memmgrset.dll Won’t Load: Diagnose the Owning App First

Length9 min Posted Quest giverVGSources Team

Start with this diagnostic checklist

Before downloading or replacing anything, record:

  • Which program shows the error: Check the window title and message. It may name DriverMax, Advanced Uninstaller Pro, Orange Defender, or another application.
  • When it appears: Note whether it happens during Windows startup, when opening a specific program, or after an update or antivirus scan.
  • Where the file is located: If a copy exists, right-click it, choose Properties, and note its full location.
  • Which Windows architecture is involved: Open Settings → System → About and check System type. Also check whether the affected application is 32-bit or 64-bit.

memmgrset.dll is not a normal Windows component. It is a third-party application DLL, and legitimate copies are associated with software from Innovative Solutions, including DriverMax and Advanced Uninstaller Pro. A file with this name has also appeared in Orange Defender inventories.

The filename alone does not prove that a copy is safe. The correct repair is normally to identify the application that owns the file, then repair or reinstall that application from its official installer.

What the memmgrset.dll error means

Windows may display messages such as:

  • “The program can’t start because memmgrset.dll is missing from your computer.”
  • “There was a problem starting memmgrset.dll.”
  • “The specified module could not be found.”
  • “The code execution cannot proceed because memmgrset.dll was not found.”
  • “memmgrset.dll is either not designed to run on Windows or it contains an error.”

“Missing” does not always mean that the file has been deleted. The application may be unable to load it because:

  • The DLL was removed during an incomplete uninstall or update.
  • Antivirus software quarantined it.
  • The installation is damaged.
  • The file is the wrong architecture or version.
  • Another dependency required by the DLL is missing.
  • The file is present but corrupt.
  • A suspicious program placed or loaded a malicious file with the same name.

This is not normally a Visual C++, DirectX, .NET, or Windows runtime problem. Do not install those packages solely because the error names memmgrset.dll.

1. Identify the parent application from the path

The full path is more useful than the filename.

If the error appears when launching a known application

Open Settings → Apps → Installed apps. Search for the program named in the error, then select its menu button and choose Advanced options if available. Look for Repair or Reset.

Use Repair first. It normally preserves the application’s settings while replacing damaged files. Start the application again after the repair.

If the program has no repair option, open Control Panel → Programs → Programs and Features, select the application, and check whether Change, Repair, or Modify is available.

If you found the DLL on disk

Right-click the file and select Properties. Check the General, Details, and Digital Signatures tabs.

A path beneath the owning program’s installation directory is consistent with a legitimate application DLL. A path such as these requires more caution:

  • %TEMP%
  • Downloads
  • A recently extracted archive
  • A cracked-software folder
  • An unrelated application directory
  • A random folder under a user profile
  • C:WindowsSystem32 or C:WindowsSysWOW64

A copy in System32 or SysWOW64 is not automatically legitimate. Do not move it, register it, or overwrite it until you know which executable loaded it.

Windows commonly searches the application directory when loading an application DLL. That is why memmgrset.dll should normally remain beside the program that uses it, rather than being copied into a global Windows folder.

2. Repair or reinstall the owning application

This is the most likely fix when the error appears with DriverMax, Advanced Uninstaller Pro, Orange Defender, or another known Innovative Solutions application.

Bootable USB Flash Drive for Windows 7, Windows 7 Ultimate/Home/Pro 32/64 Bit Bootable USB Install & Recovery
  • NOTE: This USB flash drive does not include a Windows key, you must have a Windows key to activate Windows, but you can still clean install or reinstall Windows 7.
  • Latest Version: Deployed with the latest official original version of Windows 7 (SP1), no viruses, no spyware, 100% clean.
  • Professional: Using professional Windows 7 production tool to ensure product quality.

  • Plug & Play: Includes user guide and online technical support services. Plug it in and you are ready to go.

Try the application’s built-in repair

  1. Close the affected program.
  2. Open Settings → Apps → Installed apps.
  3. Find the application.
  4. Select the three-dot menu.
  5. Choose Advanced options.
  6. Select Repair, if present.
  7. Restart Windows.
  8. Launch the application again.

If the error remains, use the program’s own maintenance option from Control Panel → Programs and Features, if one is available.

Reinstall from the publisher

If repair fails:

  1. Save any settings or data belonging to the application.
  2. Uninstall the program from Settings → Apps → Installed apps.
  3. Restart Windows.
  4. Download the current installer from the application publisher’s official website.
  5. Install the edition intended for your Windows and application architecture.
  6. Restart Windows again.
  7. Test the program before restoring optional plugins or custom files.

Do not copy memmgrset.dll from another computer. Even if the names match, the files may come from different product versions, have different dependencies, or use different architectures.

A 32-bit application may legitimately use a 32-bit DLL on 64-bit Windows. Installing a 64-bit replacement does not make that application compatible. Reinstall the application that owns the file so it receives the matching copy.

If the error names a launcher or updater, repair that launcher rather than replacing a DLL in the main program’s folder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Check Windows Security quarantine

Antivirus software may remove a damaged, unwanted, or falsely detected file.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Open the detection associated with memmgrset.dll.
  5. Read the detection name and file path.
  6. Do not select Restore merely because the filename matches.

Restore the file only when all of these conditions are true:

  • It is in the expected directory for a program you intentionally installed.
  • The parent application is known.
  • The file’s signature and hash match a trusted installer.
  • Your security vendor confirms that the detection is a false positive.

When uncertain, reinstall the parent application instead. Reinstallation obtains the file through the application’s normal package rather than restoring an object that may have been modified.

The name memmgrset.dll has also been abused by malware. ESET documented a malicious DLL with this filename in an attack chain involving trojanized Monlam software. That does not make every copy malicious, but it means filename matching is not enough.

