Start with this quick diagnosis
Before replacing anything, note:
- Which program, Windows feature, or startup process reports the error
- Whether it appears during startup, when opening Start, while launching an application, or during an installer
- Whether the message names
microsoft-windows-pdc.dllor a related.dll.muiresource - Whether you are running 32-bit or 64-bit Windows
- Whether the problem began after Windows Update, an upgrade, antivirus detection, cleanup software, a crash, or disk trouble
microsoft-windows-pdc.dll is a genuine Microsoft Windows system resource, not an ordinary application DLL. Microsoft identifies its file description as Microsoft-Windows-Pdc Resources, and historical Microsoft file records list it in Windows update packages. Microsoft’s file information places the component in Windows, normally under %windir%System32.
Do not confuse it with pdc.sys. That is a separate Power Dependency Coordinator kernel driver documented by Microsoft. Microsoft’s PDC troubleshooting guidance treats the driver and its service separately.
Fix 1: Repair Windows automatically with DISM and SFC
This is the best first repair when the file is missing, corrupt, or cannot be loaded. Windows protects system components through its component store, so replacing one DLL manually is usually the wrong repair.
Run DISM
- Press Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete. Do not close the window if progress appears to pause temporarily.
DISM repairs the Windows component store. Microsoft documents this process in its Windows image repair guide.

Run System File Checker
In the same administrator Command Prompt, run:
sfc /scannow
Wait until verification reaches 100 percent. Then restart Windows and test the action that originally produced the error.
A successful result may say that Windows Resource Protection found corrupt files and repaired them. If SFC says it found no integrity violations, the problem may involve a dependency, an application request, or a file that was quarantined rather than ordinary component corruption.
Repeating SFC without knowing what changed can make troubleshooting slow and confusing. Outbyte PC Repair can show what its free scan identifies, while repair features are handled by the full version; it is optional, and Microsoft’s built-in DISM and SFC remain the correct starting point.
Fix 2: Restart, then install pending Windows updates
A damaged or incomplete update can leave protected files out of place.

- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install every available update.
- Restart when Windows requests it.
- Return to Windows Update and check again until no further updates are offered.
If Windows Update itself reports corruption or repeatedly fails, run DISM and SFC again, restart, and retry the update. Microsoft provides a documented Windows Update corruption repair sequence.
Do not treat an old package containing this file as a universal download. For example, Microsoft’s Windows8-RT-KB2770917-x64.msu package applies to Windows 8 x64 and Windows Server 2012, not automatically to every Windows 10 or Windows 11 installation. The official download page is useful historical evidence, not a general replacement source.
Fix 3: Check Windows Security quarantine
Microsoft Defender or another antivirus product may have removed the file after detecting suspected tampering.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for a detection involving
microsoft-windows-pdc.dll. - Expand the detection and inspect the original path and reason.
- Restore the file only when the path is a normal Windows directory, the file is digitally signed by Microsoft, and you have ruled out malware or tampering.

Do not blindly choose Allow on device. If the file is repeatedly quarantined, run a full scan and then an offline Microsoft Defender scan. Restoring a genuinely modified system file can preserve the underlying infection.

Fix 4: Verify the file’s location and signature
The normal location is:
%windir%System32microsoft-windows-pdc.dll
You can check it as follows:
- Press Windows key + R.
- Enter
%windir%System32. - Press Enter.
- Search for
microsoft-windows-pdc.dll. - Right-click the file, select Properties, and open Digital Signatures.
A Windows system file should be in the Windows directory and should have a valid Microsoft signature. A copy inside a game folder, temporary directory, Downloads folder, or an unfamiliar application directory deserves investigation.
The filename alone does not prove authenticity. Windows components also vary by build and architecture. Do not substitute an x86, x64, or ARM64 file, and do not mix files from Windows 8, Windows 10, and Windows 11.
The related localized resource may instead be reported as a .dll.mui file under a language directory. Treat the main DLL and its localized resource as related but distinct files. Repairing Windows is safer than copying either one manually.

