinstalling the affected application can be necessary after Windows repair.
Fix 1: Install Windows updates and restart
Start with servicing because Windows Update may restore a missing protected component.

- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the PC, even if Windows does not immediately require it.
- Reopen the program or Windows feature that produced the error.
If the problem began immediately after an incomplete update, install any remaining updates and restart again before trying more invasive repairs.
Fix 2: Repair Windows with DISM and SFC
This is the primary fix when the file is missing, damaged, or several Windows features are failing.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Restart Windows after SFC completes.
- Test the original application or cellular feature again.
DISM repairs the Windows component source. SFC then checks protected system files and replaces damaged copies from that repaired source. Microsoft describes this sequence in its System File Checker guidance.

If SFC says it repaired files, restarting is essential. If it reports that it could not repair some files, run DISM again, restart, and repeat SFC once.

Fix 3: Use a matching DISM repair source
If DISM reports that source files could not be found, use a repair source that matches the installed Windows version and edition.
The documented form is:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to a legitimate, matching Windows repair source. Do not use a source from a different edition or unrelated build.

Microsoft explains this process in its Windows image repair documentation. After DISM completes, run:
sfc /scannow
Restart and test again.
Fix 4: Repair the affected application
If only one program reports the error, the program may be damaged or may be incorrectly calling the Mobile Broadband API.

For a supported Windows app:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Test the application.
Use Reset only if Repair fails, because Reset can remove the application’s stored data and settings.
For a traditional desktop program:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the affected program.
- Choose Repair or Change, if available.
- Follow the installer prompts.
- Restart Windows and test again.
If no repair option exists, uninstall the application, restart, and reinstall it using the developer’s official installer. Do not copy mbussdapi.dll into the application folder. Reinstalling the program restores its registration, dependencies, and architecture together.
Fix 5: Update or reinstall the cellular driver
Use this step when the error appears with a cellular modem, SIM, WWAN adapter, carrier utility, or OEM connection software.
- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Look for a cellular, WWAN, mobile-broadband, or modem device.
- Right-click it and choose Update driver.
- Select Search automatically for drivers.
- Restart Windows.
If the problem began after a driver update:
- Return to the device in Device Manager.
- Right-click it and select Properties.
- Open the Driver tab.
- Choose Roll Back Driver, if available.
- Restart and test.
If the device remains broken, choose Uninstall device, restart, and let Windows redetect it. For OEM-specific cellular hardware, install the current driver from the computer or modem manufacturer rather than substituting a DLL.
When identifying the correct WWAN, modem, chipset, and carrier drivers is the difficult part, Outbyte Driver Updater can scan and identify outdated drivers; its driver installation requires the full version, and the manufacturer’s driver remains the preferred source for unusual cellular hardware.
Fix 6: Check antivirus quarantine
A security product may have quarantined a damaged or suspicious file.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- If the file is present, verify that it is a genuine Microsoft-signed Windows component before considering restoration.
Do not restore the file if malware is plausible or if the file came from an unofficial location. Run a scan and repair Windows with DISM and SFC instead. If Defender quarantines the file again immediately, stop restoring it and investigate the detection.

Do not routinely run:
regsvr32 mbussdapi.dll
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. There is no supported basis for manually registering this Windows Mobile Broadband component. Microsoft documents the command’s purpose in its regsvr32 reference.
Registration will not repair a missing dependency, restore a damaged component store, or fix an incompatible application.

Why DLL download sites are the wrong fix
Avoid downloading mbussdapi.dll from random DLL databases or copying it into System32, SysWOW64, or an application directory. That approach can introduce malware, use the wrong architecture, create a version mismatch, bypass Windows servicing, and leave the underlying problem unresolved.

There is no verified standalone Microsoft redistributable package for this file. Use Windows Update, DISM, SFC, the affected application’s official installer, or the correct hardware driver instead.
Advanced recovery options
Windows 11 repair reinstall
On supported Windows 11 installations:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings. Microsoft documents the feature in Fix problems by reinstalling the current Windows version.
System Restore
Use System Restore only when a restore point predates the failure and Windows repair has not solved it.
- Search for Recovery from Start.
- Open Recovery.
- Select Open System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs and confirm the restore.
System Restore rolls back system files, drivers, and settings, but it does not delete personal files. Microsoft lists it among its Windows recovery options.
Frequently asked questions
Is mbussdapi.dll safe?
A Microsoft-signed copy in the normal Windows system directory is a legitimate Windows component. A copy elsewhere must be checked for provenance and signature.
Does every Windows PC need this file?
No. It is mainly relevant to mobile-broadband, cellular, modem, carrier, and related Windows functionality. A desktop without cellular hardware may never visibly use it.
Should I install Visual C++ Redistributable?
Not as the default response. There is no verified evidence that mbussdapi.dll belongs to Visual C++ Redistributable. Repair Windows and identify the process producing the error first.
What if the file exists but the error remains?
The message may refer to a missing dependency, incompatible architecture, damaged application, or obsolete software. Check Event Viewer, Reliability Monitor, and the application’s logs to identify the process that loads the file.

Escalate to System Restore or Windows recovery when DISM and SFC repeatedly report corruption, Windows Update cannot repair the installation, or multiple Windows features fail. Avoid taking ownership of or manually overwriting this protected system DLL.