If the file is in a temporary folder, a download, an unfamiliar program directory, or a suspicious startup chain:

  1. Do not open or execute it.
  2. Do not add an antivirus exclusion.
  3. Disconnect sensitive systems from the network if compromise may be active.
  4. Run Windows Security → Virus & threat protection → Scan options → Microsoft Defender Offline scan.
  5. Preserve the path, detection name, signature information, and hash for analysis.
  6. Change important passwords from a clean device if the suspicious file ran.

4. Check the file signature and architecture

Right-click the DLL, choose Properties, and review Digital Signatures. A valid signature can help identify the publisher, but it does not guarantee that the file is safe or appropriate for your installation.

Also check:

  • Whether the file is beside the executable that reports the error.
  • Whether the file was created or modified around the time the problem began.
  • Whether the application is 32-bit or 64-bit.
  • Whether antivirus software changed or quarantined the file.
  • Whether the file exists but produces an “incorrect version” or “not designed to run” error.

If the file exists in the correct folder but will not load, reinstall the application. This replaces the DLL and its related dependencies together.

Do not use a random DLL download site. An arbitrary download can contain malware, use the wrong architecture, come from a different product release, or leave the actual damaged installation untouched. The safe source is the owning application’s official installer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Update the application and relevant drivers

Check the affected application for Help → Check for updates, or download its current installer from the publisher. Do not treat a driver updater as a replacement for repairing the program that owns memmgrset.dll.

If the application is specifically a driver utility or the failure began after a hardware-driver change, check Device Manager:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Network adapters, or Storage controllers.
  4. Right-click the device.
  5. Choose Update driver.
  6. Select Search automatically for drivers.
  7. Restart Windows if a driver changes.

Prefer the hardware manufacturer’s official driver when Windows cannot find one. Do not remove a working driver merely because memmgrset.dll is missing.

Manually checking each device, matching hardware IDs, and repeating the process after updates can be time-consuming. Outbyte Driver Updater provides a free scan that shows which drivers are outdated; driver installation is handled by the full version. It is optional, and reinstalling the application that owns memmgrset.dll remains the definitive fix for this file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Repair Windows components only when other symptoms exist

DISM and System File Checker repair Windows components. They normally will not recreate an application-private memmgrset.dll.

Use them when multiple Windows applications fail, Windows features are damaged, updates fail, or system files are also reporting errors.

First install pending updates:

  1. Open Settings → Windows Update.
  2. Select Check for updates.
  3. Install available updates.
  4. Restart Windows.

Then open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. Then run:

sfc /scannow

Restart Windows and test the affected application.

Microsoft specifies running DISM before SFC. If SFC reports that it repaired files, test Windows and the application again. If it reports that it could not fix everything, repeat the application repair or reinstall rather than copying memmgrset.dll into a system folder.

Repeatedly running SFC and DISM without knowing what changed can waste time while the application installation remains broken. Outbyte PC Repair offers a free scan that identifies repair issues; the repair is performed by the full version. It is optional, and it does not replace reinstalling the specific application that owns this DLL.

7. Do not use regsvr32 as a general DLL fix

Do not normally run:

regsvr32 memmgrset.dll

regsvr32 is intended for DLLs that provide a self-registration entry point, commonly COM or ActiveX components. There is no reliable public evidence that memmgrset.dll is a self-registering component.

Application runtime DLLs are generally loaded by the application and do not need registry registration. Running regsvr32 may produce an entry-point error and will not repair a missing dependency, wrong architecture, corrupt installation, or unsafe file.

8. Check Windows Features only when the application names one

Open Settings → System → Optional features → More Windows features to view installed Windows components. Do not enable random features to solve this filename.

Only install or enable a feature when the application’s documentation or error message explicitly identifies it. The same applies to Visual C++ Redistributable, DirectX, and .NET: install the dependency only when the affected program specifically requires it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error persists

Collect this information before contacting the application publisher:

  • The complete error text.
  • The executable name shown in the error.
  • The full path of memmgrset.dll, if present.
  • The application name and version.
  • Whether Windows is 32-bit or 64-bit.
  • Whether the application is 32-bit or 64-bit.
  • Antivirus detection details.
  • Whether repair, reinstall, DISM, and SFC changed the result.
  • Any recent update, uninstall, crash, or security event.

If reinstalling fails repeatedly, check Event Viewer → Windows Logs → Application for application errors and Windows Logs → System for disk errors. You can also test installation under a new local Windows user profile. Back up important data before using System Restore or other recovery operations.

FAQ

Is memmgrset.dll part of Windows?

No. It is not a standard Windows, Visual C++, DirectX, or .NET runtime file. It is associated with third-party applications.

Which program installs memmgrset.dll?

Legitimate copies are publicly associated with Innovative Solutions software, especially DriverMax and Advanced Uninstaller Pro. Orange Defender inventories have also listed the filename. The full path and the executable named in the error are needed to identify the local owner.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I download memmgrset.dll separately?

No. Use the official installer for the application that owns it. Random DLL downloads can provide the wrong version, wrong architecture, or malware.

Should I copy it to System32?

No. An application-private DLL should normally stay in the application’s installation directory. Copying it globally can create version conflicts and DLL side-loading risk.

Is every memmgrset.dll file malware?

No. Legitimate application copies exist. However, the filename has also been used in a documented malware campaign, so location, signature, parent process, security detection, and installer source all matter.

Will regsvr32 fix the error?

Normally no. This DLL is treated as an application runtime file, not a known self-registering COM component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest fix?

Identify the parent application, check antivirus quarantine, and repair or reinstall that application from its official source. That replaces the correct file and its related dependencies together.
