Microsoft Joulemeter was a Windows software tool that estimated how much power a computer, virtual machine, server, laptop or individual application used. It inferred consumption from activity such as CPU, disk, memory and screen use, then applied automatically learned hardware power models. That made it useful for comparing workloads and allocating power in virtualized data centers, but it was not the same as measuring electricity at a wall outlet.

Joulemeter is now a historical tool rather than a current download. Microsoft Research says its public release is deprecated and directs users toward similar energy-estimation capability in Visual Studio. For a modern cross-platform view of application energy use, the Joular Energy Meter project is another option; for billing-grade or hardware-validation measurements, use a physical power meter.

What was Microsoft Joulemeter?

Joulemeter was a software modeling tool from Microsoft Research for estimating electrical power consumption without placing a meter on every computer or virtual machine. It watched measurable hardware-resource activity and translated that activity into a power estimate using realistic models learned from the underlying system.

The tool could report at several levels:

  • Whole computer: an estimate for total system consumption.
  • Virtual machine: an allocation of host power to a guest operating system.
  • Server: a view useful for capacity planning and power provisioning.
  • Application or process: an estimate of how a workload contributed to the machine’s consumption.
  • Laptop: an estimate that could be calibrated against battery behavior.

That distinction matters. Joulemeter did not directly observe every voltage and current change inside a PC. It modeled the relationship between resource activity and energy use, so its results were estimates whose quality depended on calibration, hardware characteristics and workload.

When was Joulemeter released, and what is its status now?

Joulemeter emerged from Microsoft Research work on software-based power accounting. The project is listed as established on February 23, 2010. A contemporaneous report says the public application was released on May 19, 2010, while it was still described as being in alpha testing.

Date or period What happened How to interpret it
2009 Microsoft Research published the virtual-machine power-metering report that later supplied the best-known provisioning results. These are research findings, not a guarantee for a consumer PC.
February 23, 2010 Microsoft Research lists Joulemeter as an established project. This is the project date shown in Microsoft’s catalog.
May 19, 2010 A contemporaneous account reports the public application release and identifies it as alpha software. The release-date detail comes from secondary reporting rather than Microsoft’s current project page.
Current Microsoft project page Microsoft states that “The public release of Joulemeter is deprecated.” The original public download should be treated as retired, not as maintained software.

Microsoft also says that “Similar energy estimation capability is now available through Visual Studio.” That statement is a pointer to a current Microsoft path, not a claim that the old Joulemeter installer has been revived.

How did Joulemeter estimate power?

Joulemeter followed a model-based measurement process. It observed resource activity, estimated the power associated with that activity, and presented the result as energy or power consumption for the selected scope.

1. It observed hardware-resource activity

The documented inputs include CPU, disk, memory and screen activity. A processor that is busy, a disk that is transferring data, memory that is being used heavily and a display that is active can all change a computer’s power draw. Joulemeter treated those signals as explanatory variables rather than as direct electrical measurements.

2. It applied automatically learned power models

The software used realistic power models learned from the computer on which it ran. In effect, it tried to learn how that system’s hardware behaved, then mapped later activity to an estimated wattage. This is why the same workload can produce different estimates on two machines with different processors, disks, displays or power-management settings.

3. It assigned consumption to a scope

For a complete computer, the model could estimate total use. In a virtualized server, it could attribute a share of host consumption to a virtual machine. At the application level, it could associate resource activity with a process or workload. Attribution is useful for comparison, but it should not be confused with a separate physical power circuit for each application or guest.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. It could be calibrated

A product description says calibration could use a Watts Up power meter or, on laptops, battery measurements. Calibration gives the model a real-world reference point. Without calibration, the readings remain approximate and should be used for relative comparisons rather than treated as an electricity bill.

Is Joulemeter accurate enough to measure a computer’s real power use?

Joulemeter can be useful for estimating and comparing workloads, but it is not equivalent to a wall-outlet measurement. Its output is a model result, and the model can miss power that is not represented well by CPU, disk, memory or screen activity.

What calibration improves

With an external meter, the software can be aligned to an observed electrical reading. On a laptop, battery discharge measurements provide another reference. Calibration can reduce systematic error for that particular machine and operating condition, especially when the workload resembles the one used during calibration.

What calibration cannot guarantee

A calibration point does not make every future reading exact. A computer may change clock speed, enter sleep states, spin storage up or down, alter display brightness, run fans, use a discrete graphics processor or perform background work that the model represents imperfectly. A model trained on one workload can therefore drift when the hardware state or workload changes.

How to read an estimate responsibly

  • Use it to compare two workloads on the same machine under repeatable conditions.
  • Record whether the system was calibrated and which reference was used.
  • Keep the machine’s power plan, display brightness and attached devices consistent between tests.
  • Do not convert an uncalibrated estimate directly into a utility cost or carbon total.
  • Use an outlet meter when the measurement must be auditable or tied to an actual power bill.

What did Joulemeter show for virtual machines and servers?

The strongest published results concern data-center power provisioning rather than home PCs. A 2009 Microsoft Research virtual-machine report investigated software power metering as a way to recover savings that had previously required physical-server power capping.

Reported result Context and qualification
13%–27% reclaimed server-power provisioning savings Reported by Microsoft Research in the 2009 Joulemeter VM report as savings that virtualized power metering could reclaim after physical-server power capping.
8%–12% additional provisioning savings Reported by the same 2009 report as an additional range enabled by more aggressive virtualization oversubscription under tighter power control.