If DISM reports that source files could not be found, use installation media that closely matches the installed Windows edition and build.
After mounting official Windows installation media, identify its drive letter. In the following example, X: is the media drive:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:X:SourcesInstall.wim /LimitAccess
Then run:
sfc /scannow
Restart Windows and install pending updates.
The /Source path must match the actual media layout, and the source must be compatible with the installed edition and build. Microsoft documents this method in its DISM repair instructions. If the media does not match, obtain official installation media that does rather than downloading the individual DLL.
Fix 6: Repair the application that triggers the message
No Microsoft source identifies one specific game, launcher, or third-party application that normally owns this file. If the error appears only when launching one program, the program may be requesting a Windows component incorrectly, or another dependency may actually be missing.

- Open Settings > Apps > Installed apps.
- Select the affected application.
- Open its menu and choose Advanced options, if available.
- Select Repair.
- Test the application.
- If Repair does not help, select Reset only if you understand that it may remove the application’s local settings.
- Otherwise uninstall the program.
- Restart Windows.
- Reinstall it from the developer’s official installer or launcher.
If a launcher offers Verify, Repair, or Verify files, use that function before reinstalling the entire program. It can repair files owned by that application, but it cannot reliably repair a protected Windows component.

If the same error occurs across Windows features, startup, and multiple applications, an application reinstall is unlikely to be the primary fix. Return to DISM, SFC, Windows Update, and Defender checks.
Fix 7: Check drivers only when the symptoms point to a driver
A driver update is not a general fix for microsoft-windows-pdc.dll. Use Device Manager when the error appears alongside a device failure, sleep or power-management problem, display fault, storage warning, or a named driver error.
- Right-click Start.
- Select Device Manager.
- Expand the category related to the failing hardware.
- Right-click the device and choose Properties.
- Review the General and Driver tabs.
- Use Update driver only with a driver from Windows Update or the hardware manufacturer.
- Restart and retest.
Avoid replacing pdc.sys or other drivers merely because the names look related. pdc.sys is a separate Windows driver, not another copy of this DLL.
Manually hunting through dozens of driver versions is easy to get wrong. Outbyte Driver Updater can show what its free scan identifies, while driver installation is handled by the full version; it is optional, and use the hardware manufacturer’s driver when the device is known.
Fix 8: Use System Restore after recent system damage
System Restore is appropriate when the problem began after a driver, update, cleanup utility, or other system change.
- Press Start and search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the error began.
- Select Next, review the affected programs, and choose Finish.
- Allow Windows to restart.
System Restore rolls back system files, settings, and installed programs while normally leaving personal files untouched. Microsoft describes the process in its System Restore guide.
If no restore point exists, continue with the repair reinstall rather than deleting system files.

On supported Windows 11 installations, Windows Update may provide a repair reinstall:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while preserving apps, files, and settings. Microsoft documents the feature in Reinstall the current version of Windows.

If that option is unavailable, use matching official Windows installation media and choose an in-place upgrade that keeps personal files and applications. Back up important files first.

Enter the Windows Recovery Environment from Advanced startup or Windows installation media.
In WinRE, drive letters can change. If the Windows installation is mounted as D:, run:
sfc /scannow /offbootdir=D: /offwindir=D:Windows
DISM /Image:D: /Cleanup-Image /RestoreHealth
Microsoft documents this offline approach in its WinRE startup repair guidance. Confirm the correct Windows drive letter before running the commands.
Why common DLL fixes do not apply
Do not download the DLL
Random DLL download sites can provide malware, an altered file, the wrong architecture, or a file from a different Windows build. Copying it into System32, SysWOW64, or an application folder can create signature, version, and dependency mismatches.
Use Windows servicing, Windows Update, Defender recovery, System Restore, or official installation media instead.

Do not start with regsvr32
regsvr32 is intended for DLLs that expose a registration entry point, commonly COM or ActiveX components. This Windows resource DLL is not established as such a library. Running a command like this may produce a DllRegisterServer was not found error and will not repair component-store corruption.

Do not assume Visual C++, DirectX, or .NET is responsible
There is no evidence that microsoft-windows-pdc.dll belongs to the Visual C++ Redistributable, DirectX, or .NET runtime. Reinstall those packages only when the error names a separate runtime component or the affected application’s official support instructions require it.

Will reinstalling the affected program fix it?
Only if that program has a broken dependency or is incorrectly shipping the file. A Windows-wide problem requires Windows repair.
