The answer depends on which continuity you mean—and, for Mortal Kombat 1, on whether you are discussing his story portrayal or his version-specific gameplay mechanics.
What kind of fighter is Johnny Cage?
Warner Bros. Games describes Johnny as a Hollywood celebrity who fights to save Earthrealm. The official character entry captures the contrast between his screen persona and his real-life fighting with a joke about his ego: “Now, he fights against all odds to save Earthrealm and prove to everyone else that he’s an even braver hero in real life than on the silver screen, so long as his ego doesn’t write a check his Shadow Kicks can’t cash.” The entry names Shadow Kicks, but it does not provide a comprehensive list of abilities or quantify how strong the move is.

How powerful is Johnny Cage in Mortal Kombat 1?
In Mortal Kombat 1, Johnny is part of the main-game roster, and the game gives him character-specific Hype and Wowing Out mechanics. Warner Bros. Games’ Mortal Kombat 1 FAQ confirms his roster role; the official patch notes identify those mechanics and document adjustments to them.
That terminology describes how this version of Johnny works as a playable character. It is not, by itself, evidence of a universal story-world power tier. Patch adjustments also mean the details of his gameplay can vary by game version, so claims about exactly how a mechanic performs should be tied to the relevant patch.

Can Johnny be ranked against other Mortal Kombat fighters?
The official sources cited here do not give Johnny a numeric power score or establish a complete hierarchy among fighters. A claim that he is definitively stronger than a particular character would need to be grounded in a named continuity and a specific story feat or comparison; gameplay damage values alone do not supply a canon-wide ranking.