These percentages describe experiments and provisioning scenarios in the research report. They are not a promise that installing Joulemeter on a desktop will cut household electricity use by the same amount. The practical lesson is narrower: a software estimate can help a virtualization platform reason about power budgets when putting a dedicated meter on every guest is impractical.

Can you still download Joulemeter?

Microsoft’s current project information identifies the public release as deprecated, so readers should not expect an official, maintained Joulemeter download. Search results and old software archives may contain installers, but an abandoned alpha-era utility carries security, compatibility and provenance risks.

If you encounter an old copy, verify that it came from a trustworthy archival source, scan it before execution, and avoid installing kernel-level or monitoring components on a production server merely to reproduce a historical experiment. The absence of a current Microsoft download also means that modern Windows versions, drivers and virtualization stacks are not guaranteed to support it.

What replaced Microsoft Joulemeter?

There is no single replacement for every Joulemeter use case. Microsoft points to energy-estimation capability in Visual Studio, while a separate open project targets cross-platform process monitoring. A physical meter remains the reference when modeled estimates are not sufficient.

Option Best fit Measurement basis Platform or scope notes
Visual Studio energy-estimation capability Developers investigating the energy behavior of software in a current Microsoft toolchain. Software estimation, following Microsoft’s Joulemeter pointer. Use the current Visual Studio documentation for supported editions and workflows; the available data does not establish a universal feature name or version.
Joular Energy Meter Users who want process or application monitoring across more than one operating system. Software-based estimates, with project-described carbon estimates. The project describes packages for Windows, macOS, Linux and FreeBSD.
External outlet power meter Validating a computer’s actual draw, checking a software estimate or calculating electricity cost. Electrical measurement at the outlet. Measures the device or power strip connected to it, not an individual process inside the computer.

Choose according to the question you need answered. A developer may care about which function or process increases energy use; a facilities team may care about a server or VM power budget; a household user may simply need the watts drawn from the wall.

How should you choose a power-measurement method?

Start with the scope and the required confidence, then select the least complicated method that can answer the question.

  1. Define the unit you need. Decide whether the result must describe a whole machine, a hardware component, a process, an application, a VM or an outlet.
  2. Decide whether an estimate is acceptable. Software modeling is convenient for attribution and repeated comparisons. Hardware measurement is preferable when the result affects billing, compliance, procurement or a published benchmark.
  3. Check calibration options. A laptop battery reference or external meter can anchor an estimate. If no calibration is possible, label the result as approximate.
  4. Confirm platform coverage. The retired Joulemeter release was associated with Microsoft’s Windows-era tooling. Cross-platform users should examine a project that explicitly supports their operating systems.
  5. Control the test. Keep display brightness, power plan, connected peripherals, network activity and background updates consistent, and repeat the workload enough to distinguish a real difference from normal variation.
  6. Report the method with the result. Include the software, operating system, calibration state, workload and whether the number is modeled or physically measured.

What are the main pitfalls when using software power estimates?

Confusing watts with energy

Power is an instantaneous or averaged rate, usually expressed in watts. Energy accumulates over time, commonly in watt-hours or kilowatt-hours. A short workload can have high power but low total energy, while a low-power task left running for hours can consume more energy overall.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating attribution as isolation

An application estimate is an allocation of shared system consumption. The display, motherboard, cooling system, storage devices and power-conversion losses support multiple processes at once. Stopping one process does not necessarily remove every watt attributed to it.

Ignoring idle and background activity

Operating-system services, antivirus scans, updates, synchronization and network traffic can alter the baseline while a test is running. Record an idle baseline and repeat tests rather than relying on one brief sample.

Assuming old software remains compatible

Joulemeter’s public release was an alpha-era application and is now deprecated. Driver changes, security policies and virtualization updates can prevent an old build from installing or can make its estimates unreliable even if it launches.

What is the practical verdict on Joulemeter?

Joulemeter was significant because it showed how resource telemetry could support power accounting for applications and virtual machines without a physical meter attached to every workload. Its estimates are most useful as calibrated, repeatable comparisons and as a way to reason about shared infrastructure.

For a current project, do not plan around obtaining the deprecated public release. Investigate the energy-estimation tools available in Visual Studio, consider Joular Energy Meter when cross-platform process coverage matters, and use an outlet meter whenever the question requires a direct electrical reading.

Frequently Asked Questions

Can Joulemeter measure the power used by a graphics card?

The documented Joulemeter inputs are CPU, disk, memory and screen activity; the material does not establish a dedicated graphics-card sensor or a separate GPU reading. A workload that drives a discrete GPU may therefore be represented only indirectly in the model.

Does Joulemeter work inside a virtual machine?

Its research design included VM-level estimates by allocating host consumption to virtual machines. That allocation is a modeled share of the host’s power, not a physical measurement taken from the guest operating system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I use a Joulemeter estimate to calculate my electricity bill?

Only a calibrated and carefully controlled estimate should be used for a rough calculation, and even then it remains approximate. For a bill-related figure, measure the computer at the outlet over the same period and multiply the recorded kilowatt-hours by your tariff.

Why would developers want per-application energy data?

Per-process estimates can reveal which workload changes coincide with higher system energy use, helping developers compare algorithms, refresh rates or background tasks. They do not prove that the process alone caused every watt assigned to it because shared hardware remains active.
